Amasya Film Yarışması ve Festivali

A-) GENEL

1. Film, başvuru tarihinden en fazla 24 ay önce çekilmiş olmalıdır.

2. Kısa filmin süresi en az 1 dakika ile en fazla 15 dakika olmalıdır.

3. Yarışma 5 Kategoride gerçekleşecek olup

- Genel Kategori Kurmaca Filmler: Tür, teknik veya konu kısıtlaması olmaksızın özgün hikayelerin anlatıldığı kurmaca kısa filmler.
- Amasya’da Çekilen Filmler Kategorisi : Amasya’nın doğal, tarihi veya kültürel dokusunu mekan olarak kullanan, şehrin ruhunu kurmaca hikayelerle buluşturan özgün kurmaca kısa filmler ve belgeseller. Bu kategoride Kurmaca ve Belgesel birlikte ele alınacaktır.
- Paylaşmak Temalı Kurmaca Filmler Kategorisi : Paylaşmak temasını özgün bir bakış açısı ile yorumlayan, toplumsal dayanışma, empati ve yardımlaşma gibi evrensel insani değerleri sinemanın yaratıcı diliyle ele alan kurmaca kısa filmler.
- “Ferhat ile Şirin” “Aşkın Gücü - Power of Love” Kurmaca Filmler Kategorisi: Unesco’nun Dünya Mirası Geçici Listesinde yer alan Amasya, yüzyıllardır aşkın, sabrın ve adanmışlığın en köklü sembollerinden biri olan Ferhat ile Şirin efsanesine ev sahipliği yapmaktadır. Ferhat’ın aşkı uğruna kayaları bizzat kazıyarak dağları delmesi; sadece romantik bir hikaye değil; insan ruhunun bir amaca, bir değere karşı gösterebileceği en yüce çabanın, emeğin ve sarsılmaz sabrın metaforudur.
Film festivalimizin bu özel kategorisi ile, aşkın sınır tanımayan gücünü, fedakarlığını ve dönüştürücü etkisini beyaz perdeye taşımayı hedefliyoruz. Adını, imkansızlıklar karşısında dahi sevgisinden vazgeçmeyen, azmi ve sabrıyla efsaneleşen Ferhat ile Şirin'in ölümsüz aşk hikayesinden alan bu kategorimizde, aşkın her türlü tezahürünü kucaklıyoruz.
"Ferhat ile Şirin: Aşkın Gücü / Power of Love" kategorisi, izleyicilere aşkın çok yönlü doğasını hatırlatırken, sinemacılara da bu kadim ve evrensel temayı kendi özgün bakış açılarıyla yorumlama fırsatı sunuyoruz. Aşkın her halini, her tonunu ve her gücünü beyazperdeye taşımaya hazır tüm yapımcıları ve yönetmenleri bu özel kategoriye başvurmaya davet ediyoruz.
- Genel Kategori Belgesel Filmler : Tür, teknik veya konu kısıtlaması olmaksızın özgün anlatıların yer aldığı belgesel filmler.

4. Filmler; Türk ahlak, kültür ve değerlerine uygun olmayan sahneler, diyaloglar, müzikler vb bölümler içermemelidir. Aksi takdirde filmler değerlendirmeye alınmayacaktır.

5. Yarışmacılar aynı filmle en fazla 1 kategoriye başvurabilirler.

6. Katılımcılar 18 yaş ve üzeri olmalıdır.

7. Tüm filmlere İngilizce altyazı eklenmelidir.

8. Filmin hiçbir bölümünde reklam içerikli veya sponsora ait olabilecek logo ve herhangi bir markayı temsil edebilecek görsel ve sesli içerik kullanılamaz.

9. Filmlerde kullanılan müzik ve benzeri görsellerin telifiyle ile ilgili tüm yasal sorumluluk film sahibi / sahiplerine aittir.

10. Filmlerde kaynak belirtilmeden alıntı yapılmamalıdır. Yapıldığı takdirde bildirilmesi zorunludur.

11. Yarışmaya daha önce herhangi bir yerde gösterilmiş ve ödül almış filmler ile başvuru yapılabilir.

12. Başvuru sahipleri beyan ettikleri bilgilerin doğruluğunu taahhüt eder. Belirtilen bilgiler nedeniyle doğacak hukuki sorumluluk, başvuru sahiplerine aittir. Bilgilerde yanlış ve/veya eksik bilgi tespit edildiği takdirde, kişi ödül almış dahi olsa, ödül iptal edilerek geri tahsil edilir.

