XIV FESTIVAL DEL CINEMA DEI DIRITTI UMANI DI NAPOLI
BANDO DI CONCORSO 2022
Art. 1 – Premessa
La Quattordicesima Edizione del Festival del Cinema dei Diritti Umani di Napoli intitolata “ONU: LA PACE (IM)POSSIBILE?” si svolgerà nel mese di Novembre 2022 nell’area urbana della Città di Napoli. Per il terzo anno consecutivo, il Festival potrà essere condizionato dalle misure di sicurezza e dalle limitazioni imposte dalla pandemia dovuta al diffondersi del virus Covid 19 e, pertanto, l’organizzazione del Festival si scusa sin da ora con gli autori e gli ospiti della manifestazione per i disagi che potranno derivare alla proiezione dei film e all’organizzazione delle giornate in conseguenza di questa situazione pandemica.
Il Festival, come sempre, è organizzato dal suo Direttivo composto da esperti e membri di associazioni che sostengono la manifestazione sin dalla sua fondazione, nel 2008, prima fra tutti l’Associazione culturale “Cinema e Diritti”, che ha fondato il Festival e ne cura il coordinamento e la promozione.
Art. 2 – Obiettivi e sezioni del concorso
Il presente bando di concorso è rivolto agli autori di opere audiovisive che vorranno concorrere all’assegnazione dei premi e delle menzioni per le categorie facenti parte del Concorso.
Una commissione espressa dal Direttivo del Festival opererà la prima selezione, scegliendo i lavori che saranno proiettati e sottoposti alle Giurie che stabiliranno i vincitori per ogni categoria e le menzioni da assegnare.
Le opere ammesse, di tipo documentario, fiction e animazione, descriveranno aspetti della realtà attuale, con uno sguardo rivolto alle questioni sociali/culturali/economiche/ambientali che la globalizzazione e la crisi dei modelli di sviluppo tradizionali hanno posto in maniera ineludibile all’attenzione della comunità mondiale ed anche a tutte le possibili soluzioni, buone pratiche e forme di resistenza al degrado civile che comunità, associazioni e cittadini sperimentano quotidianamente.
Particolarmente gradite saranno le opere che racconteranno casi reali di denuncia o resistenze umane, singole o collettive, che si oppongono a minacce, abusi, violenze, dittature e aggressioni contro persone appartenenti a minoranze etniche o culturali o a gruppi sociali deboli.
Il XIV Festival del Cinema dei Diritti Umani di Napoli si articola in 6 sezioni di concorso:
A) PREMIO HUMAN RIGHTS DOC, aperta a opere della durata superiore a 52 minuti
B) PREMIO HUMAN RIGHTS SHORT, aperta a cortometraggi di durata inferiore o uguale a 52 minuti
C) PREMIO HUMAN RIGHTS YOUTH, aperta a opere realizzate da autori minori di 25 anni o indirizzate a un pubblico di bambini e/o giovani fino a 25 anni, della durata non superiore a 30 minuti.
D) PREMIO AMBASCIATA SVIZZERA PER LA PACE, rivolta ad opere che raccontano vicende e questioni legate al tema della Pace.
E) PREMIO “UN PONTE PER…”, rivolta a opere che trattano argomenti relativi a migrazioni, asilo politico, profughi.
F) PREMIO “FICC”, aperta a opere che raccontano l’impegno e le esperienze riferite al lavoro delle Agenzie del sistema delle Nazioni Unite.
Art. 3 – Iscrizione al concorso
L’iscrizione al bando comporta esplicita accettazione del presente regolamento e avviene ESCLUSIVAMENTE attraverso la piattaforma FILMFREEWAY.COM. Non saranno accettate iscrizioni via mail o altro mezzo di spedizione. L'iscrizione di ciascun film prevede il versamento di una quota simbolica di 10 (DIECI) dollari USD. Al momento dell'iscrizione del film andranno caricati sulla piattaforma FILMFREEWAY:
a) film integrale con sottotitoli in italiano o in inglese;
b) trailer dell’opera (della durata massima di 1 min.);
c) scheda tecnica completa, sinossi, con note di regia e un’opportuna documentazione informativa;
d) il curriculum e la filmografia dell'autore/autrice;
e) una foto dell'autore/autrice e due foto dell'opera, in formato jpg o png ad alta risoluzione;
Contestualmente andranno inviati alla mail competition@cinenapolidiritti.it:
a) dichiarazione/liberatoria scaricata al link https://www.cinenapolidiritti.it/web/download/10926/ e debitamente firmata;
b) regolamento del bando di concorso firmato dall’autore per accettazione con esplicito riferimento al numero progressivo di iscrizione fornito al momento dell’inserimento dell’opera sulla piattaforma FILMFREEWAY;
c) i riferimenti sicuri per contatti postali, e-mail e telefonici dell’autore/autrice e/o del responsabile della candidatura.
d) lista dialoghi in formato .srt in italiano o inglese.
