Does the same number of seconds imply that the time is the always the same?

I have a whole arsenal of footage that I shot years ago with my JVC Everio, and I started to dive into that material and made a selection of shots that I liked because they spoke to me in some way or another.
The main idea is that each shot lasts 20 seconds. In this film, no shot is longer or shorter than another, some are unedited, others are sped up, but no shot cuts before or after the 20 second mark.
However, after having watched it over and over again, I always find that some shots seem longer or shorter than others, depending on the action or my interest. The notion of time varies for each person and depends on what happens in each shot.
Cinema and time. Time and cinema. It is something that has puzzled film theorists and filmmakers for decades.
It's fascinating.