13. Başvuru yapılırken; öz geçmiş, senaryo özeti (sinopsis), ve yönetmenin seçeceği film karesi veya film afişi başvuru formuyla yüklenmek zorundadır. Başvuru sahipleri başvuru aşamasında çevrim içi olarak aydınlatma metni ve/veya açık rıza metinlerini onaylamalıdır.

14. Başvuru sahibi filmin telif hakları konusunda her türlü hukuki ve cezai sorumluluğun kendisine ait olduğunu kabul eder. Yarışmaya gönderilen filmlerdeki özgün olmayan ve/veya alıntı-çalıntı metin, görüntü, müzik vb. kullanımlarından doğacak her türlü telif hakları ile ilgili konu ve cezai sorumluluk film sahibinin sorumluluğundadır. Amasya Film Festivali bu durumdan hukuken sorumlu tutulamaz.

15. Filmlerde yer alan oyunculardan ve oyuncular haricinde sesi, görüntüsü veya herhangi bir kişisel verisi yer alan kişilerden 6698 sayılı Kişisel Verilerin Korunması Hakkında Kanun ve ilgili diğer düzenlemeler gereğince aydınlatmanın yapılması ve/veya açık rızalarının alınmasına, işlenmesine ve Festival’ aktarılmasına ilişkin her türlü yükümlülük film sahibine aittir. Festival Düzenleme Komisyonu tarafından talep edilmesi halinde, film sahibi, ilgili kişilerin kişisel verilerinin işlenmesi, aktarılması ve gerekli diğer hususlarda aydınlatmanın yapıldığını ve/veya açık rızalarının alındığını gösterir kayıtları derhal paylaşmak mecburiyetindedir. Aynı şekilde filmde yer alan oyunculardan ve oyuncular haricinde sesi, görüntüsü kullanılanlardan, icracı sanatçılardan Fikir ve Sanat Eserleri Kanunu (FSEK) gereği telif haklarının devrine, muvafakatine ilişkin yazılı onayları almak film sahibinin sorumluluğunda olup, Amasya Film Festivali hukuki ve cezai olarak sorumlu tutulamaz.

16. Başvuru yapılması ile birlikte “Eserin, senaryo, görsel, işitsel vb. gibi malzemeleri dâhil olmak üzere bizzat tarafımca/tarafımızca üretildiğini veya kullanım haklarının tarafımda/tarafımızda/ olduğunu, özgün ve telif haklarının satılmamış olduğunu taahhüt ederim/ederiz. Yarışma şartnamesi tarafımca/tarafımızca okunmuş, telif haklarının 5846 sayılı Fikir ve Sanat Eserleri Kanunu kapsamında tüm mali ve manevi hakları (işleme, çoğaltma, yayma, temsil, İşaret, Ses ve/veya Görüntü Nakline Yarayan Araçlarla Umuma İletim, Umuma Arz, Adın Belirtilmesi, Eserde Değişiklik Yapılmasını Men Etmek) yurt içinde ve yurt dışında yer, içerik, mecra, süre, sayı sınırlamasına tabi olmaksızın bedelsiz ve süresiz olarak Amasya Sinema Festivali’ne geçeceğini ve tüm şartları kabul ederim/ederiz.” ibaresi kabul edilmiş sayılacaktır. Amasya Film Festivali tüm eserler üzerinde münhasıran hak sahibi olup, bu hak ve yetkilerini eserin aslının ve/veya işlemesinin bütünü için kullanabileceği gibi, eserin aslının ve/veya işlemesinin bir kısmi için de kullanabilecektir .

