1.BÜYÜK TAARRUZ ULUSLARARASI KISA FİLM FESTİVALİ 16-20 MAYIS 2022
KISA FİLM YARIŞMASI YÖNETMELİK
MADDE 1: AMAÇ
16-20 Mayıs 2022 tarihlerinde gerçekleştirilecek olan 1.Büyük Taarruz Uluslararası Kısa Film Festivali kapsamında, ticari bir amacı olmayan kısa film yapımlarını desteklemek; kurmaca, deneysel, canlandırma ve belgesel sinemanın ulusal çaptaki gelişimine katkı sağlamak, yurt dışı ve yurt içinde bulunan sinemacıları bir araya getirmek amacıyla kısa film yarışması düzenlenmiştir.
MADDE 2: KATILIM KOŞULLARI
1-Yarışmanın yapılabilmesi için en az 16 (Kurmaca, Deneysel, Canlandırma ve Belgesel) filmin katılmış ve ön değerlendirmeyi geçmiş olması gerekir.
2-Kısa film yarışmasına 35mm’lik ve 16mm’lik filmler ile video tekniği ya da dijital teknoloji ile çekilmiş yapımlar katılabilir. Ancak analog film tekniği ile çekilmiş filmler dijital ortama aktarılmış olmalıdır. Kısa Film Yarışmasında gösterim formatları festival yürütme kurulu tarafından belirlenir.
3-Yarışmaya, süresi maksimum 25 dakikayı aşmayan yapımlar katılabilir.
4-Yarışmacılar birden fazla eserle başvurabilirler.
5-Yarışmaya 2019, 2020, 2021 ve 2022 yılları içerisinde yapılmış filmler katılabilir. Daha önceden herhangi bir festivale, kısa film yarışmasına katılmış olmak ya da bu yarışmalardan ödül almış olmak yarışmaya katılmaya engel değildir.
6-Ön başvurular www.buyuktaarruzfilmfestivali.com başvuru bölümü üzerinden yönlendirilen www.filmfreeway.com sitesi üzerinden dijital olarak yapılacaktır. İlk 24’e giren eserler için başvuru formu doldurmaları ve geri göndermeleri istenecektir.
7-Başvuran filmlerde gömülü İngilizce altyazısı olması zorunludur. (İngilizce olmayan filmlerde)
8-Yarışmaya katılan filmler arasından 24 film festival kapsamında izleyiciler ile buluşacak. Finalist filmler arasından 5 filmin eser sahipleri festival kapsamında ağırlanacaktır.
9-İlk 5 filmin eser sahiplerinin kendisi ya da temsilcisinin ulaşım ve konaklama ücretleri tarafımızca karşılanarak festivalimizce ağırlanacaktır.
10-ÖDÜL KAZANAN ESER SAHİBİ, ÖDÜLÜNÜ ALMAK ÜZERE ÖDÜL TÖRENİ’NDE BULUNMAK YA DA BİR TEMSİLCİ GÖNDERMEK ZORUNDADIR. BU ŞARTI YERİNE GETİRMEYEN ESER SAHİBİNE; PARASAL ÖDÜL DÂHİL HİÇBİR ÖDÜLÜ VERİLMEZ.
11- Yarışmaya katılmak için son gün 3 Mayıs 2022’dir. 3 Mayıs tarihine kadar online başvuruların yapılmış olması gerekir. Eğer film şifreli ise, şifresiyle birlikte paylaşılarak sitede bulunan başvuru ile yönlendirilen www.filmfreeway.com adresine filmin ve mail adresinin yüklemiş olmalıdır.
12- Yarışmacı online başvuru yaptığında festivalin yarışma şartlarını kabul etmiş olur.
13-Başvuru koşullarını yerine getirmeyen filmler, ön elemeyi geçse dahi festival yönetimi tarafından yarışma dışı bırakılabilir.
14-Ülkemizde ve dünyada yaşanan Covid-19 Pandemi salgını nedeni ile sosyal mesafe kuralları uygulanacak olup maske takma zorunluluğu bulunmaktadır.
