The organizer of the INTERNATIONAL SHORT FILM FESTIVAL “SHORT FORM” is Cultural Centre, the Institution for Culture, Art and Out-of-school Education, Gornji Milanovac, Trg kneza Mihaila 1, Republic of Serbia (Herein after: Organizer).
The 8th INTERNATIONAL SHORT FILM FESTIVAL “SHORT FORM” (herein after: Festival) will be held from 27th September to 2nd October 2021 in Gornji Milanovac, Serbia.
The Festival is an event which by its programme cherishes and promotes artistic values of contemporary short film creation.
The Festival tends to present main streams and styles of short film, initiate contacts between film makers, authors and audience and present the newest realizations in the short film production.
The Festival is meant for all film lovers.
The main aim of the Festival is the promotion of short film creation and the children and youth film making, as well as education in the field of audiovisual culture.
GENERAL CONDITIONS
Official languages of the Festival are Serbian and English.
Films which are in line with the formal frame of the Festival and films that had their premiere after 1st January 2021 can apply for the Festival.
The Festival is of an international character.
The Festival consists of a competitive and review programme.
Films for the Festival can be submitted by all interested authors, directors, producers, distributors, film schools and cinema clubs (individuals and legal entity, herein after: Entities) in some of the following competition categories:
1 MINI FILM (up to 15 minutes)
2 SHORT FILM (15-50 minutes)
3 FILM CREATION OF CHILDREN AND YOUTH (film of up to 15 minutes, under the age of 19)
Note: the application form should include the category for which the film is applied.
Review programme consists of review films, educational workshops, panels, talks, exhibitions, and other accompanying artistic programmes.
The closing date for the application of the films for the Festival is 15th July 2022.
The organizer may extend the deadline for submitting the films.
Films of racist and pornographic contents, as well as films which promote violence and hatred shall not be included in the film selection of the Festival or shown in any of the programmes of the Festival.
In case the film registered in one category does not correspond that competition category, it can be transferred into another competition film category by the Selection Board.
There is no entry film fee.
The Organizer shall not pay any compensation for the presentation of the films in the competition programme.
MANAGEMENT BOARD OF THE ORGANIZER AND THE FESTIVAL BODIES
The Management Board of the Organizer
The Management Board of the Organizer appoints:
- Members of the Festival Council (at the proposition of the manager of film programme of the Cultural Centre Gornji Milanovac).
- Members of the Selection Boards of the Festival (at the proposal of the Festival Council),
- Members of the Jury of the Festival (at the proposal of the Festival Council).
The Management Board of the Organizer (at the proposal of the Festival Board) accepts:
- Rules and Regulations of the Festival
- Operating Procedure of the work of the Festival Board,
- Operating Procedure of the work of the Jury.
The Management Board of the Organizer (at the proposal of the Festival Director) decides on the members of the Jury fee and the fees of the Selection Boards members.
Bodies of the Festival
Bodies of the Festival are: Festival Director, Manager of the Festival, Festival Council (herein after: Council), Selection Boards of the Festival and the Jury of the Festival.
DIRECTOR OF THE FESTIVAL
The Cultural Centre Gornji Milanovac Director is by their position the Director of the Festival.
MANAGER OF THE FESTIVAL
The Manager of the Festival does all the work concerning organization and coordination of all the work aimed at the realization of the Festival, i.e. the manager of the film programme of the Cultural Centre Gornji Milanovac.
FESTIVAL COUNCIL
The members of the Festival Council are selected from a group of eminent film workers, public and cultural workers, as well as the representatives of the Organizer.
The Festival Council has its Rules and Regulations of work.
The Festival Council:
- Proposes the Rules and Regulations of the Festival to the Management Board,
- Proposes the Operating procedure of the work of the Festival Council to the Management Board,
- Proposes the members of the Selection Boards to the Management Board,
- Proposes the members of the Jury to the Management Board,
- Proposes Operating Procedure of the work of the Jury to the Management Board,
- Agrees upon the competition and review programme of the Festival,
- Promotes the Festival,
- Does other jobs connected to the holding of the Festival.
