Inscripciones
Podrán participar estudiantes de instituciones de educación media superior y superior presentando una identificación vigente o del periodo en el que estudiaron, que avale su pertenencia a la institución.
La inscripción será en línea por medio de la plataforma FilmFreeway. Se requiere generar un usuario y perfil del proyecto en https://filmfreeway.com/. La identificación deberá presentarse junto a los demás documentos solicitados.
Se recibirán cortometrajes del 18 de noviembre 2023 al 01 de febrero de 2024 hasta las 23:59h (PST). ****Se extiende la convocatoria hasta el lunes, 22 de abril de 2024 hasta las 23:59h (PST).
Regulaciones y Criterios de Elegibilidad
Podrán participar cortometrajes realizados por estudiantes de las fronteras de California, Estados Unidos, y Baja California, México, realizados durante el periodo de 2021 hasta el cierre de la presente convocatoria. Dado el motivo celebratorio que sustenta al presente concurso, los 200 años de relaciones diplomáticas entre Estados Unidos y México, se invita a los cortometrajes participantes a resaltar la importancia de la relación binacional en su contexto social, cultural, económico, ambiental y los importantes lazos entre ambos países del pasado, presente, y para el futuro en distintas temáticas. El enfoque puede ser sobre la frontera, la dinámica regional California y Baja California, o sobre la relación binacional en distintos temas.
La duración de los cortometrajes no debe exceder los 20 minutos, incluyendo créditos.
Los participantes pueden inscribir un máximo de 5 obras.
Se aceptan cortometrajes de cualquier género y técnica (ficción, documental, animación, experimental, etc.)
Los formatos de exhibición aceptados son: MPG4, MOV, DCP y todas las obras seleccionadas deberán entregar una copia o archivo en HD.
Los cortometrajes deberán entregarse con subtítulos incrustados en inglés, si su idioma original es el español, o con subtítulos en español cuando su idioma original sea cualquier otro.
Una vez notificada la selección de la obra a los realizadores, será necesaria la firma de la carta de autorización y de aceptación de las normas de la exhibición por el titular de la obra audiovisual para su exhibición en el marco del evento, la omisión de este requisito significa descalificación automática.
En caso de ser seleccionado, el titular de la obra audiovisual se compromete a proporcionar la información requerida para el catálogo del evento, que podrá ser tomada de los formularios de inscripción de las plataformas correspondientes. Requerimientos e información adicional para el catálogo del evento se solicitarán a los participantes de los trabajos seleccionados.
La decisión del comité de selección será inapelable.
La publicación de los cortometrajes seleccionados, se darán a conocer a partir del 03 de junio de 2024.
Películas Seleccionadas
Al completar la inscripción y registro de los cortometrajes, las personas propietarias de los derechos, se comprometen a aceptar el presente reglamento, las normas y la entrega de los materiales requeridos por el Concurso para la exhibición y difusión de sus obras.
La persona propietaria del cortometraje acepta la exhibición de la película en el primer semestre de 2024, en la sede determinada por el festival al firmar la carta de autorización correspondiente.
Los participantes de los trabajos seleccionados deberán entregar los materiales requeridos en las fechas y plazos indicados por el festival, el incumplimiento de estos requisitos implica descalificación automática, por ningún motivo se aceptan prórrogas.
Jurado
La Selección Oficial será seleccionada por un jurado, elegido por el comité del evento, que estará integrado por reconocidas personalidades y profesionales del medio cinematográfico de ambos lados de la frontera.
La decisión del jurado será inapelable.
Premios
Mejor Cortometraje: Se otorgará al cortometraje que demuestre una destacada calidad cinematográfica y narrativa. El premio incluye $3,000.00 MXN pesos en efectivo, un reconocimiento y difusión del cortometraje.
Premio del Público: Se otorgará al cortometraje que reciba la mayor cantidad de votos por parte del público asistente a la muestra.
Los proyectos seleccionados podrán ser seleccionados para ser parte de muestras itinerantes a nivel nacional.
Aceptación de Bases
Todos los participantes aceptan íntegramente las bases de la convocatoria, así como las resoluciones que tome el comité del evento ante cualquier situación no prevista en esta.

Registrations
Students from high school or a higher level of education may participate by presenting a school ID from this current school term or from when they completed their education, confirming their affiliation with the institution.
Registration will be done online through the FilmFreeway platform. You will need to create a user account and a project profile at https://filmfreeway.com/. Your ID must be submitted along with the other requested documents.
Short films will be accepted from November 18, 2023, until February 1, 2024, at 11:59 PM (PST). Call is extended until Monday, April 22 at 23:59h (PST).
Regulations and Eligibility Criteria
Short films created by students from the border regions of California and Baja California produced in 2021 until the closing of the current call for entries are eligible for participation in this competition. Given the celebratory nature of this contest, commemorating 200 years of diplomatic relations between the United States and Mexico, participating short films are encouraged to emphasize the significance of the binational relationship in its social, cultural, economic, and environmental context, as well as the important ties between both countries throughout the past, present, and future, covering various themes. The focus can be on the border, the regional dynamics of California and Baja California, or the binational relationship across different subjects.
The duration of the short films must not exceed 20 minutes, including credits.
Participants may submit a maximum of 5 entries.
Short films of any genre and technique (fiction, documentary, animation, experimental, etc.) are accepted.
Accepted exhibition formats include MPG4, MOV, DCP, and all selected works must provide a copy or file in HD.
The short films must be submitted with embedded English subtitles if their original language is Spanish or with Spanish subtitles if their original language is any other than Spanish.
Once the filmmakers are notified of the selected short films, the owner of the audiovisual work will be required to sign an authorization letter and an acceptance of the exhibition rules for its screening at the event. Failure to fulfill this requirement will result in automatic disqualification.
In the event of being selected, the owner of the audiovisual work commits to providing the required information for the event catalog, which may be taken from the registration forms from the corresponding platforms. Participants of the selected works will be asked to provide additional requirements and information for the event catalog.
The selection committee's decision will be final and not subject to appeal.
The selected short films will be announced starting March 20, 2024.
Selected Films
Upon completing the registration and submission of the short films, the rights owners commit to accepting the current regulations, rules, and the delivery of materials required by the contest for the exhibition and promotion of their works.
Upon signing the corresponding authorization letter, the owner of the short film agrees to the screening of the movie in the first semester of 2024 at the venue determined by the festival.
Participants of the selected works must submit the required materials on the dates and deadlines specified by the festival. Failure to comply with these requirements will result in automatic disqualification, and no extensions will be granted under any circumstances.
Jury
The Official Selection will be chosen by a jury selected by the event committee, consisting of renowned personalities and professionals from the film industry on both sides of the border.
The jury's decision will be final and not subject to appeal.
Awards
Best Short Film: Awarded to the short film that demonstrates outstanding cinematic and narrative quality. The prize includes MXN $3,000.00 pesos in cash, a certificate of recognition, and promotion of the short film.
Audience Award: Awarded to the short film that receives the highest number of votes from the audience attending the screening.
The selected projects may be chosen to be part of traveling exhibitions on a national level.
Acceptance of Terms
All participants fully accept the terms of the contest, as well as the decisions made by the event committee in response to any situation not covered in this document.