Gli Autori e/o Produttori, in una dichiarazione/liberatoria nei confronti del Festival, disponibile sul sito www.cinenapolidiritti.it, da firmare e inviare in formato pdf o jpeg, si assumono la piena responsabilità in ordine ai contenuti delle proprie opere e dichiarano di avere espletato tutte le formalità relative ai diritti di proprietà dell’opera e di avere adempiuto ogni obbligo nei confronti di terzi derivante da diritti d’autore.
Tutta la documentazione dovrà essere prodotta in italiano o in inglese.

Art. 4 – Termini, condizioni del concorso e fase di selezione
Alle sei sezioni del concorso saranno ammesse le opere di autori/autrici regolarmente consegnate ENTRO E NON OLTRE IL 30 giugno 2022, prodotte a partire dal 1 giugno 2020, che trattano aspetti relativi agli argomenti indicati nel quadro dell’art. 2 “Obiettivi e sezioni del concorso”.
I documentari e i cortometraggi saranno visionati e selezionati da una commissione composta da esperti indicati dal Direttivo che cura la realizzazione del Festival. Le opere selezionate per il XIV Festival del Cinema dei Diritti Umani di Napoli saranno programmate e proiettate in modalità online, con opportuna pubblicità e promozione, previa comunicazione agli autori. Le opere vincitrici saranno proiettate in sala in una o più giornata/e successiva/e alla cerimonia di premiazione.
Ogni autore/autrice può inviare più lavori ma potrà poi partecipare al concorso con una sola opera selezionata per ogni sezione di concorso, a discrezione della Commissione che cura la selezione.
Non possono partecipare opere prodotte o patrocinate da imprese commerciali che risultino essere, per contenuto, veicolo di pubblicità.
I risultati della selezione saranno comunicati via e-mail ai candidati e pubblicati sul sito http://cinenapolidiritti.it/web entro il 3 ottobre 2022. Qualora nessuna opera abbia superato i minimi requisiti per l’ammissione, l’organizzazione si riserva di cancellare dal programma del Festival la/le sezione/i riguardanti il concorso.
Gli autori delle opere selezionate saranno contattati in tempo utile per inviare il film nel supporto necessario alla proiezione.
È particolarmente gradito che gli autori delle opere selezionate forniscano (se non già presenti) i sottotitoli in italiano dei film entro il 15 ottobre 2022. I sottotitoli dovranno essere forniti in formato .srt.
Gli autori delle opere selezionate dovranno fornire una liberatoria a titolo gratuito per la proiezione integrale e on demand delle loro opere sul sito www.cinenapolidiritti.online durante i giorni del Festival.
Il Direttivo del Festival del Cinema dei Diritti Umani di Napoli si impegna, previo ottenimento di una liberatoria a titolo gratuito da parte degli autori, a diffondere le opere selezionate nei circuiti cinematografici specializzati nella promozione dei Diritti Umani.
Art. 5 – Esiti del concorso e premi
Le opere ammesse alla selezione ufficiale della XIV edizione del Festival del Cinema dei Diritti Umani di Napoli per le sezioni HUMAN RIGHTS DOC e HUMAN RIGHTS SHORT saranno definitivamente valutate da una Giuria di Esperti composta da un massimo di 5 membri scelti fra registi, giornalisti, esperti di cinema e personalità del mondo della cultura e dei Diritti Umani. La scelta dei membri della Giuria sarà resa pubblica attraverso diversi canali di comunicazione (stampa, media internet, radio…).
La Giuria assegnerà per le sezioni competitive HUMAN RIGHTS DOC e HUMAN RIGHTS SHORT un Premio alle opere che saranno ritenute vincitrici.
Sarà costituita una Giuria Giovani con il compito di assegnare un Premio a uno dei film in concorso nella sezione HUMAN RIGHTS YOUTH.
