Napoli Horror Festival Corti

ARTICOLO 1
CONDIZIONI D’AMMISSIONE ALLA SELEZIONE

Le opere di finzione (no documentari) presentate, senza preclusioni di tipo o di stile, saranno considerate ammissibili per la partecipazione al Festival se di durata massima di 20’ (titoli di coda inclusi) e che abbiano come tema la PAURA in tutte le accezioni di genere horror e thriller (anche nelle sfumature del genere giallo e del noir)
Saranno accettate sia opere in lingua italiana, che in altra lingua (con sottotitoli in inglese).
Possono partecipare al concorso sia opere edite che inedite.
Non ci sono restrizioni sull’anno di produzione dell’opera.
Possono partecipare opere che hanno già vinto in altri concorsi per cortometraggi.
Ogni autore potrà iscrivere in concorso un massimo di due opere.

RULES N°1
The fictional works (not documentaries) presented, without preclusion of type or style, will be considered permissible to participate to the Festivall if the strength is 20’ maximum ( ed credits included) and mus have as theme the FEAR in every meaning of horror and thriller genre ( even in shades of noir)
The works will be accepted in Italian and even in other language ( subtitled in English)
Both published and unpublished works can participate in the competition
There are no restrictions on the year of production of the work
Works that have already won in other short film competitions can participate
Each author can enter up to two works in the competition

ARTICOLO 2
TERMINI E MODALITA' D'ISCRIZIONE

L'iscrizione al Concorso è gratuita.
I filmmakers interessati a partecipare potranno farlo utilizzando la piattaforma gratuita FilmFreeway (filmfreeway.com). L'iscrizione dovrà essere effettuata entro domenica 4 agosto 2019.

RULES N° 2
TERMS AND CONDITIONS OF REGISTRATION
Registration for the Competition is free.
Filmmakers interested in participating can do so using the free platform FilmFreeway(filmfreeway.com)
Registration must be made by Sunday 4 August 2019.

ARTICOLO 3
SELEZIONE DELLE OPERE

La Direzione del festival comunicherà gli esiti della selezione tramite posta elettronica, all’indirizzo indicato dagli iscritti, lunedì 26 agosto 2019.
Gli autori prescelti dovranno quindi inviare inderogabilmente entro sabato 07 settembre 2019, pena l’esclusione dal concorso, la copia del film da proiettare durante il festival in formato .mov o .Mp4 al fine di eseguire le prove tecniche. La Direzione si riserva il diritto di chiedere la sostituzione delle copie che a tale controllo siano inadeguate a una buona proiezione pubblica. Ogni regista avrà a disposizione due pass nominali, validi per tutta la durata della manifestazione: uno personale e l’altro riservato a un suo eventuale accompagnatore.
RULES N° 3
SELECTION OF WORKS
The festival management will communicate the results of the selection by mail, using the address indicated by the members on August 26th, 2019
The selected authors must send the copy of the film to be shown during the festival in .mov or .Mp4 format by no later than 7 September 2019, under penalty of exclusion from the competition to make the technical tests. The Management reserves the right to request the replacement of the copies that are inadequate to a good public screening.
Each director will have two nominal passes available, valid for the entire duration of the event: one personal and the other reserved for his eventual companions.

ARTICOLO 4
GIURIA

La Direzione del Napoli Horror Festival nominerà una Giuria composta di addetti ai lavori, con esclusione di chi abbia collaborato alla creazione delle opere in concorso o sia interessato alla loro utilizzazione. Alle operazioni di voto dei giurati assisterà un rappresentante della Direzione del Napoli Horror Festival con funzioni esclusive di assistenza in materia di regolamento e prassi.
Le decisioni della giuria sono incontestabili e inappellabili.

RULES N°4
Jury
The Direction of the Naples Horror Festival will nominate a Jury composed of professionals, with the exclusion of those who have collaborated in the creation of the works in competition or are interested in their use. A jury representative of the Direction of Napoli Horror Festival will assist the jury's voting operations with exclusive functions of assistance in matters of regulation and practice.
The decisions of the jury are indisputable and unquestionable.

ARTICOLO 5
PREMI

La giuria assegnerà i seguenti premi:
• Premio in denaro (€ 500,00) e Targa del Napoli Horror Festival al regista della migliore opera;
• Targa del Napoli Horror Festival al realizzatore dei migliori effetti speciali;
• Menzioni speciali alle opere, agli autori e ai protagonisti che si sono particolarmente distinti.

