The mission of the Oregon Cinema Arts Film Festival is to showcase the best international independent films, videos and web series of all genres on the Film Festival Circuit for the Portland audience. We have big crowds that love independent film, but in a relaxed atmosphere that is casual and comfortable.

There are no cash prizes for this event.

All genres of films, web series, music videos and commercials are eligible. Even if your film has played in other festivals it is still eligible. There are no geographic or distribution restrictions at the Oregon Cinema Arts Film Festival. We cannot screen films that are longer than 120 minutes, because each of our 10 theater screenings are booked and paid for in 120 minute increments.

Minimum resolution 1080p.
Frame Rates Accepted are 23.976, 24, 25 or 30.
Stereo Audio Only. No surround sound 5.1 accepted.
If accepted, filmmakers must provide a download link for their short film through FilmFreeway, Google Drive, Dropbox, Wetransfer or similar service.

Financial assistance for travel is not provided.
There are no screening fees available to be paid to filmmakers.

  • I'm so grateful to the Oregon Cinema Arts Film Festival for selecting my film Old Habits Die Hard! The communication was absolutely excellent, they made me feel so welcomed and special. Unfortunately, I couldn't attend the event, but I was informed and updated on the screening and how it went. Truly can absolutely recommend this festival and submitting your film!   • Lot of fun having one of my films in the festival. It took the festival quite a long time to sort out which films would actually be screened and the screening schedule, and then not all of the films were shown, although they did a good job of making sure that they did screen those by the filmmakers who were able to attend the festival (and there were a lot present and many who flew to Portland from other cities.)
