Spencer grew up in Western New York. He attended SUNY Oswego through which he studied in Moscow at the Moscow Art School for an acting intensive. He graduated with a dual major of Theatre, and Cinema and Screen Studies.

He worked with Gorilla Repertory Theatre (NYC) with positions in directing, producing and stage management. 2018 he returned to Moscow to further his study as a mentor for the new class of students.

Spencer founded a production company in Philadelphia, Sewer Rats Productions, through which he had provided creative support for independent artists as well as produced a variety of projects. Many of which he wrote and directed. (Sewer-rats.com).

Spencer worked in a dramaturgical capacity with the Philadelphia Dramatist Center (PDC) later serving as vice president before shifting his focus into film-making.
