Red Notice

In a park within the bustling Town Area, a person carrying a stolen bag sits on a bench, inspecting its contents. Jagat, a government employee who goes to work for daily duties, eats a bun for breakfast and sits on the other side of the bench to drink tea. The thief, noticing Jagat's presence, flees in haste, accidentally leaving a wallet on the bench. Jagat notices the abandoned wallet and contemplates taking it. However, just as he tries to reach for it, a girl on her way to the office arrives to eat a fish bun. Meanwhile, when Jagat tries to take the wallet, it falls to the floor.
The office lady leaves. As Jagat bends down to pick up the wallet, Siri comes and pats him on the back, asking for the newspaper. He takes the newspaper and sits on the bench. Siri blames the government for planning to increase the electricity charges again in the newspaper. Jagat is unable to take the purse as it is taking too much time. Siri gets a phone call and leaves.
After he departs, Jagat reaches under the bench to get the wallet and sees a couple of legs under there. He gets up quickly. A couple comes and sits on the other side of the bench. Jagat tries to take the wallet, but it fails because the girl misunderstands Jagat and looks at him repeatedly. However, due to the misunderstanding, the couple leaves angrily.
Jagat very happily crawls under the bench and takes the wallet. He looks around and checks the wallet. There is no money in it. It has a very large folded paper. Jagat unfolds it. It is a Electricity power disconnection notice (Red Notice) from the Electricity Board. Jagat also takes out a similar paper from his top pocket. It is also a Electricity power disconnection notice.
