With the use of archive VHS footage as well as contemporary mediums, the talks with underground bellwethers of the previous and the current millennium the film undertakes a journey through illegal art-squats and maverick studios, marginal concerts and radical performances, all in order to compose the primal question - Is it possible to rejoice and to be free in a police-supervised government, be it USSR or modern Russia?
