International and French Competition Regulations

The 2nd Court en Scène Festival (formerly Grand Troyes International Short Film Festival) will take place from November 18th to 19th, 2017.

The 2nd Court en Scène Festival is organized by the association Fata Morgana (hereafter “FM”) with the assistance of the “Ville de La Chapelle Saint-Luc”, The Didier Bienaimé Cultural Center and other public and private partners.

1. Entry requirements

May compete films completed after January 1st, 2014. For co-productions with France, the main country of production determines in which competition (national or international) a film can be entered. Fictions and animated movies can be submitted to the selection committee. Accepted screening format: HD files of 30 minutes or less are eligible. All the Festival venues are not currently equipped for 5.1 sound.

2. Preview screener

Only files uploaded on www.filmfreeway.com will be taken into consideration. The entry fees are:
5€ from February 5th to March 31th 2017
7€ from April 1st to May 1st 2017
Entry fees are not refundable.

3. Entry procedure

Participants must enter their films via the online submission websites previously appointed.
The following material must be attached to the online submission:
- 1 still from the film (either colour or black and white depending on the film – no pictures of film set or crew), which can be used in any publication;
- 1 poster which can be used in any publication;
- 1 photo of the director(s);
- 1 uploaded video file of the film.
Festival deadlines: - 1st May 2017

4. Selection

Any film selected for the competition will not be removed from the selection. If necessary, SQP reserves the right to appeal in court to claim any compensation deemed useful and necessary. The list of the selected films will be available on the Festival's website on August the 1st, 2017 at the latest. The contacts of the selected films will be informed by email of the selection results.

5. Shipping of selected films & technical requirements for the screenings

The projection file with french subtitles includes in the picture must be a MP4 H264, the highest quality possible. It has to be send at courtenscene@gmail.com (via wetransfer) before September 1st 2017. Senders of the file must verify the quality of it.

6. Publication authorization

All the texts, data and photos transferred by participants to FM via the platforms during online submission will be used for reference in various online and offline bilingual publications. This material may be translated, corrected or edited prior to publication. Under the terms of the present regulations, all participants give FM free permission to publish and use this material for the above purposes.

7. Garantees

Participants declare that they hold all of the copyrights, intellectual property rights and all other types of rights, or the authorizations required, for the film to participate in the french or international competition and for all other rights granted to FM under the terms of the present regulations. Consequently, participants guarantee FM against any and all claims, demands, suits, and actions taken against it by third parties on any grounds whatsoever. Participants undertake to guarantee, compensate and hold harmless FM against any expenses, in particular expenses and fees related to court proceedings, and direct or indirect damage, as well as any sentences imposed on FM or payment resulting from a settlement signed with the plaintiff. In addition, participants are reminded that failure to hold the rights and authorizations required for the film to participate in the national, international competition and for all other rights granted to FM as referred to in the present article, may result in the application of criminal and civil penalties as provided by the law.

8. Subtitling

French subtitling of selected non-French-speaking films is mandatory. Translation by voice over is not acceptable.

9. Invitation

Directors whose films have been selected in competition will be invited to La Chapelle Saint-Luc for 2 nights. Hotel accommodation will be paid for by FM. Two persons per film (ideally one director) can be invited.

10. Awards

The following prizes shall be attributed:
- an International Grand Prize (Festival’s trophy).
- a National Grand Prize (Festival’s trophy).
- an Audience Award (Festival’s trophy).
- a Best Director Award (Festival’s trophy).
- a Best Screenplay Award (Festival’s trophy)
- a Best Actor or Actress Award (Festival’s trophy)

Additional prizes may be awarded.

11. Television broadcasting and the Internet

Participants give FM free permission to reproduce and broadcast clips of the selected films presented in the Festival on terrestrial, digital, cable, satellite and ADSL television channels and on Internet sites. These clips are limited to 10% of the total duration of any film and cannot exceed three minutes. They can only be used as part of stories covering the Festival, TV or Web programmes and interviews and/or promotional trailers or advertising for the Festival current or future editions. Permission for using these clips is granted for a one-year period, starting on the date of submission of the film on the platforms.

12. Prolongation of the festival

Participants give FM free permission to make a video montage of excerpts of several films selected in the Festival (especially prized and award-winning films) and broadcast it on any format for Festival promotional use in France and abroad, for a period of one year starting on the date of submission of the film on the platforms.

13. Non-specified cases and disputes

FM or its representative will settle all non-specified cases within the terms of the present regulations and may allow special dispensation regarding justified and specific requests.

14. Miscellaneous

Participation in the Festival implies acceptance without reservation of all the terms outlined in the present regulations. FM or its representative reserves the right to cancel any submission or take any suitable measure in the event of a breach of regulations or in response to any behaviour disturbing the course of the Festival. In case of litigation, only the French courts shall be competent and have jurisdiction.