17. Filmlerin içeriğinde ve hazırlanma aşamasında kullanılan her türlü malzemenin (resim, senaryo, müzik vb.) bizzat katılımcı/katılımcılar tarafından üretilmiş veya telif haklarına uygun olduğu veya kullanım haklarının katılımcıda/katılımcılarda olması, özgün ve telif haklarının satılmamış olması gerekmektedir. “Festival Yönetim Komitesi” bu yönetmelik ve yarışmaya katılma koşullarında değişiklik yapma hakkına, ek koşullar talep etme hakkına veya sonucun ilan edilmesinden önce herhangi bir aşamada, sebep göstermeksizin yarışmayı erteleme / iptal etme hakkına sahiptir. Yarışmanın düzenlenmemesi halinde, yarışmaya gönderilen hiçbir film Festival tarafından kullanılamaz.

18. Yarışmaya katılan filmler, festival yönetimi tarafından festival süresince Amasya’da kapalı ve/veya açık hava mekânlarında, ücretli ya da ücretsiz gösterilebilir. Gösterilerden elde edilen gelirler festivale aittir. Festival yönetimi tanıtım amacıyla, Amasya’da yarışma filmlerine özel gösterimler düzenleyebilir. Festival süresince yapılan tüm gösterimler için, yapımcıdan herhangi bir izin alınmaz. Başvuru sırasında istenen belgeler sahiplerine iade edilmez. Festival arşivinde saklanır.

19. Yarışmada derece almış filmler, festivale ait internet sitesinde yarışma tamamlandıktan sonra tüm izleyicilere ücretsiz olarak yayınlanır. Bunun için yapımcılarından ayrıca onay alınmayacaktır.

20. Yarışma jürisi dereceye layık filmler bulamadığı durumda ödül vermeyebilir.

21. Ödüle layık görülen kişilerle e-posta ve iletişim bilgileri üzerinden iletişime geçilecektir. 10 gün içinde geri bildirim alınamayan / ulaşılamayan kişiler ödül töreninden sonra hak talep edemezler.

22. Finale kalan filmlerin yönetmeni ve/veya yapımcısı, filmin ticari amaç gözetmeksizin, film sahiplerinin adı belirtilerek Amasya Film Festivali tarafından internet, sosyal medya, yurt içi/yurt dışı etkinlikler ve bunlarla sınırlı olmamak kaydıyla her türlü mecrada sınırsız süre ile gösterilmesine müsaade eder.

23. Yarışma şartlarına uymayan çalışmalar değerlendirme dışı tutulacaktır.

24. Ödül kazanan filmlerin birer gösterim kopyası festival arşivine alınır. Festival tanıtım filminde ve belgeselinde, söz konusu filmlerden görüntüler kullanılabilir.

25. Yarışmaya katılan tüm yapımcılar bu yönetmelikte yer alan hususları kabul etmiş sayılırlar. Yarışma filmleri kamuoyuna açıklandıktan sonra yapımcılar filmlerini yarışmadan geri çekemezler.

26. Yarışmaya başvuran tüm filmlerin yasal sorumluluğu, filmlerin telif hakkı veya benzeri doğacak tüm yasal sorumluluklar başvuru yapan kişi/kişilere aittir. Amasya Film Festivali bu konuda doğacak hiçbir sorumluluğu kabul etmez.

27. Bu Yönetmelikte belirlenmeyen diğer hususlarda karar yetkisi ve değişiklik hakkı Festival Yönetimi’ne aittir. Festival Yönetimi gerekli görülen hallerde yönetmelikte değişiklik yapabilir.

B-) DEĞERLENDİRME

1. Ön Jüri; İletişim, sinema alanlarında yetkin değerlendirme kurulu üyelerinin dâhil olduğu ekipten oluşur. Ön jüri, Amasya Film Festivali tarafından belirlenir. Başvuran tüm filmlerin değerlendirmesini yapar ve finale kalan filmleri belirler. Finalde jüri tarafından değerlendirilmek üzere filmleri seçer ve sunar.

2. Jüri; Finale kalan filmleri değerlendirecek olan jüri üyeleri Amasya Film Festivali tarafından belirlenir. Jüri, sinema, sanat alanlarında uzman kişilerden oluşur. Jüri, finale kalan filmleri değerlendirir ve ödüle hak kazanan filmleri belirler.

3. Amasya Film Festivali, Ön jüri ve jüriye dahil olan isimleri gerekli durumlarda, hiçbir mecrada bildirme zorunluluğu olmadan değiştirebilir.

