Pingtung Film Festival is a local film competition held by the Pingtung County Government. The event is designed to attract more outstanding domestic and foreign filmmakers to visit Pingtung and create films base on “the Pingtung Image.” The vocabulary of the camera presents the uniqueness and style of Pingtung, allowing the landscape and beauty of culture to spread outward through photography. Additionally, it also aimed to make the film festival become an iconic call -for event. From the perspective of city marketing, the event will record the unique features of Pingtung and promote the city to the nation and overseas.

1. Preliminary Selection:
Each selected team is subsidized NT$100,000 for the shooting after the film and related materials has been submitted.

2. Final Selection:
➢Best Film: A trophy and NT$600,000 including tax.
➢A trophy for the following 5 awards: Best Director Award, Best Actor Award, Best Editor Award, Best Author Award, Best Photographer Award
➢Best Internet Popularity: The most popular contestant/team voted on the event website will be awarded a 5-star (or equivalent) half-board voucher for a premium suites in Pingtung County.

Eligibility
•No limitation in age, nationality and gender.
•Contestant may participate as individual or in a team.

Selection Process
At the first stage of the preliminary selection, participants only need to submit the proposed video. After selection, ten contestant/team will be selected who will be required to shoot and produce a film in Pingtung as a submission of the final work.

(A) The First Stage - Preliminary Selection
I.Theme and style
1.Theme: Pingtung Image
2.Content: Must be based on the theme of "Pingtung Image.” No limitation in subject, material, and the shooting location.

II.Submission format
1.The length of film: Less than 5 minutes (00 : 00 : 10 – 00 : 05 : 00)
2.Format: Higher than FULL HD1920 x 1080 in mp4, MXF or MOV format.
3.Subtitle: Traditional Chinese

III.Registration and Submission Requirements
1.Deadline for submission:
•Begins: 9:00 a.m. (GMT+8:00) on 1st July, 2020
•Deadline: 11:59 p.m. (GMT+8:00) 31st August, 2020
•Completed online registration on Bounty Hunter – 2020 The Pingtung Film Festival.
* Each contestant/team is allowed to submit only ONE work attached with a full title and a film synopsis or concept description (200 words limit).

2.Film Submission
•Please upload the proposed video to YouTube and set as “unlisted”.
•The title of the film must be titled “Pingtung Film Festival"
•Once the uploading is completed, fill the link in the video URL field of the registration form of the "2020 Pingtung Film Festival".

IV. Scoring Criteria
The professional jury will judge and score base on the written materials and proposed videos submitted, then make a comprehensive score in criteria of creativity and originality, plot and storyline, the matching of the contents and theme, and feasibility of follow-up shooting, and suitability as a promotional film. As a result, ten teams will be selected to enter the final stage for local shooting operations.

(B) The Second Stage - Final Selection
I.Theme and Content
1.Theme: Pingtung Image
2.Content: Must be based on the theme of "Pingtung Image", No limitation in subject and material, but MUST be shot and filmed in Pingtung.

II.Mentor Training
A professional jury will be invited to be responsible as the executive producer of the selected teams to provide guidance and assistance.

III.Final-Selection Submission
1.Must provide film stills, film synopses, and introduction of contestant/production team.
•Film stills: 3 pieces
•Film Synopsis: Less than 300 words. (Traditional Chinese)
•Contestant or Production team introduction: Less than 150 words. (Traditional Chinese)
2.Film Format:
•Runtime: At least 10 minutes and less than 20 minutes (00:00:10 - 00:20:00, including opening, body, and ending)
•Format: Higher than Full HD1920 x 1080 in mp4, MXF or MOV format .
•Subtitle: MUST provide both Traditional Chinese subtitled version and non-subtitled version
3.Trailer: At least 30 seconds up to 60 seconds
4.Behind-The-Scenes:
During the shooting process, the contestant or production team must cooperate with the organizer to shoot a behind-the-scene video with the mentor, OR self-produce and provide one behind-the-scenes video. The length of the video must be longer than 3 minutes.
5.A short writing introducing Pingtung (more than 200 words), and at least 1 photograph of beautiful local scenery.

IV. Submission
Before 23:59 (GMT+8:00) of 12nd October (Tue), 2020, upload the materials and requirements above to an online cloud folder, and send the link to the Pingtung Film Festival mailbox: contact@pingtungfilm.com

V. Local Shooting Subsidy Funding
The Pingtung County Government will provide NT$100,000 subsidy funds to each of the 10 selected contestants/teams for local shooting. Each contestant/team need to submit their final film and all required materials. Once festival organizer confirms that all the materials have been submitted and requirements have been met, the subsidy funding then can be collected by the applicant.

VI. Scoring Criteria
The professional jury will judge and score base on the final film shot locally in Pingtung, then make a comprehensive score in criteria of creativity and originality, the matching of the contents and theme, storyline concept and structure, completion of technical production, completion of overall work, and suitability as a promotional film.

There will be total of 6 awards including: Best Film Award, Best Director Award, Best Actor Award, Best Editor Award, Best Screenwriter Award, and Best Photographer Award.

