FILM & PHOTO BELGIUM 2017

The 2st Festival «Film & Photo by Drone» (DFPF) organised by ASBL Cercle d’Arts will take place at the airfield of Saint-Hubert from 23rd to 25th June 2017.

Cercle d’Arts is a cultural association, benefitting from financial support and recognition from many public and private, Belgian and foreign, institutions.

The competition is offers 10,000 euros ( 11,000 USD) worth of cash and other prizes offered by our partners.

1. The objectives of DFPF:

To promote the production of images taken by drone encouraged through a competition

To promote works that combine technical and aesthetic innovation in the field of cinema and general picture creation

To bring together professional and amateur photographers and filmmakers passionate about aerial images

To foster the relationship between all involved in the drone photography and cinema world, whether directors or producers, and public authorities

To highlight the potential of drones and the various possible areas for shooting

To educate the general public about the use of drones in different sectors of image production by promoting a selection of films and movies.

2. Target audience:

All filmmakers and producers whether they are amateurs or professionals.

3. FILM CATEGORIES: 7 categories short movies

1 - Fiction
2 - Nature - Documentary
3 - Sport - Extreme Sport
4 - Tourism - Travel
5 - Architecture
6 - Institutional Advertising
7- Experimental

The films submitted must have at least 10% of their images produced by drone and these images need to have been shot in compliance with the legislation in force on the location(s) of the shooting(s). The image shooting locations, the dates and equipment used will need to be disclosed on a compulsory basis.

Amateur or professional candidates may submit one film per category.

The jury reserves the right to reclassify the choice of the category.
The films will be evaluated according to the following criteria: quality of the images, quality of the photography, quality of the realisation, quality of the direction.

The movies that will not be part of the official selection will have the opportunity to be presented out of competition.

Category Open Photography:

The pictures submitted must have been taken from a drone and these pictures need to have been shot in compliance with the legislation in force on the location(s) of the shooting(s). The image shooting locations, the dates and equipment used will need to be disclosed on a compulsory basis.

SHORT FILM AWARDS

The competition is offers 5,000 euros worth of cash and other prizes offered by our partners.

The jury of the Film competition will award the following prizes:

• one Golden Drone per short movies category
• one Golden Drone, Prize of the Jury of the DFPF

PHOTO AWARDS

• one Golden Drone, Prize of the jury of the DFPF
• one Silver Drone
• one Bronze Drone

A Prize of the Public will be awarded to the picture obtaining the largest number of votes from the public present at the Festival.

Rules of the Competition FILM 2017

4. Anyone wishing to submit a film or a photograph to the Competition must complete an online registration on www.dronefestival.be and pay the registration fees. These fees will amount to 40 to 160 euros depending on the date of registration and will give free access to the Festival for one person.

Registration fees:

• Before 15 September 2016 (early bird deadline): 40 euros
• 15th November 2016 (Regular Deadline): 60 euros
• 15th February 2017 (late deadline): 80 euros
• 15th April 2017 (Extended Deadline): 96 euros
• 15th May 2017 (Extreme Deadline): 160 euros

The participation fees for the Competition will not be refunded under any circumstances.

This online registration must be duly and fully completed. All the information will be included in the catalogue and on the Festival website.

The registration form will include:

• The name of the director, his/her email and telephone number
• The name of the producer and production company, email and telephone number
• The name of the work, year of production, duration and format
• A presentation of the synopsis of the film in French or in English not exceeding ten lines
• 2 to 4 pictures (minimum 300 dpi) representative of the movie and accompanied by the corresponding copyright. The publication of the pictures will be deemed authorised and free for the sole purpose of the Festival in all places, broadcasting media, and social networks related to information, communication and promotion of the Festival.
• 1 or 2 photographs (minimum 300 dpi) of the director
• A web link to the teaser of the film (YouTube, Vimeo, Dailymotion ...)
• The digital file in full HD format (transferred via WeTransfer or Dropbox for instance), a DVD - Blu-ray disk or a secure online link (YouTube, Vimeo)
• For the projection you need to be able to provide a master file of your film. A file Apple ProRes 422 file (HQ) or H.264 (MP4) is required. To ensure the quality of the projection, a DCP will be created on the basis of your files.

5. Selection:

The films presented at the Festival as part of the Competition will be chosen by the Selection Committee.

6. The Selection Committee of the DFPF remains the sole authority to accept or refuse any film or photograph submitted to the Festival and to decide on any exceptions to the rules.

