The Twin Tiers International Film Festival is dedicated to finding, promoting and encouraging new filmmakers to showcase their films and let their voices be heard. We will foster an engaging and inspiring atmosphere where creativity abounds. Our venue is a popular locally owned movie cinema located in a small upstate NY town just a short distance from Binghamton - the hometown of Rod Serling, creator of "The Twilight Zone".

Come for a great festival of film, workshops and networking. Walk in Serling's footsteps and explore Binghamton's downtown and Twilight Zone inspirations. Or just enjoy sometime at the zoo or spend sometime in our region's natural scenic beauty while you visit us!

We started this festival with two main focuses. First, we wanted to be the most affordable festival each year to submit into while being a festival you were proud of and one you couldn't afford to miss! We're here to showcase your film to the audience, not to rob the bank with ridiculously high submission fees!

Secondly, we wanted to give more recognition to feature filmmakers. Too often, film festivals include features as one category, as such they all compete for the same award(s). It is about time to change course on this standard and recognize all the different genres of features so that certain genres will not be overlooked as sometimes they are. We know you have put so much hard work into creating your film and we want to recognize you! After all, no festival would be a festival without the filmmaker so we are very passionate about giving each and every filmmaker a truly VIP experience! Furthermore, we are contracted and partnered with Shami Media Group (SMG), a NYC area indie film distributor, so each film submitted to us has a chance at a possible distribution deal with SMG that includes platforms like Amazon Prime, Netflix, and RedBox.

Every film submitted to us will be viewed start to finish and graded by our judging panel of industry professionals and college professors. Our goal is to showcase as many films as possible across all film genres of any length. We have a big heart for local film and encourage local filmmakers to submit their work, regardless of experience. We also want to encourage international filmmakers to submit and visit the festival!

We know how hard the festival circuit can be. We are filmmakers ourselves. We want to invite you to our festival which is all about you, the filmmaker. Each filmmaker should feel that they and their work is of the upmost importance. At the festival, we will provide ample networking opportunities for our filmmakers. Also, various workshops will be scheduled to allow you to maximize your festival experience. We love film and we hope you'll love our festival and continue to choose to show your films with us! Please no waiver requests. We are sorry but we must charge submission fees in order to pay for the costs of running the festival and to cover events you will enjoy attending. We do not have paid staff (all volunteer) and all costs are strictly budgeted to maximize the resources we have while giving you the very best festival product. We will make exceptions to those living in Iran and other sanctioned countries where it is impossible to pay our fees at no fault to the filmmaker. We believe art and cinema should never be held back by borders or politics. If you need a discounted fee, check back often as we often offer discount codes.

We are flexible with the final film file format. DCP preferred, but not mandatory. We will except .mp4, .mov or Blu-ray discs.

We do not accept "works in progress"

No refunds are allowed.

No repeat submissions of selected films from previous years allowed. Submissions that were not selected in previous years may resubmit.

Submissions into our Student film category must have a valid student ID.

All films in a language other than English must submit into our International Categories.

Upon acceptance into the festival, filmmakers must agree to allow the Twin Tiers International Film Festival to use footage from their respective films for the sole purpose of marketing the festival and associated events.

For submissions into the Local category, filmmakers must live within 100 miles of Endicott, NY OR the film they are submitting must be filmed within 100 miles of Endicott, NY.

Submitters can submit multiple films.

All films must be in English. If your film is in a different language other than English, you must have English subtitles.

Filmmakers whose films have been selected to screen at the festival will receive two (2) VIP Passes for entry to every event, film and party all weekend!

Prizes will not be mailed. Filmmakers must be present to receive awards including cash prizes. Awards ceremony will be held closing night. Prizes are awarded at the discretion of the festival.

The festival reserves the right to combine submission categories at the festival's discretion based on category participation.

Notifications of acceptance will occur no later than August 5th. We will make every attempt to notify you as soon as possible. Award nominees will be announced approximately one month before the event.

There will be various discounts around town for the filmmakers to enjoy from discounted food, lodging and drinks at our official after-party!

Information about lodging, points of interest, filmmaker discounts and restaurants will be emailed to the filmmaker once their film(s) has been accepted to screen at the festival.