SELECTION BOARDS
AND THE SELECTION PROCEDURE OF THE FILMS FOR THE COMPETITION PROGRAMME
The Festival has two Selection Boards:
The Selection Board for the categories of mini and short film and the Selection Board for the category of Film creation by children and youth.
The Selection Boards will preview each film registered on time and decide which ones will be accepted for the competition programme.
The Selection Boards will not consider any application received after the closing date.
The films not accepted for the competition programme can be presented in any non-competition, review programmes of the Festival.
The decisions of the Selection Boards are final.
The decisions of the Selection Boards will be posted on the official site of the Festival
(http://www.shortform.org.rs) by 1st September 2022
The members of the Selection Boards are nominated for one Festival only.
JURY
There are two Juries at the Festival:
Jury for the categories of mini and short film and the Jury for the film making of children and youth.
Both Juries are international.
The members of the Juries are eminent cineastes/theoreticians/reviewers/journalists with proved professional career.
Members of the Jury are nominated for one Festival only.
The Organizer can form the Youth Jury by its own decision.
The Jury has their Operating Procedure rules.
FESTIVAL REWARDS
The Jury for the categories of mini and short film, after having viewed all the films presented in the competition programme of the mentioned categories, rewards:
- Grand-Prix for the best film in the category of mini and short film.
- Prize for the best film in the category of mini film
- Prize for the best film in the category of short film
- Prize for the best animated film,
- Prize for the best European film,
- Prize for the best Serbian film.
The Jury may award special praises and recommendations in this category.
The Jury for the category of Film making of Children and Youth, after viewing all the films presented in the competition programme in this category, awards:
- Grand-Prix for the best film in the category of Film making of children and youth
- Prize for the best film in Children’s film making (up to 15 years of age)
- Prize for the best Youth’s film making (15 – 19 years of age).
The Jury may award special praises and recommendations in this category.
For the prestigious international award of the Youth Cinema Network Award, the Organizer proposes the following awarded films: Grand- Prix for the Children and Youth film making, the best Children- making film, the best Youth -making film. The person who had registered the film will be dully notified about the date and place of the film presentation.
The decisions about the rewards in the competition categories are made by the Jury in public decision-making.
Public decision-making means that the audience may also express their opinion, discuss with the members of the Jury, and influence by their analysis the decisions of the Jury, but final decisions about the awards are made by the Jury.
The decisions are made by a majority of votes of the Jury. Awards are given to the authors/ directors of the film.
The rewards do not have to be awarded in all competition categories.
The audience also may reward films for the best film in each category. The audience reward is rewarded by the votes of the Festival visitors.
In case the Organizer has provided cash prizes, the prizes do not have to be paid in case the winners do not send the correct documentation for the payment of the prize in time, which is prescribed by the National Bank of Serbia. They do not have to be awarded, as in the case of other unforeseen circumstances (force majeure). In these cases, the money provided must be returned to donors or sponsors.
Different Serbian or international organizations or companies may also award their prizes.
FILM APPLYING FOR THE COMPETITION
The number of films that apply for the competition is not limited.
If more than one film is applied, each of them should be accompanied by a separate application form.
Films with a dialogue or narration which is not in English must have subtitles in English and a dialogue list (with specified timecodes).
Registered films cannot be withdrawn from the Festival.
Films may be presented at the invitation by the Organizer.
The application form ought to be accompanied by additional material, biography and filmography of the director, at least two photos from the film (resolution at least 300dpi), synopsis of the film.
In case an item is not available at the time of submission, it will be requested immediately upon selection.
The sample of the film sent for the selection must be the final version of the film.
Web link of the film as a preview may be sent for the selection (with valid password). If the link of the film which can be used as a preview does not exist, the film should be delivered in one of the digital format: HD, mp4, via online file transfer (wetransfer) to the electronic mail of the Festival: festival@shortform.org.rs or in the DVD format, via post office to the address of the Organizer with a note: NO COMMERCIAL VALUE, FOR CULTURAL USES ONLY.
If you register/apply more than one film, each film should be on a separate disk or a separate file.