2.Announcement of Ten Selected Contestants/Teams: 6th September (Sun.), 2020

3.Film Lensing Ceremony Press Conference
•Date and time: 11:00 a.m., 11st September(Fri), 2020
•Location: Pingtung City, specific location will be announced.

4.Production Workshop
The workshop will be inviting domestic directors, screenwriters, producers and other experts to share practical experience and analyze the current status of the industry.
•Date and Time: 10th September (Thur), 2020
•Location: Pingtung City, specific location will be announced.

5.“Executive Producer” Rule Briefing
The organizer will introduce the rules of an executive producer for the local shooting in Pingtung. Each team will be assigned with one professional executive producer, who will be in charge of the production and provide guidance and assistance in filming.
•Date and Time: 11st September (Fri), 2020.
•Location: Pingtung City, the location will be announced.

6.Local Shooting Production
•Local shooting Period: From 12nd September to 11st October 2020.
•Submission Deadline: Before 23:59 (GMT+8:00) of 12nd October 2020.

7.Online Voting
•Voting Begins 11:00 a.m. (GMT+8:00) on 20th October 2020.
•Voting Ends 11:00 a.m. (GMT+8:00) on 3rd November 2020.
•Announcement of voting results: Monday, 4th November 2020.

8.Screening
Films shot locally by each contestant/team will be broadcasted through the cooperated platforms of Pingtung County Government and will be used as films to promote Pingtung. There will be total 3 screening sessions
•Date: 23th October, 24th October and 31st October 2020.
•Time and locations will be announced.

9.Closing and Award Ceremony Press Conference
•Date and Time: 7:00 p.m. (GMT+8:00) on 5th September (Thur), 2020.
•Location: Pingtung City, specific location will be announced.

Attention
(A) Rights and Obligations of Participants
The video submitted for preliminary selection of the first stage is not included.
1.Entries must not be the re-edited versions of other works.
2.Entries are subject to the use of the published text, interviews, video recordings or any work of third-party (ex: props, music, photos, etc.), which requires the third party to sign the “Consent for Authorized Use of Copyright”, and agree to allow the organizer and its choice of third person with sublicense to reproduce, edit, convert distribute, public broadcast, public transmission, public release, and other uses of promotional activity of non-profit purpose during the contest for the licensed content.
3.Participants must be the original creator of the entries.
4.Entries must be unpublished works. No plagiarism, borrowing, copying, or counterfeiting are allowed.
5.Entries may not be disclosed to the public or published without the consent of the authorities, and all participants must shall be signed by the copyright statement (entries does not involve in activity of illegal infringement of the copyright or other rights of others).
6.For entries involving any dispute of intellectual property rights, the participant(s) of submission of the entry(s) must undertake the responsibility themselves. The organizer will not be responsible for any related issues.
7.The copyright of the entries belongs to the Pingtung County Government and the creators jointly. If entries use the works of third party, including published text, interviews, video recordings, props, music, photos, …etc, it requires the agreement of “Consent for Authorized Use of Copyright” to be signed by the third party and agree to authorize the Pingtung County Government and its sublicensed third person to use the licensed content during the contest to reproduce, edit, convert, distribute, public broadcast, public transmission, public release and other uses of promotional activities of non-profit purposes, which does not exercise the moral rights of the works.

(B) The Obligations and Notices of Selected Entries
1.The selected 10 contestants/teams must assign at least one representative to attend all festival-related activities, including and not limited to the following: the kickoff press conference, production workshop, executive producer rule briefing, and the closing and award ceremony press conference…etc. The detailed processing time will be based on this general rules and regulations. If any changes are made, there will be further notices.
2.Each of the 10 selected contestants/teams will receive NT$100,000 of subsidy funding after submitting the final film and all related materials.
3.The film of local shooting will be played through the cooperation platform of the Pingtung County Government and will be used to promote Pingtung.

(C) The Rights and Obligations of Winners
1.Pursuant to Article 2 Section 7 of the Income Tax Law, those who have won prizes in excess of NT $ 20,000 (inclusive) must be deducted by the enforcement unit with a 10% tax; non-residents of the Republic of China (nationals and foreigners who have lived in the Republic of China for less than 183 days) regardless of the amount of the winner's income, 20% of the tax will be deducted from the winner's income. The undertaking unit will issue deduction (exemption) payment vouchers in accordance with the law, and those who are subject to the withholding tax provisions of the Income Tax Law and other relevant laws and regulations shall follow the prescribed methods.
2.If the winning entries are subject to violations of intellectual property rights and/or any related laws and regulations, the participant(s) must return the certificates, trophies, medals and prizes.

(D) Additional Notes
1.The organizer and the co-organizer own the rights to use all the entries for promotional activities during the competition.
2.Participants who fail to comply with or provide the provisions of this general rules and regulations will be deemed as abstained, and the organizer may directly cancel the eligibility of the participants to receive any awards and prizes for the work without any notice.
3.All entries will not be returned, participants must backup the entries by themselves.
4.Participants should read and agree to the provisions of this general rules and regulation. If there may be any matters not included, the organizer reserves the right to amend at any time.
