Competitions: Submission Guidelines

1 Outline

(1) Purpose
The competitions of Hiroshima Animation Season 2024(hereinafter referred to as "the Festival") will be held as the main program of the Media Arts Division of the 2nd Hiroshima Festival, with the aim of contributing to the development and promotion of the animation scene in the Pan-Pacific, Asia, and the world, and by extension, culture and the arts in general, and to foster the Culture of Peace.

(2)  Competition OutlinesOutline of the competitions

a. Period
The competition screening is held as a part of the festival that takes places from Wednesday, August 14, to Sunday, August 18, 2024,

c. Sections
(a) Short Competition
a. Films with a running time of 30 min or less and produced in any country are eligible.
b. After a preliminary screening by a selection committee organized by the Festival, selected films shall be judged by the International Jury and awarded specified prizes.
b. The selection committee is subject to watch all the films submitted and to select the films that are judge by the international Jury during the festival.
(b) Feature Competition
a. Films produced worldwide with a running time of more than 30 minutes are eligible.
b. After a preliminary screening by a selection committee organized by the Festival, selected films shall be judged by the vote by the audience and awarded specified prizes.
b. The selection committee is subject to watch all the films submitted and to select the films that are judge by the vote of the audience.
(c)(c) Pan-Pacific and Asia Youth Competition
a. This competition is for student and debut films produced in countries and regions of the Pan-Pacific and Asia areas. The competition accepts films of any length.
There is no distinction between short films and feature films.

b.c. In the case of an international co-production, at least one of the countries/regions listed in a. above must be included in the production countries (The nationality of the director and other staffs members will is not be considered.)
c. After a preliminary screening by a selection committee organized by the Festival, selected films shall be judged by the Jury and awarded specified prizes.
d. The selection committee is subject to watch all the films submitted and to select the films that are judge by the jury.
(d) Japanese Commissioned Film Competition.
a. Commissioned works (commercials, music videos, TV specials, educational/promotional content, etc.,) produced in Japan are eligible. The competition accepts films of any length.No distinction will be made as to running time.
b. After a preliminary screening by a selection committee organized by the Festival, selected films shall be judged by the jury and awarded specified prizes.
b. The selection committee is subject to watch all the films submitted and to select the films that are judge by the jury.

(3)  Organizers and operators
These competitions are organized by the Hiroshima Festival Organizing Committee (hereinafter referred to as the "Organizing Committee") and managed by the Ffestival Ooffice.

2 How to Submit

(1) Requirements
a. The work submitted must be an animated film. There are no restrictions on the technique used or the length, but only films for a single screen are eligible (VR films are not eligible).
b. The submitted work must have been completed on or after April 1, 2022.
c. Submitted works that use languages other than Japanese and English must have English subtitles. Japanese Films must add English subtitles if they pass the preliminary selection.. Japanese films must put English subtitles if they pass the pre-selection.
d. Applicants must have the rights to screen the film and there must be no issues in screening the film at the Festivalshould have the right to submit to and screen the film in this festival.
e. Applicants must obtain permission from the copyright holder for the use of music, existing characters, and any other rights used in the work before submission. In the event of a lawsuit from a third-party regarding infringement of rights, compensation for damages, etc., the organizers and management will not be held responsible in any way.

(2) How to submit
a. Applicants are required to fill in all the information regarding the film and director on FilmFreeway. The organizers and administrators will determine the classification
of each competition .
b. The Festival will not accept film submissions by physical mail; all films must be submitted in an online streaming format.film should be viewed online. The festival will not accept submission by physical mail.

(3) Submission period
From 10:00 a.m. on Friday, December 1, 2023, to 11:59 p.m. on Sunday, April 14, 2024.

(4) Submission fee
Free (untilby March 17th)
5000 JPY (March 18 – April 14)

3 Selection and judgement

(1) Selection and judgement
a. Preliminary selection
(a) All submissions will be previewed by the selection committee and the committee will decide the finalists. The selected films will be screened during the festival.
(b) The results of the selection will be released directly to the applicants by e-mail by earlythe beginning of May 2024 and will also be announced on the official Festival official website of the festival.
b. Jury judgement
The jury screenings will be held during the festival to determine the winners.
The winners will be announced at the Festival award ceremony and of the festival and on the official Festival website of the festival.
c. Special Jury and Awards
During the Ffestival, the Ffestival Ooffice may assemble special juries consisting of domestic and international experts in culture and the arts, citizen representatives, sponsored companies, etc. Each jury will decide their own winning films including an audience award.

4 Screenings

(1) Screenings at venues
a. The selected films will be screened as part of the competition programs during
the period of the festival.
b. The order of the films and the screening schedule for each competition program
will be determined by the organizer and the management.

(2) Screening fee
Please note that no screening fee will be paid for Short Competition, Pan-Pacific
and Asia Youth Competition, and Japanese Commissioned Film Competition. For Feature Competition, the screening fee will be paid in accordance with the Ffestival

5 Other

(1) Use for PR purposes
Applicants are permitted to use a portion of the submitted films (no more than 10%
of the length of a film), still images, and other submitted materials for the purpose of publicity for the festival, unless they have made a prior request through the online submission form.

(2) Special screenings, etc.
a. Special screenings of submitted films may be held during programs other than the Competition. Applicants will be asked in advance to screen their films, and the festival asks for their cooperation to the extent possible.
b. To the extent possible, the Festival would like to ask for applicants to agree to the storage and screening of award-winning films at facilities under The festival would like to ask for your consent, to the extent possible, for the collection and screening of the award-winning films at facilities under the jurisdiction of the City of Hiroshima after the fFestival, as well as for the traveling screening of the films for the promotion of the festival.

(3) Other notes
a. No questions or objections will be accepted regarding the result of the selection or decision of the awards.
b. Subjects not specified in these guidelines will be decided by the organizer.
c. All dates and times in these guidelines shall be Japan Standard Time.
d. By submitting a film through FilmFreeway, the applicant agrees to these guidelines. Please read these guidelines carefully before submitting your application.
