As a film festival centered around films produced on smartphone devices, the 5th olleh International Smartphone Film Festival(hereinafter, OISFF) utilizes smartphone devices’ HD film technology with the goal of expanding the utility of smartphones in film production and moving society from an era when audiences only watched films to an era where even audiences are filmmakers.

1. Overview
As a film festival centered around films produced on smartphone devices, the 5th olleh International Smartphone Film Festival(hereinafter, OISFF) utilizes smartphone devices’ HD film technology with the goal of expanding the utility of smartphones in film production and moving society from an era when audiences only watched films to an era where even audiences are filmmakers.

2. Organizer
The 5th OISFF is sponsored by KT Corporation(Headquartered in 90, Buljeong-ro, Bundang-gu, Seongnam-si, Gyeonggi-do, Korea) and presented by the 5th OISFF Executive Committee (hereinafter, Committee).

4. Eligibility and Criteria
① There are no special restrictions on eligibility; either individual or group participation is possible.
② For the variety and fairness of the festival, 5th OISFF divides the Official Awards competition into the following sections:
- Shorts under 10Min (dom./intl.): The films between 10 min. to 1 min. 1sec., (1:01-10:00) including ending credits.
- Extreme Shorts under 1Min (dom./intl.): The films less than 1 min., (0:01-1:00) including ending credits.
- Feature-length Films (dom./intl.): The films longer than 50 min. (50:00+), including ending credits.
③ Official Awards are arranged as follows:
- olleh Grand Prize
Grand Prize: Awarded to one superior film from among all selection categories.
- Best Short under 10Min
Awarded to one superior film from the Shorts under 10Min category.
- Best Director - Shorts under 10Min
Awarded to one film displaying superior directing ability from the Shorts under 10Min category.
- Jury Prize - Shorts under 10Min
Awarded to the one film displaying superior artistic creativity from among the Shorts under 10Min category.
- Best Extreme Short under 1Min
Awarded to one superior film from the Extreme Short under 1Min category.
- Jury Prize - Extreme Shorts under 1Min
Awarded to the one film displaying superior artistic creativity from among the Extreme Short under 1Min category.
- Best Feature-length Film
Awarded to one superior film from the Feature-length Film category. .
④ Special Awards are arranged as follows:
- Special Jury Prizes: The Best Documentary and Media Art Prize(AAF) will be selected from among all competitive categories.
a. The Best Documentary will be awarded to the best nonfiction film in any competitive category.
b. The Media Art Prize(AAF) was created in collaboration with Affordable Art Fair(AAF). This prize will be award to the most experimental and most creative film integrating smartphone film with other arts in any competitive category.
- The Youth Prize will be awarded to a film produced by domestic minors (under 19).
- The Migrant Heroes Prize(IOM) was created in collaboration with the International Organization for Migration (IOM) in the aims of eliminating prejudice against migrants and will be presented for the best film detailing the stories of our migrant neighbors, coworker, and friends.
- Audience Award: Awarded to one film voted on by the audience from final entrants to the Shorts under 10Min and Extreme Short under 1Min categories.
⑤ The selection committee reserves the right to change award categories as necessary. In the event that the committee deems no film eligible for selection in a particular category, the award may be cancelled.
⑥ Winners of the Official Awards are also eligible for Special Awards. Special Awards may also be added in accordance with festival sponsors.
⑦ Other evaluation and awarding terms abide Article 8.
⑧ In the event of a group submission, the entry category is considered on the basis of the group representative’s age and nationality.

5. Qualification for Entry
① The entirety of the film must be filmed with a smartphone device (tablet PC included; all other devices excluded). However, after filming other devices may be used for post-production, including editing, sound recording, computer graphics, etc. A smartphone device is defined as a cellular phone with integrated data and communication functions such as schedule management, fax transmission, internet access, etc. Cameras with communication functions are excluded (smart camera, DSRL, etc.).
② Any genres – drama, romance, action, comedy, documentary, etc – are eligible for entry.
③ Film submissions must not be for commercial use and must be filmed directly by the participant. Films previously submitted to other festivals are permitted. However, in this case the participant must disclose in which film festivals the film was screened and which prizes were awarded, if any.
④ The submitted film shall not contain any imitations or plagiarism. The entry shall be an intellectual property created solely by the participants, and must not violate any intellectual property rights(including patents, registered utility model rights, design rights, trademarks, copyrighted music, , copyrighted programs, or any other intellectual property rights protected by relevant laws and regulations) or any personal rights (name and likeness, etc). In the case of any violation, the entrant is solely liable.
⑤ The submitted film must have been completed after January 1, 2014. Films that have been previously submitted to the OISFF are not eligible.