A-) GENERAL CONDITIONS
1. Production Date: Submitted films must have been completed no more than 24 months prior to the submission date.
2. Duration: Short films must have a running time of no less than 1 minute and no more than 15 minutes.
3. Categories: The competition consists of 5 distinct categories:

- General Category - Fiction Films: Fiction short films featuring original stories, with no restrictions on genre, technique, or subject matter.
- Films Shot in Amasya Category: Original short films and documentaries that use the natural, historical, or cultural fabric of Amasya as a location, blending the spirit of the city with narrative storytelling. Note: Fiction and Documentary submissions will be evaluated together under this single category.
- "Sharing" Themed Fiction Films Category: Fiction short films that interpret the theme of "sharing" through an original perspective, addressing universal human values such as social solidarity, empathy, and mutual aid through the creative language of cinema.
- "Ferhat and Shirin: Power of Love" Fiction Films Category: Included in UNESCO’s World Heritage Tentative List, Amasya has for centuries hosted the legend of Ferhat and Shirin—one of the most deeply rooted symbols of love, patience, and devotion. Ferhat’s act of literal rock-carving and piercing through mountains for the sake of his love is not merely a romantic tale; it is a metaphor for the ultimate effort, labor, and unwavering patience that the human spirit can manifest for a purpose or value. With this special category of our film festival, we aim to bring the boundless power, sacrifice, and transformative impact of love to the silver screen. Named after the immortal love story of Ferhat and Shirin, who became legendary through their perseverance and patience by never giving up on love even in the face of impossibility, this category embraces all manifestations of love. The "Ferhat and Shirin: Power of Love" category reminds audiences of the multi-faceted nature of love, while providing filmmakers with the opportunity to interpret this ancient and universal theme through their own unique perspectives. We invite all producers and directors who are ready to bring every state, shade, and power of love to the screen to apply for this special category.
- General Category - Documentary Films: Documentary films featuring original narratives and perspectives, with no restrictions on genre, technique, or subject matter.