Per il PREMIO AMBASCIATA SVIZZERA PER LA PACE, il PREMIO “UN PONTE PER…” e il PREMIO “FICC”, saranno costituite apposite Giurie in collaborazione con gli enti partner, promotori delle relative sezioni.
Il Comitato Interno di selezione provvederà all’assegnazione di una Menzione Speciale intitolata alla memoria di Vittorio Arrigoni e Juliano Mer Khamis all’opera che, con coraggio, passione e indipendenza, porterà alla luce situazioni e storie marginali capaci di delineare inconsueti spazi di lotta per un moderno attivismo civile, anche attraverso l'utilizzo di modalità comunicative e forme di linguaggio sperimentali.
Sarà formata, in collaborazione con i principali media e con i partner del Festival (università, scuole, associazioni, organizzazioni e singoli cittadini etc.), una Giuria con il compito di assegnare una Menzione Speciale (“Platea Diffusa”) a un’opera fra quelle in concorso nelle sezioni Human Rights Doc e Human Rights Short.
I film vincitori delle sezioni “Human Rights Doc" e “Human Rights Short” saranno premiati con la partecipazione anche fuori concorso a uno dei Festival collegati al Festival del Cinema dei Diritti Umani di Napoli e con un premio in denaro di 1.000 euro, allo scopo di contribuire alla diffusione delle opere in alcuni dei contesti maggiormente qualificati del Cinema dei Diritti Umani.
I film vincitori delle sezioni Human Rights Youth, Premio Ambasciata Svizzera per la Pace, Premio “Un ponte per…” e Premio “FICC” saranno premiati con un premio in denaro di 500 euro.
Ai film vincitori e ai film che riceveranno la Menzione Speciale Arrigoni-Mer Khamis e la Menzione speciale della Giuria Popolare sarà offerta la promozione nell’ambito della Human Rights Film Network e nella rete dei Festival del Caffè Sospeso, previa presentazione da parte degli autori di idonee copie provviste di sottotitoli in inglese o in italiano, nonché nei circuiti cinematografici e di attivismo del Festival del Cinema dei Diritti Umani di Napoli.
Art. 6 – Proiezioni fuori concorso e diffusione post Festival
La commissione di esperti potrà individuare opere da proiettare fuori concorso in contesti particolari come Carceri, Istituti scolastici, Università e altri centri di aggregazione culturale durante e dopo la XIV edizione del Festival del Cinema dei Diritti Umani di Napoli, nell’ambito di eventi speciali volti a formare il pubblico e a promuovere e diffondere la cultura cinematografica e audiovisiva sui diritti umani. In questi casi sarà particolarmente gradita la disponibilità degli autori a concedere l’autorizzazione alla proiezione gratuita delle loro opere.
Art. 7 – Clausole
Gli autori e i produttori autorizzano implicitamente, all’atto dell’iscrizione, l’uso e la diffusione di 90 secondi della propria opera per la promozione del Festival. L’ammissione al Festival implica la cessione, senza controparte, dei diritti di riproduzione di fotografia o di estratti del film per una durata massima di 3 minuti, destinati alla promozione del Festival presso stampa, televisione, Web.
Con l'iscrizione al Festival del Cinema dei Diritti Umani di Napoli ogni singolo autore, produttore o distributore, risponderà del contenuto delle opere inviate, dichiarando di aver assolto tutti i diritti d'autore verso terzi e concederà esplicita autorizzazione all’uso di esse.
Il sottoscrittore si fa carico della veridicità dei dati contenuti che, in caso di selezione, verranno utilizzati nei materiali di promozione e comunicazione del Festival (catalogo, sito internet, comunicazioni alla stampa, etc.)
Il presente regolamento viene sottoscritto e inviato, insieme agli allegati richiesti, alla mail competition@cinenapolidiritti.it
In caso di controversie è competente il Tribunale di Napoli.

XIV HUMAN RIGHTS FILM FESTIVAL OF NAPLES
CALL FOR PROPOSALS 2022
Art. 1 - Premise
The Fourteenth Edition of the Naples Human Rights Film Festival entitled "UN: PEACE (IM)POSSIBLE?" will take place in November 2022 in the city of Naples. For the third consecutive year, the Festival may be affected by security measures and limitations, imposed due to the spread of Covid 19. The organization of the Festival would therefore like to take this opportunity, to apologize to the writers and guests attending the event for any disturbance to the screening of films and organization caused by this situation.