RULES N°5
PRIZES
The jury will award the following prizes:
• Prize in money (€ 500.00) and plate del Napoli Horror Festival to the director of the best opera
• Plate of the Naples Horror Festival for the creator of the best special effects;
• Special mentions to the works, authors and protagonists that have distinguished themselves

ARTICOLO 6
VINCITORE

I produttori dei cortometraggi premiati s’impegnano a riportare la dicitura “Premio Napoli Horror Festival Corti - Napoli 2019” nei titoli di testa e di coda, nei comunicati e in tutto il materiale di pubblicità e informazione sia a stampa sia su altri media, nessuno escluso.

RULES N° 6
WINNER
The producers of the winning short films undertake to report the wording “ Prize Napoli Horror Festival Short Film – Naples 2019” in the opening and closing credits, in press releases and in all advertising and information material both in print and on other media, without exception.

ARTICOLO 7
NORME DI CARATTERE GENERALE

È responsabilità di chi iscrive le opere al Concorso garantire di essere legittimamente autorizzati a farlo da parte degli eventuali aventi diritto sull’opera. Iscrivendo le opere al Concorso si manlevano i responsabili del Napoli Horror Festival da qualsiasi responsabilità sull’utilizzo dell’opera e alla corresponsione dei premi.
Non è prevista ospitalità per i registi delle opere prescelte. Tutte le questioni non contemplate nel presente regolamento sono di competenza del Consiglio Direttivo dell’organizzazione, che ha il potere di derogare al Regolamento stesso in casi particolari e ben motivati.

RULES N° 7
GENERAL RULES
It is the responsibility of the person registering the works in the Competition to ensure that they are legitimately authorized to do so by any rightful owners of the work. By entering the works in the Competition, the managers of the Napoli Horror Festival are relieved of any responsibility for the use of the work and the payment of the prizes. There is no hospitality for the directors of the selected works. All matters not covered by this regulation are the responsibility of the Executive Board of the organization, which has the power to derogate from the Regulations in particular and well-motivated cases.

ARTICOLO 8
PRIVACY

Ai sensi delle leggi vigenti, nonché D. lgs. 196/2003 e Reg. UE 2016/679 (GDPR), l’associazione assicura che tutti i dati personali degli autori dei quali entrerà in possesso saranno trattati solo ai fini dell’organizzazione della manifestazione Napoli Horror Festival.

In base a eventuali necessità organizzative, le norme del presente regolamento potranno subire variazioni, senza in ogni caso alterarne la sostanza.

RULES N° 8
PRIVACY
Under the laws in force, as well D. lgs. 196/2003 e Reg. UE 2016/679 (GDPR), the association assures that all personal data of the authors, which will come into possession, will be processed only for the purpose of organizing the Naples Horror Festival event. Based on any organizational needs, the rules of this regulation may change, without in any case altering the substance.

ARTICOLO 9
CLAUSOLA ARBITRALE

Qualsiasi controversia dovesse sorgere tra i partecipanti e il Napoli Horror Festival deve essere devoluta alla determinazione inappellabile di un collegio arbitrale formato da tre arbitri amichevoli compositori, i quali giudicheranno “ex bono et aequo” senza formalità di procedura, fatto salvo il contraddittorio delle parti, entro sessanta giorni dalla nomina. La loro determinazione avrà effetto di accordo direttamente raggiunto tra le parti. Gli arbitri sono nominati uno da ciascuna delle parti e il terzo dai primi due o in difetto di accordo, dal presidente del Tribunale di Napoli, il quale nominerà anche l’arbitro per la parte che non vi abbia provveduto.

RULES N° 9
ARBITRATION CLAUSE
Any dispute should arise between the participants and the Napoli Horror Festival must be devolved to the final appeal of an arbitration panel made up of three friendly composers arbitrators,which will judge “ex bono et aequo” without procedural formalities, except for the contradictory of the parties, within sixty days from the appointment. Their determination will have the effect of an agreement reached directly between the parties. The arbitrators are appointed one by each of the parties and the third by the first two or by default, by the president of the Court of Naples, who will also appoint the arbitrator for the part that has not done so.