6. Submission
The submission period is from 10:00, July 1st, to 13:00, August 17th, 2015 (KST).

7. Technical Requirements and Method
① Films submissions for the Shorts under 10Min and Extreme Shorts under 1Min categories must be submitted as a H.264/ .MOV, .MP4, or .WMV digital file smaller than 500MB.
② Feature-length film submissions must be submitted as a .MOV, .MP4, or .WMV file using a H.264 codec with no limit on film size. Submissions must be uploaded to an online storage site arranged through the consultation of the festival office.
③ The entrants shall prepare follow materials and upload them to the official website (www.ollehfilmfestival.com)

d. Original & English script (For the finalists only, dialogue/narration only, submitted in DOC or PDF format)
④ Underage participants require the consent of a legal guardian for the submission, in accordance with festival regulations.
⑤ When submitting the film as a group, the participants need to select one person as the representative and submit one application form for participation under the representative’s name. However, the group as co-directors and copyright holders, need to submit a signed group consent. In this case, the representative is considered to have legal rights to submit the film and to agree with festival regulations on behalf of the group member. In the event any legal proceedings in relation to the submitted film, the representative will be held responsible. In addition, the established relationship between the group members regarding these rights and liabilities are the sole responsibility of the group and neither the sponsor company nor the Committee may be held liable.
⑥ There is no entry fee. However, any costs occurred in relation to submission shall be a sole responsibility of the participant.

8. Selection and Awards
① The jury members including jury president will be chosen by the Committee. Selecting criteria will be announced at the award ceremony on Sep. 9th, 2015.
② A group of juries including the Executive Committee members will conduct the preliminary selection from Aug. 21st to Aug. 24th, 2015 and during which time they select the finalists.
③ The finalists will be announced on Sep. 1st, 2015. Award winners will be selected by around 7 juries including the jury president and an online poll. The winners will be announced at the award ceremony on Sep. 9th, 2015.
④ The awards’ prizes are as follows; though juries of the final selection can alter or reduce the prize as necessary.

9. Screening
The selected films shall be screened during the festival. All award winners and selected submissions will be screened at festival venues, (Sep. 9th ~ 11th, 2015), as well as on OISFF’s official website, olleh TV, olleh.com, and other services provided by the sponsors from Sep. 9th to Oct. 15th, 2015.

10. Granted License of the Entries or Award Winners
① It is considered that the participant, at the point of submitting the film, allows the Committee any of the rights below. However, copyright and ownership of the submitted film (including the award winning film) stays with the participant.
② The participant allows the Committee the rights to reproduction, public performance, public transmission, public broadcasting, interactive transmission, as well as the rights to make a work public, to exhibit, and to distribute (hereinafter, making a work public) during the festival period, including during the selection process at the location noted in Article 3 and on the official channel, regardless of the number of times of publication.
③ The submitter of the selected film allows the Committee to adjust and/or change the format, size, etc for the purpose of advertisement or publicity and the right to use the adjusted and/or changed film for the purposes of advertisement, publicity and announcement.
④ The award winner may not ask for a prize different from those enumerated in article 8, ④. The Festival may screen winning films on on/offline media including broadcast or internet, without restrictions on purpose or duration, either directly or through subsidiaries of the Committee. Any other disclosure to third parties, as well as any associated charges or limitations of use, must be negotiated between the winning participant and the Committee.
⑤ The location and official channel stated above includes the off-line festival screening location, official festival website, olleh TV, olleh Dot Com, Youtube, SNS and any other official channel for OISFF2015.

11. Subtitling
① All non-English language film submissions must be accompanied with English subtitles. Submissions will not be rejected on the basis of poor subtitles (linguistically or technically); however final entrants must be submitted with English subtitles. In the event that it is impossible to submit English subtitles, it is possible to send the original script upon consultation with the festival office.
② All non-Korean language submissions, the Festival is prepared to create subtitles. The participants and entrants will defer the rights necessary for this purpose to the festival.
③ The Festival will not offer any prepared Korean language subtitles to the entrant and the subtitles become the intellectual property of the Committee of the OISFF. The entrant shall not claim original copyright or enter into any other dispute with the OISFF over rights to Korean subtitled produced by the Festival.

12. Archive & Screening of Finalists
① The Festival reserves the right to screen submissions at film screenings hosted by or managed by the Festival, even after the duration of this year’s festival. However, in this case, the Festival will negotiate with the copyright holder for screening permission. Film submissions will be held by the Festival in an archive for potential future screenings, and may be used for non-commercial purposes such as research or education. Screening refers here to all on/offline non-commercial screening venues including the OISFF official homepage, Youtube channel, or olleh TV.
② In the event that the entrant is not in agreement, re-screenings of the submission will not be held.

13. General Provisions
① No submitted films shall be returned.
② In case the Committee has a good reason to believe that the submitted film or the award winning film does not meet the festival requirements or regulations, the Committee may require the participant or the award winner to submit a written document that can prove otherwise. In case that the award winner or participant fails to submit the appropriate documentation in time, the Committee may exclude the submitted film from selection or cancel the selection.
③ In case the submitted film does not meet festival regulations, the Committee may exclude the film from selection process. If the Committee discovers after the selection that an awarded film was in violation of festival regulations, the Committee may cancel the award.
④ In the case that an award has been canceled due to the reasons stated above, the award winner should return the prize money and prize, if already awarded to the winner. The returned prize money and prize does not affect the responsibility of the participant to comply with other rules and regulations stated above.
⑤ For any award winning film or screened film, the Committee may request additional materials for advertisement, publicity and screening. Once requested, the participant should submit the requested material by the time requested by the festival.
⑥ The participant is presumed to agree with all regulations stated above upon submission of the film to the festival.
⑦ The Committee has authority on all matters not otherwise mentioned above.

The English translation of the regulations is for reference purposes only. In case of any discrepancies between the Korean version and its English translation, the Korean version shall take precedence.