The film for the selection can be registered in one of the ways:
Electronically-online through partner webplatforms for film application: FilmFreeway, Festhome, ClickForFestivals.
In the electronic online application form, a link and the code for downloading and film viewing should be written.
Each of the mentioned partner web platforms has their own rules and conditions for registering films for the Festival. For further information concerning their rules and conditions of registration through stipulated web platforms, please visit their official web sites.
APPLYING THROUGH POST OFFICE OR BY COURIER
If for various reasons the film cannot be registered electronically online through our partner web platforms, you can download the Application form from the Festival web site:

The downloaded application form should be filled with block letters, signed, and sent through post office together with the rest of the material and a copy of the film for the selection. The address:

All costs of registering/applying and sending the application form, other materials and samples of films for the selection are born by the sender.
The Organizer will not bear costs of receiving the application form and other materials, nor films sent for the selection COD.
The application form and other materials remain in the Festival archives.
The Organizer will not return selective film sample but will incorporate it in the Festival Video Library. For easier storage, films may be documented in a digital database. The organizer will use films only for non-comercial, documentary, educational and cultural purposes.
COPIES FOR THE PRESENTATION AT THE FESTIVAL
The films selected will be screend in the original languages. Films with dialogue or narration not in Serbian language must have subtitle in the English language and a dialogue list (with specified timecodes).
The films selected for the competition programme of the Festival by the Selection Boards must be submitted to the Organizer by 10th September 2022.
If possible, film should be sent in DCP format, or digital file (HD, mp4), resolution (1920x1080).
The Organizer has the right not to accept the copy of a film due to bad technical qualities.

The applicant covers all the costs of sending of the DCP copy of the selected film for the competition programme. The Organizer covers the costs of the return. The DCP copy of a film will be returned to the sender to the address given in the application form.
The sender is obliged to notify the Organizer of the way and date of the sending of the copy for the presentation at the Festival.
If the film and other material is sent by post or courier it must have the NECESSARY NOTE: NO COMMERCIAL VALUE, FOR CULTURAL NEEDS ONLY.
RIGHTS, OBLIGATIONS, AND RESPONSIBILITIES
Anyone who registers a film must guarantee that they are the authors or holders of the copyright, and have all the copyrights concerning the registered film regulated. They should also be authorized to register the film for the Festival.
It is the duty of anyone who registers a film for the Festival to provide all the necessary permits for presenting from all third parts prior to the registration of the film for the Festival.
The Organizer does not investigate whether the person(s) who registered the film have gained all the necessary permits.
Anyone who registers the film guarantees that they have regulated and have all literary, drama, music and all other rights concerning any material used in the film.
The Organizer does not investigate whether the film author has regulated all copyrights for the material used in the film (literary, drama, or music copyrights, as well as the archive material or any other element which can violate already existing copyrights).
The Organizer cannot be taken responsible for any unlawful use of those materials in the registered film. That will be solely the responsibility of the author of the film, or anyone who registers the film for the Festival.
Anyone who registers the film for the Festival is obliged to allow the presentation of the film at the Festival without any fees.
The Organizer has the right to use and publish photographs, materials sent in with the application form and the information stipulated in the application form for the needs of the Festival Catalogue and on the official site of the Festival.
The Organizer has the right to use photographs of the film, trailer or insert from the film in order to promote the Festival, lasting up to 10% of the total film length.
The Organizer is responsible for the film copy from the moment of the delivery, while the Organizer is not responsible for the damage or loss of the copies in transport, except in cases when the loss or damage of the film copy was caused by the negligence of the Organizer.
ACCEPTING THE RULES AND REGULATIONS
By applying for the Festival the person who registers the film accepts all the conditions stipulated in these Rules and Regulations.
The application is valid if sent electronically - online and applies if sent without a stamp and signature.
FINAL REMARKS
Changes and additions to these Rules and Regulations will be made in the way the Rules and Regulations were brought.
The Rules and Regulations are written in Serbian and English. In case of uncertainty, the Serbian version of these Rules and Regulations is valid as the basis for interpreting.
These Rules and Regulations come into power on the day of acceptance on behalf of the Management Board of the Organizer.