The Festival, as always, is managed by its Executive Board composed of experts and members of associations supporting this event, in particular the Cultural Association "Cinema e Diritti", which founded the Festival in 2008 and is responsible for its coordination and promotion.
Art. 2 - Objectives and sections of the competition
This announcement of the competition is addressed to creators of audiovisual works who want to compete for the prizes and mentions assigned to the categories included in the Competition.
A commission appointed by the Board of Directors of the Festival will carry out the first selection, choosing the works that will be projected and submitted to the Juries, who will then establish the winners for each category and the mentions to be assigned.
The selected works - documentary, fiction and animation - will describe aspects of current reality, with a look at the social/cultural/economic/environmental issues that globalization and the crisis of traditional development models have inevitably brought to the attention of the world community, and also possible solutions, good practices and forms of resistance to civil degradation that communities, associations and citizens experience daily.
Works that recount real cases of denunciation or human resistance, individual or collective, which oppose threats, abuse, violence, dictatorships and aggression against people belonging to ethnic or cultural minorities or weak social groups, are particularly welcome.
The XIV Naples Human Rights Film Festival Competition is divided into 6 sections:
A) HUMAN RIGHTS DOC AWARD, open to works lasting longer than 52 minutes
B) HUMAN RIGHTS SHORT AWARD, open to short films lasting less than or equal to 52 minutes
C) HUMAN RIGHTS YOUTH AWARD, open to works of authors under 25 years of age or addressed to an audience of children and/or young people up to 25 years of age, lasting no longer than 30 minutes.
D) SWISS AMBASSADOR FOR PEACE AWARD, open to works about events and issues related to the theme of Peace.
E) PRIZE "UN PONTE PER...", addressed to works that deal with topics related to migration, political asylum and refugees.
F) "FICC" PRIZE, open to works about the commitment and experiences related to the work of the Agencies of the United Nations.
Art. 3 – Enrollment in the contest
Enrollment in the competition implies explicit acceptance of these rules and regulations and is done ONLY through the site FILMFREEWAY.COM. Entries via email or other means of delivery will not be accepted. The registration of each film requires the payment of a symbolic fee of $10 (TEN) USD. At the time of the film's entry, the following must be uploaded to the FILMFREEWAY site:
a) full length film with Italian or English subtitles;
b) trailer of the work (maximum length 1 min.);
c) complete technical data sheet, synopsis, with director's notes and informative documentation;
d) the curriculum and filmography of the author;
e) one photo of the author and two photos of the work, in high resolution jpg or png format;
At the same time, the following should be sent to the email address: competition@cinenapolidiritti.it :
a) declaration/authorization downloaded from https://www.cinenapolidiritti.it/web/en/download/10929/ and duly signed;
b) rules of the competition signed by the author as acceptance with explicit reference to the registration number given at the time of inclusion of the work on the FILMFREEWAY platform;
c) safe references for postal, e-mail and telephone contacts of the author/authors and/or of the person responsible for the application.
d) list of dialogues in .srt format in Italian or English.
The Authors and/or Producers, in a declaration/authorisation to the Festival, available on the website www.cinenapolidiritti.it, to be signed and sent in pdf or jpeg format, assume full responsibility for the contents of their works and declare they have fulfilled all the formalities relating to the property rights of the work and have fulfilled all obligations to third parties arising from copyright.
All documentation must be produced in Italian or English.

Art. 4 - Terms and conditions of the competition and selection phase
The works of authors regularly delivered NO LATER THAN June 30, 2022, and dating from June 1, 2020 onwards, dealing with aspects related to the topics indicated in the framework of art. 2 "Objectives and sections of the competition," will be admitted for selection to the six sections of the competition.
The documentaries and short films will be viewed and selected by a commission composed of experts indicated by the Board of Directors which manages the Festival. The works selected for the XIV Naples Human Rights Film Festival will be programmed and screened online, with appropriate publicity and promotion, after their selection is communicated to the authors. The winning works will be screened in theaters, in one or more days after the award ceremony.
Each author can send more than one work but can then participate in the competition with only one selected work in each section of the competition, at the discretion of the Commission responsible for the selection.
Works produced or sponsored by commercial companies which are, in terms of content, a vehicle for publicity cannot participate.
