Parallel small towns Freshwater and Saltwater have been engaged in a cold war for 12,789 days. All hope of reconciliation is long gone until Fish, an aspiring comedian with an addiction to psychedelic Goldfish Crackers, discovers she can breathe in both freshwater and saltwater — much to the excitement of her best friend and rising-star politician, Mayor Flipper.
