’O Curt Short Film Festival has become, along its fifteen editions, a moment for
gathering and sharing multiple and various cinematic experiences worldwide.

XV edition will take place from 18 to 21 November 2015 at the Institut français Napoli.

Films up to 30 minutes of length (including opening and closing credits) are admitted to participate.
Participation is free and open to all, for individuals and associations (schools, cooperatives, etc.).
Directors can participate by submitting two short films at the most, produced later than December 31st, 2013 (which will be attested by the self-declaration included in the entry form).

To participate it is necessary to fill the entry form available on www.ocurt.it and pay an entry fee of € 10,00 for only one film, or € 15,00 for two films.
Participation is free for productions based in Naples and the province and for directors born and/or residing in Naples and province. Registration is also free for the Educational section .

The films and the entry forms shall be sent within September 17th, 2015.

The competitive sections are:

Short animation films section for Italian and international directors.

Short films section for Italian directors.

1. Festival
Originally born as a local showcase for young Neapolitan filmmakers, conceived by Mediateca Santa Sofia, ’O Curt Short Film Festival has become, along fourteen editions, a moment for gathering and sharing multiple and various cinematic experiences worldwide.

2. Organizers
The organization of ’O Curt Short Film Festival – XV edition is entrusted to Tycho Cultural Association, under the coordination of Mediateca Santa Sofia, by the Councillorship for Youth of the Municipality of Naples. This edition also benefits from the support of AC/E (Acción Cultural Española).

3. Dates and venue
’O Curt Short Film Festival – XV edition will take place from 18 to 21 November 2015 at the Institut français Napoli, at the Instituto Cervantes in Naples and at the PAN | Palazzo delle Arti Napoli.

4. Entry conditions
The Festival is dedicated to short film production, without distinction of genre or thematic restriction. Films up to 30 minutes of length (including opening and closing credits) are admitted to participate.
Participation is open both to individuals and associations (schools, cooperatives, etc.).
Directors can participate by submitting two short films at the most, produced later than December 31st, 2013 (which will be attested by the self-declaration included in the entry form).
Films already featuring or winning other festivals will be admitted, provided that they didn’t participate in ’O Curt previous editions.

Short films made within workshops in schools and educational contexts in general. Films made within film academies are not admitted to this section.

6. Registration fee
In order to cover administrative costs, submission is subject to the payment of a registration fee of €10,00 (VAT included); in case of submitting two films, the amount is €15,00 (VAT included).

The submission is free for the films produced by producers/companies located in Naples and its province; and for the films made by directors born and/or resident in Naples and its province.
Moreover, the submission is free for the section Educational.

7. Selection
The films sent according to these rules and regulations will be selected by the Festival Directorship, that will determine the short list of films that will be evaluated by the jury. The Festival Directorship, upon approval of the authors, is allowed to place the films in the sections considered the most proper.

8. Jury and prizes
A jury formed by cinema and culture personalities will see the selected films and designate the best film for each section. The decisions of the jury are final.
Here as follows the guaranteed prizes at the moment:
• at least €400,00 for the section ’O Curt International
• at least €400,00 for ’O Curt International Animation
• at least €200,00 for ’O Curt Italy
• €200,00 for ’O Curt Napoli
The jury is allowed to assign further prizes or special mentions.
The Festival organization will take charge of the shipping costs of any prize assigned, but not of customs fees (if required).
Further information about the prizes will be published soon on the Festival website, including the nature and the extent of possible additional awards.

9. Film submission
To participate it is necessary to fill the entry form, available on www.ocurt.it.
The films shall be sent as video files, via the above-mentioned entry form, filling in the proper field with the WeTransfer/Dropbox/GoogleDrive link where to download the file, or the YouTube/Vimeo link to watch it. The use of different video-sharing services will not be accepted.
The authors whose films are relieved of paying the registration fee (the films produced by producers/companies located in Naples and its province; or made by directors born and/or resident in Naples and its province) will have to send, via the entry form, a document certifying the location of the company and/or the place of residence/birth of the directors.
For the non-Italian spoken films it is necessary to submit, via the above-mentioned entry form:
• the video file of the film, comprehensive of Italian (preferably) or English subtitles
• the video file of the film, without subtitles
• the .srt file of the dialogue list of the film, in Italian (preferably) or in English. It is strictly recommended that the file shows the exact time codes. File formats different from .srt (such as .doc, .xls, etc.) will not be accepted.
The films, including the non-selected, will be included in Mediateca Santa Sofia archive and will be possibly shown for cultural and educational purposes, in order to encourage partnerships with other companies and associations – that will take charge of quoting the source and to pre-emptively inform the authors and the producers.

10. Submitting films and connected rights
By submitting his/her film, the author declares to be the holder of all the utilization rights of the film and that its contents do not violate any law and are not libelous.
In any case, the sender discharges the municipality of Naples and the Festival organization from any responsibility related to the short film content and the copyright questions.

11. Closing date for submission
The films and the entry forms shall be sent within September 17th, 2015.

12. Authors’ attendance
The authors of the selected films will be promptly informed about the scheduling of their works, so that the they will be able to take part to the Festival and participate in the Q&A panels dedicated to their films.

13. General rules
The submission of a film implies full acceptance of the these rules.
In any unforeseen eventuality, the decision of the Festival is final. Any changes or additions can be made for organizational reasons. The participants will be able to know any change or addiction visiting the ’O Curt website.
The participants authorize the Tycho Cultural Association and the Mediateca Santa Sofia, that are the organizers of the Festival, according to Law 196/2003 and subsequent amendments and additions, to process personal data via computer and to use the information submitted for all purposes related to the Festival and the events related.
For the solution of any dispute arising between the parties the court of Naples will be qualified, regardless of the subject.