The results of the selection will be communicated via e-mail to the candidates and published on the website http://cinenapolidiritti.it/web by October 3, 2022. In the case that no work has passed the minimum requirements for admission, the organization reserves the right to cancel the section/s in this competition from the Festival program.
The authors of the selected works will be contacted in due time to send the necessary format for the film screening.
Authors of the selected works are particularly requested to send (if not already provided), Italian subtitles for the films by October 15, 2022. Subtitles must be provided in .srt format.
Authors of the selected works are requested to sign an authorization for the on demand online projection of their works on the site www.cinenapolidiritti.online during the days of Festival.
The Board of Directors of the Naples Human Rights Film Festival, after obtaining authorization from the writers, commits itself to disseminate the selected works on the film circuits specialized in the promotion of Human Rights.
Art. 5 - Outcomes of the competition and awards
The works admitted to the official selection of the XIV edition of the Naples Human Rights Film Festival for the sections HUMAN RIGHTS DOC and HUMAN RIGHTS SHORT will eventually be evaluated by a Jury of Experts composed of a maximum of 5 members chosen from among directors, journalists, cinema experts and personalities of the world of culture and Human Rights. The choice of Jury members will be made public through various communication channels (press, internet media, radio...).
For the competitive sections HUMAN RIGHTS DOC and HUMAN RIGHTS SHORT, the Jury will award a prize to the works considered winners.
A Young Jury will be constituted and will assign an Award to one of the films in competition in the HUMAN RIGHTS YOUTH section.
For the SWISS AMBASSADOR FOR PEACE AWARD, the "UN PONTE PER..." AWARD and the "FICC" AWARD, special juries will be set up in collaboration with the partner organizations, which are promoters of the respective sections.
The Internal Selection Committee will assign a Special Mention, entitled to the memory of Vittorio Arrigoni and Juliano Mer Khamis, to the work that, with courage, passion and independence, brings to light marginalized situations and stories which describe little known struggles as a form of modern civil activism, using experimental means of communication and language.
A jury will be formed, in collaboration with the main media and partners of the Festival (universities, schools, associations, organizations, etc..), with the task of awarding a Special Mention ("Platea Diffusa") to a work among those competing in the sections Human Rights Doc and Human Rights Short.
The winning films of the sections "Human Rights Doc" and "Human Rights Short" will be awarded a cash prize of 1,000 euros and given the opportunity to participate, also out of competition, in one of the festivals related to the Human Rights Film Festival of Naples. This will allow the works to become known in some of the most important contexts of Human Rights Cinema.
The winning films of the sections Human Rights Youth, Swiss Embassy Award for Peace, Award "Un ponte per..." and Award "FICC" will be awarded a cash prize of 500 euros.
The winning films and the films that receive the Special Mention Arrigoni-Mer Khamis and the Special Mention of the Popular Jury (Platea diffusa) will be offered promotion in the Human Rights Film Network and in the network of Festivals of the Caffè Sospeso, upon presentation of suitable copies with English or Italian subtitles, as well as in the cinema and activist circuits of the Human Rights Film Festival of Naples.
Art. 6 - Screenings out of competition and post Festival diffusion
The commission of experts may identify works to be screened out of competition in special contexts such as prisons, schools, universities and other centers of cultural aggregation during and after the XIV edition of the Naples Human Rights Film Festival, as part of special events aimed at educating the public and promoting and disseminating film and audiovisual culture on human rights. In these cases, the willingness of authors to grant permission for free screening of their works will be particularly welcome.
Art. 7 - Clauses
Authors and producers implicitly authorize, upon registration, the use and broadcasting of 90 seconds of their work for the promotion of the Festival. Admission to the Festival implies the transfer, without any counterparty, of the rights to reproduce photographs or extracts from the film for a maximum duration of 3 minutes, intended for the promotion of the Festival in the press, on television and on the Web.
When registering for the Naples Human Rights Film Festival, each author, producer or distributor will be responsible for the content of the works sent, declaring to have fulfilled all copyright obligations towards third parties, and granting explicit permission to use these works.
The undersigned is responsible for the accuracy of the data contained in their work, which, in the case of selection, will be used as part of the promotion and communication materials of the Festival (catalogue, website, press releases, etc.).
The above regulations need to be signed and sent, together with the required attachments, to the email: competition@cinenapolidiritti.it.
The Court of Naples will be called on to decide in the case of any legal dispute.
