Neican: "Western Cyprus" / 内参：“西塞浦路斯”

内参录像带是中国乃至全世界众多录像带类型中最为特殊、封闭和神秘的一个类型。自录像机和录像带逐渐退出大众视野，大量内参录像带外流到中国的二手市场，进入录像带爱好者的库藏或寻常百姓家。我们小组的录像带收藏中保有一定量的内参录像带。而其中收藏的《国情纵览：塞浦路斯》则是一部被强行翻录在日版录像带（NTSC制式）的内参纪录片。

Neican (internal reference) videotapes are the most special, closed and mysterious type of videotapes in China and even in the world. Since VCRs and videotapes gradually disappeared from the public eye, a large number of neican videotapes have flowed into China's second-hand market, entering the vaults of videotape collectors or the homes of ordinary people. We PVP's videotape collection has a certain amount of neican videotapes. Among them, "National Conditions Overview: Cyprus" is a neican documentary that was forcibly copied onto a Japanese videotape (NTSC format).

我们想在小组的第九部录像作品中呈现以下的两个理念：
一、在中文语境中，引号用于引述不被讲话者承认的用语或不被政府当局承认合法性、但广为流传的特定用语。但如果某事物连是否存在都引起争议的话，对其使用引号又意味着什么？
二、相比某些热点地区版图90度的旋转位移，我们觉得现行世界的某些局势未算坏，依然有回旋的余地或缓和、和解的乐观可能性。

We PVP want to present the following two concepts in our ninth video work:
1. In the Chinese context, quotation marks are used to quote specific terms that are not recognized by the speaker or are not recognized as legitimate by the government authorities but are widely circulated. But what does it mean to put quotation marks around something if its very existence is controversial?
2. Compared with the 90-degree rotation and displacement in the map of some hot spots, we feel that some of the current situations in the world are not that bad, and there is still room for maneuver or optimistic possibilities for easing and reconciliation.