4. Content Appropriateness: Films must not contain scenes, dialogue, music, or elements that conflict with Turkish moral, cultural, and societal values. Non-compliant films will be disqualified from evaluation.
5. Submission Limit: Participants may submit the same film to a maximum of 1 category.
6. Age Limit: Applicants must be 18 years of age or older.
7. Subtitles: All submissions, regardless of their original language (Turkish or non-Turkish), must include English subtitles.
8. Commercial Content: No part of the film may contain promotional content, sponsor logos, or any visual/auditory material representing a commercial brand.
9. Copyright Liability: All legal responsibility regarding the copyright of music, images, and other materials used in the films rests entirely with the film owner(s).
10. Citations: Uncredited citations or borrowings are strictly prohibited. In the event of any borrowing, proper disclosure is mandatory.
11. Prior Screenings: Films that have previously been screened or have won awards elsewhere are eligible for submission.
12. Accuracy of Information: Applicants guarantee the accuracy of the information provided in their application. Any legal liability arising from incorrect information rests solely with the applicant. If false and/or incomplete information is detected, the submission will be disqualified, and any awarded prize will be revoked and reclaimed, even after the award ceremony.
13. Required Materials: During submission, a biography, synopsis, and a film still or poster chosen by the director must be uploaded alongside the application form. Applicants must electronically approve the clarification text and/or explicit consent forms during the application process.
14. Intellectual Property: The applicant acknowledges that all legal and criminal liability regarding the copyright of the film belongs to them. The film owner shall be solely liable for any copyright issues and criminal liability arising from the use of non-original and/or plagiarized text, images, music, etc. The Amasya Film Festival cannot be held legally responsible for such matters.
15. Data Protection (KVKK) & Talent Rights: In accordance with the Personal Data Protection Law No. 6698 and other relevant regulations, the film owner is solely responsible for providing necessary notices to and/or obtaining explicit consent from actors, as well as any other individuals whose voice, image, or personal data appear in the film, regarding the processing and transfer of such data to the Festival. Upon request by the Festival Organizing Committee, the film owner is obliged to immediately present records proving that the relevant individuals have been notified and/or their explicit consent has been obtained. Similarly, in accordance with the Law on Intellectual and Artistic Works (FSEK), it is the film owner's responsibility to obtain written consent and copyright transfers from actors, performers, and any individuals whose voice or image is utilized; the Amasya Film Festival bears no legal or criminal liability in this regard.
16. Transfer of Rights: By submitting an application, the applicant is deemed to have accepted the following declaration: "I/We guarantee that the work, including its script, visual, and audio materials, was produced by me/us or that I/we hold the usage rights, and that the original and copyrights have not been sold. I/We have read the festival regulations and agree that all financial and moral rights under the Law on Intellectual and Artistic Works No. 5846 (including adaptation, reproduction, distribution, performance, and communication to the public by devices permitting the transmission of signs, sounds, and/or images, public presentation, right of attribution, and prohibition of modification) shall be transferred to the Amasya Film Festival non-exclusively, free of charge, indefinitely, and without any restriction regarding location, content, medium, duration, or number of screenings, both domestically and internationally." The Amasya Film Festival holds exclusive rights over all works to the extent of this agreement and may exercise these rights for the entirety or a portion of the original work and/or its adaptations.
17. Festival Rights & Cancellations: All materials used in the content and preparation of the films (images, script, music, etc.) must be produced by the participant(s) or comply with copyright laws, and the usage rights must belong to the participant(s) with unsold copyrights. The "Festival Management Committee" reserves the right to amend these regulations and participation conditions, demand additional conditions, or postpone/cancel the competition at any stage prior to the announcement of results without stating a reason. In the event that the competition is cancelled, no submitted film shall be used by the Festival.
18. Screenings & Archiving: Films participating in the competition may be screened by the festival management in indoor and/or outdoor venues in Amasya during the festival, either free of charge or for an admission fee. All revenues generated from screenings belong to the festival. The festival management may organize special screenings of the competition films in Amasya for promotional purposes. No additional permission shall be sought from the producer for any screenings held during the festival. Materials requested during the application will not be returned to the owners and will be kept in the festival archive.
19. Post-Festival Online Screenings: Films that receive awards will be streamed online for free on the official festival website after the conclusion of the event. No further authorization will be requested from the producers for this purpose.
20. Jury Discretion: The competition jury reserves the right to withhold awards if no films are deemed worthy of distinction.
21. Winner Notification: Award winners will be contacted via their provided e-mail and contact information. Individuals who fail to respond or cannot be reached within 10 days will forfeit all rights and claims after the award ceremony.
22. Promotional Screening Rights: The director and/or producer of the finalist films grants the Amasya Film Festival the non-commercial right to screen the film indefinitely on the internet, social media, domestic/international events, and all other media platforms, provided that the creators' names are credited.
23. Disqualification: Submissions that do not comply with the competition rules and regulations will be excluded from evaluation.
24. Archive Copies: A screening copy of the winning films will be added to the festival archive. Footage from these films may be used in the festival’s promotional trailers and documentaries.
25. Irrevocability: All producers participating in the competition are deemed to have accepted the terms outlined in these regulations. Producers cannot withdraw their films from the competition once the official selections have been publicly announced.
26. Legal Indemnity: The legal liability of all films submitted to the competition, including copyrights or any other arising legal liabilities, belongs solely to the applicant(s). The Amasya Film Festival accepts no responsibility for any disputes that may arise.
27. Amendments: For all other matters not specified in these Regulations, the authority to decide and make amendments rests entirely with the Festival Management. The Festival Management may modify the regulations whenever deemed necessary.
B-) EVALUATION PROCESS
1. Pre-Selection Committee (Pre-Jury): The Pre-Selection Committee consists of experts qualified in the fields of communication and cinema. The committee is appointed by the Amasya Film Festival. It evaluates all submitted films, selects the finalists, and presents the final selection to the Main Jury for evaluation.
2. Main Jury: The jury members who will evaluate the finalist films are appointed by the Amasya Film Festival. The jury consists of experts from the fields of cinema and art. The Main Jury reviews the finalist films and determines the award winners.
3. Jury Changes: The Amasya Film Festival reserves the right to change the members of the Pre-Jury and Main Jury when necessary, without any obligation to announce the changes on any platform.
