Fulfilling Measure B

Fulfilling Measure B is a telling of a decades-long (and still ongoing) battle toward police reform in the city of San Diego. The film intends to recognize the monumental efforts of community members and organizations, and to shine a light on the need for reform.

Director Biography

Joel Castro is a San Diego native, current first-year at UC Berkeley majoring in computer science. In his relatively short videography career, Joel's passion for multimedia technologies has gone hand in hand with his concurring passion for social justice and equity.

"Fulfilling Measure B" marks Joel's first-ever documentary. As a lover of learning, Joel hopes to continue pursuing not only similar work, but branching opportunities in the future.

Director Statement

In the words of Professor Patrick Anderson, “The story of Measure B, is the story of communities coming together,” and that’s exactly what this film aimed to reflect. Rectifying centuries of systemic oppression and brutality is no light undertaking, but as was shown through this reform effort, when communities come together, they bring about real change.

Capturing this would certainly prove a challenging feat during an era where virtually all interaction took place behind Zoom screens, but through some imagination and plenty of internet scavenging, the story pieced itself together. During the research and interviewing stages of this project, I connected with the activists on the front lines through YAS director, Professor Patrick Anderson of UCSD. Further, Dr. Anderson’s intricate insights and relationship with Measure B lent itself to our narrative; without much footage of Measure B’s developments for the film, Dr. Anderson—along with Andrea St. Julian, Esq. and Dr. Caroline Collins—managed to deliver vivid storytelling. During the editing and production stage of the project, it was also Dr. Anderson and Dr. Collins who lent their feedback on the drafts I delivered. Fulfilling Measure B would not have been possible without the support of the UCSD Youth Ambassadors Scholars (YAS) Program.

My hope for Fulfilling Measure B was to create an easily digestible but comprehensive piece of content that could inform our communities. While it's difficult to do this issue justice, I made a particularly concentrated effort to emphasize San Diego’s police brutality roots, thus highlighting the gravity of the 2020 reform effort.