7. The selection of a film implies that the producer or any other authorised person:
has full ownership and full copyright of all that constitutes the film (music, pictures, etc.)
maintains the confidentiality of this selection to the date of the press conference
ensures the participation of the respective winners at the awards ceremony commits to not claim any right mentions to the media and in promotional material the prize(s) awarded during the 2st DFPF.

8. The shipment of the media will be at the participant’s expense and the forwarding of the screening copies will be taken care of by the Festival following the indication provided to this effect. The DVD or Blue-ray submitted for selection will not be returned.

9. After being selected by the DFPF, a film cannot be removed once the agreement has been given as to its presentation to the DFPF.

10. No films programmed at the Festival will be screened outside the scope of the DFPF without the written permission of the producer or possibly his/her legal representative.

11. Insurance costs are the responsibility of the Festival. The costs related to the invitation of the producers, directors and performers of the selected films will be specifically outlined by email sent by the Festival Senior Management to each relevant person. In the case of a co-realisation, the Festival will bear the cost of only one invitation.

12. The producer authorises the Festival to use for advertising purposes 10 percent of the images (of the total duration of a proposed movie) to ensure the publicity of his/her initiative.

13. An official jury will judge the films presented at the 2st DFPF. This jury will be composed of personalities and professionals from the sector of drones and video productions. The members of the jury will not be associated in any manner whatsoever to the production or marketing of any of the films and pictures in competition.

14. The jury of the Film competition will award the following prizes:

• one Golden Drone per short movies category
• one Golden Drone, Prize of the Jury of the DFPF

15. A Prize of the Public will be awarded to the movie obtaining
the largest number of votes of the public present at the Festival.

16. Participation to the DFPF implies acceptance of these Rules. All cases not expressly provided for in the Rules will be subject to a decision of the Executive Committee of the Festival that will be final and with no appeal.

4.1. Registration fees :

• The title of the picture, the date of shooting and the location
• The description of the project in which the picture was taken
• The equipment used

4.2. Requested files

The pictures submitted (color or black & white) must be:

• Among a set of 10 pictures maximum
• In JPEG - Adobe RGB format
• Scaled to exactly 3500 pixels for the longest side
• Borderless (bleeding edge) and without any signature or copyright mark
• The only pictures that will be accepted are those with limited alterations and improvements (localized editing, tone adjustment, contrast, noise reduction, dust mark removal ...). Digital processing affecting more significantly the perception of the original picture (High Dynamic Range, panorama stitching, overlays, focus staking...) are not allowed.

At the end of deliberations of the jury, the Raw or native files of the award winning pictures will be requested from the photographers. These files must be provided by return email. If a winning image does not comply with the rules of the competition, it will be officially disqualified.

5. Selection

The pictures presented at the Festival as part of the Competition will be chosen by the Selection Committee. The Selection Committee of the DFPF remains the sole authority to accept or refuse any photograph submitted to the Festival and to decide on any exceptions to the rules.

6. Distribution Rights

By taking part in the competition, the photographer certifies that any picture he/she submits is his/her original work and that he/she has full ownership and full copyright of the picture submitted.

The photographer owner of a selected or wining picture authorizes the Festival to use his/her picture and reproduce it for the sole purpose of advertising and promoting the Festival and the competition.

This includes:

• The publication of the results on the internet and in the press
• The realization of a portfolio
• The promotion of the competition and future Festivals
• The printing for the exhibition at the Festival

The DFPF commits to not to give, sell or lend any third party any right related to the photograph and to not make other use of the work without the owner’s prior agreement.

7. Exhibition

In order to realise the exhibition of the Competition, a professional printer - Art & Adventures Edition - will be responsible for the printing of the pictures selected by the jury on the basis of the files provided.

During the exhibition, visitors will vote for the photo of their choice to grant the Prize of the Public.

The photographers having one or more photos exhibited will receive 2 free exhibition entry tickets.

After the event, the winning photos and a selection of the best images will form a traveling exhibition. The Festival reserves the right to circulate it.

8. The Jury

The Jury is made up of figures and professionals from the world of images and drones. The members of the Jury will not be associated in any manner with the production of the photographs in the Competition.

9. Price

The jury of the Photo competition will award the following prizes:

• one Golden Drone, Prize of the jury of the DFPF
• one Silver Drone
• one Bronze Drone

A Prize of the Public will be awarded to the picture obtaining the largest number of votes from the public present at the Festival.

    A festival with a great potensial, but also many good screenings of the films there. The program and the communication at the festival must be english at all times to be on an International film festival.
