Director Biography - Luis Tovar

Born in Guadalajara, Jal. Mexico and raised in Los Angeles, CA from the age of 11. With a blend of two cultures and blessed with being fluent in both English and Spanish became his superpower. Other unique powers include being fluent technically and creatively in the world of cinema.

Tovar has been making films for about two decades now. In his early college years he started developing film knowledge with traditional and 3D animation. He later enrolled at The Los Angeles Film School in Hollywood, picked up a camera and began making short films, music videos, commercials, and eventually worked as a cinematographer on a feature film.
To improve storytelling Tovar dedicated time to truly learn screenwriting and began developing award-winning content. His short- screenplay “LAPSE” won 2nd place in the 2017 Glendale IFF. That same screenplay later came to life and gained multiple festival wins. Followed by his feature screenplay “PAPERLESS” a story about highly educated undocumented immigrants in the USA. Which was nominated for “Best Connection” in the 2017 Oaxaca IFF global script challenge.

Fast forward to now, in 2025 and entering 2026 he has two films that he wrote and directed that are still in the festival circuit. Award-winning TRANSIENT, a short narrative about linking bullying to homelessness; and short narrative VENUS, a proof of concept based on his feature script about getting catfished and the digitalism era. Both films are a must watch. Moreover, he just finished a partnership with Binary Research Institute as an editor to complete their ancient civilization documentary about a binary star system “LOST STAR“.

Tovar continues to learn and master the craft of cinema from different innovative angles: As a creative thinker in the writer room, as a technical camera guru, and the final touch of storytelling in the editing suite. All the elements added to be a versatile and strong director.

Director Statement
My entire life I have been an artist, always sketching and mixing mediums. Taking classes to improve techniques and learning from other artists to stay motivated. But one of the most important elements that I discovered is that through art I find self-expression. Giving perspective or possibly change to the viewer.

With all the artist knowledge I carry and with all the mediums I know. (Paint, sketch, writing, film, and photography) one thing stays as the most important and that is “The Story” to tell. Without it, I don’t have anything.