MADDE 3: FESTİVAL SEÇKİSİNE DAHİL EDİLEN 24 ESER SAHİBİNİN GÖNDERECEĞİ BELGELER;
Festival seçkisine dahil edilen eserlerin sahipleri www.filmfreeway.com adresine filmlerini yüklerken mail adreslerini de yüklemeleri zorunludur. Mail üzerinden kurulacak iletişim ile başvuru formu gönderilecektir. Formun doldurulması ve geri gönderilmesi zorunludur.
MADDE 4: FESTİVAL KOMİTESİ ÖNERGESİ
Ön seçici kurul, festival yürütme kurulundan ve/veya festival yürütme kurulunun kendisi dışında seçeceği uzmanlardan oluşur. Ön seçimi yapacak olan kurulun üye sayısını festival kurulu belirler. Katılma koşullarına uygun olmayan eserler ön seçici kurula izlettirilmeyecektir. Finale kalan eserler ön kurul tarafından belirlendikten sonra web sitesi üzerinden ilan edilir.
MADDE 5: ÖZEL KOŞULLAR
Yarışmadan sonra festival arşivinde bulundurulacak olan kopyaların 60 saniyeyi aşmayacak şekilde bir kısmı, filmin afişi ya da filmden birkaç karenin tanıtım amaçlı olarak görsel ve basılı medyada gösterilmesini eser sahibi koşulsuz olarak kabul etmiş sayılır.
Finale kalan filmlerin festival kapsamında halka açık yerlerde gösteriminden dolayı herhangi bir telif ücreti yapılmaz.
Yarışmacı online başvuru yaptığında festivalin yarışma şartlarını kabul etmiş olur. Başvuru eserlerinde özgün olmayan müzik, fotoğraf, video vb. içeriklerin telif hakları sorumluluğu başvuruda bulunan eser sahibine aittir. Filmin yasal sahibi festival komitesine filmin tamamen yasal ve telif haklarına uygun olduğunu taahhüt eder.
Yapımlar izleyiciye ve seçici kurula festival yönetiminin uygun gördüğü salonlarda sunulur. Seans, salon ve program değişikliği önerilemez.
Filmlerin ne şartlarda oylanacağı ve ödüllendirileceği festival komitesi tarafından belirlenir.
Ön eleme sonucunda belirlenecek filmlere ait doldurulması istenen başvuru formunun gönderiminin sorumluluğu eser sahibine aittir.
Ön eleme jürisinin ve yarışma jürisinin kararları kesindir. Ön eleme sonuçları açıklandıktan sonra katılımcı filmini geri çekemez.
Yarışmaya katılan filmlere herhangi bir katılım veya gösterim ücreti ödenmez.
MADDE 6: ÖDÜLLER
Festival yönetimi, festival programına dahil olan filmlerden, gösterim için gerekli teknik özelliklere ve hukuki niteliklere sahip olmayan filmleri gösterim programından çıkarma hakkına sahiptir. Kısa Film Yarışmasına katılan yapımcı yönetmen, oyuncu ve filme katkısı bulunan diğer kişiler bu kuralları kabul etmiş sayılırlar. Bu yönetmelikten, yapıma katkısı bulunan kişileri haberdar etmek başvuru sahibi olan filmin yasal sahibinin sorumluluğundadır. Ayrıca yönetmelikteki değişiklik hakkı Festivali Komitesine aittir.

1.THE GREAT OFFENSİVE INTERNATIONAL SHORT FILM FESTIVAL 16-20 MAY 2022
SHORT FILM CONTEST REGULATIONS
ARTICLE 1: PURPOSE
Within the scope of the 1st Great Offensive International Short Film Festival to be held on 16-20 May 2022; A short film competition was held in order to support the production of non-commercial short films, to contribute to the national development of fictional, experimental, animated and documentary cinema, and to bring together filmmakers from abroad and at home.
ARTICLE 2: TERMS OF PARTICIPATION
1-For the competition to be held, at least 16 (Fiction, Experimental, Animation and Documentary) films must have participated and passed the preliminary evaluation.
