What is art? Can it exist in strict limitations, beliefs, should it base on some kind of norms? Should it be framed in documents, conditions, stereotypes? Can art exist in a lack of freedom?
The culture workers from Belarus show and tell about the conditions they have to create in. With this film we want to show that the functioning of Belarusian Ministry of Culture is outdated and is subject to reforms.