2- 35mm and 16mm films and productions shot with video technique or digital technology can participate in the short film competition. However, the films shot with the analog film technique should be transferred to the digital environment. The screening formats in the Short Film Competition are determined by the festival executive committee.
3-Productions with a maximum duration of 25 minutes can participate in the competition.
4-Competitors can apply with more than one work.
5-Films made in 2019, 2020, 2021 and 2022 can participate in the competition. Having previously participated in any festival, short film competition or received an award from these competitions is not an obstacle to participating in the competition.
6-Pre-applications will be made digitally on the website www.filmfreeway.com directed through the application section of www.buyuktaarruzfilmfestivali.com. For the first 24 works, they will be asked to fill in the application form and send it back.
7- Applicant films must have embedded English subtitles. (in non-English movies)
8- Among the films participating in the competition, 24 films will meet with the audience within the scope of the festival. The owners of 5 films among the finalist films will be hosted within the scope of the festival.
9-The transportation and accommodation fees of the authors of the first 5 films or their representatives will be covered by us and will be hosted by our festival.
10- THE AWARD WINNING WORK MUST ATTEND AT THE AWARD CEREMONY OR SEND A REPRESENTATIVE TO RECEIVE ITS PRIZE. TO THE OWNER WHO DOES NOT FOLLOW THIS CONDITION; NO REWARDS ARE GIVEN INCLUDING MONEY PRIZES.
11- The last day to participate in the competition is 3 May 2022. Online applications must be submitted by May 3. If the film is encrypted, it must be shared with the password and uploaded to the www.filmfreeway.com address that is directed with the application on the site.
12- When the competitor makes an online application, he/she accepts the competition conditions of the festival.
13- Films that do not fulfill the application requirements may be excluded from the competition by the festival management, even if they pass the pre-selection.
14-Due to the Covid-19 Pandemic epidemic in our country and in the world, social distance rules will be applied and there is an obligation to wear a mask.
ARTICLE 3: DOCUMENTS TO BE SENT BY 24 FILM OWNERS INCLUDED IN THE FESTIVAL SELECTION;
Owners of the works included in the festival selection are required to upload their e-mail addresses when uploading their films to www.filmfreeway.com. An application form will be sent by communication via e-mail. The form must be filled and returned.
ARTICLE 4: FESTIVAL COMMITTEE PROPOSAL
The pre-selection committee consists of the festival executive committee and/or the experts to be chosen by the festival executive committee other than itself. The festival committee determines the number of members of the committee that will make the pre-selection. Works that do not comply with the participation conditions will not be shown to the pre-selection committee. After the final works are determined by the preliminary committee, they are announced on the website.
ARTICLE 5: SPECIAL CONDITIONS
The owner of the work is deemed to have accepted unconditionally that some of the copies that will be kept in the festival archive after the competition, not exceeding 60 seconds, are shown on the Film Poster or a few frames from the film for promotional purposes in the visual and printed media.
No royalties are paid due to the screening of the finalist films in public places within the scope of the festival.
When the competitor makes an online application, he/she accepts the competition conditions of the festival. The copyright responsibility of the contents -Non-original music, photos, videos, etc.- that exist in the application belongs to the applicant. The legal owner of the film undertakes to the festival committee that the film is completely legal and in compliance with copyrights.
The productions are presented to the audience and the selection committee in halls deemed appropriate by the festival management. Session, hall and program changes can not be recommended.
The conditions under which the films will be voted and awarded are determined by the festival committee.
The responsibility of sending the application form for the films to be determined as a result of the pre-selection belongs to the author.
The decisions of the pre-selection jury and the competition jury are final. After the pre-selection results are announced, the participant cannot withdraw their film.
No participation or screening fee is paid for the films participating in the competition.
ARTICLE 6: AWARDS
The festival management has the right to exclude films that do not have the technical and legal qualifications required for screening from the films included in the festival program. The producer, director, actor and other people who contribute to the short film competition are deemed to have accepted these rules. It is the responsibility of the legal owner of the applicant film to inform the people who contributed to the production of this regulation. In addition, the right to change the regulation belongs to the Festival Committee.
