Participación: Los trabajos no deben exceder UN (1) MINUTO, por lo que pueden tener menos de un minuto, pero no más de un minuto.Opcionalmente se puede utilizar 20 segundos adicionales para los créditos cuando el corto tenga un minuto. Los trabajos que no cumplan este requisito serán devueltos para su corrección. De no acatar esta exigencia, serán rechazados sin previo aviso al participante.
Técnica: Los trabajos podrán ser realizados en cualquier técnica de producción audiovisual y con cualquier tipo de tecnología que produzca imágenes en movimiento, siempre y cuando el producto terminado tenga las características técnicas que exigen estas bases.
Participación: Cada participante puede entregar de uno a tres cortometrajes.
Los participantes deben entregar:
1. Original en alta resolución (para proyección en cine y televisión) y una copia en baja resolución (para redes sociales).
2. Dos fotogramas en la mejor resolución
3. Un diseño de cartel 8.5×11 (tamaño carta). El original del cartel debe ser realizado 17×22 pulgs. A 300 dpi para fines de ampliación en exhibiciones futuras. El cartel debe estar creado por un estudiante o profesional diseñador gráfico para optar por el Premio al Mejor Cartel.
4. Una sinopsis (entre 75 y 100 palabras) para ser utilizada en cualquier publicación y en los canales del @FestMinutoAgua para promover sus cortometrajes.
Los organizadores se contactarán vía el mismo correo utilizado para el envió o telefónicamente, a los fines de verificar la inscripción y recepción correcta del material.
Los cortometrajes deben presentarse en idioma español. Los cortometrajes que su idioma original no sea español deben ser subtitulados al español.
Inscripción: Las inscripciones de cortometrajes se podrán hacer en nuestro sitio web llenando la ficha o formulario de inscripción que aparece en nuestra web www.festivalminutodelagua.com desde el 22 de marzo de 2021 (Día Mundial del Agua), hasta el 16 de noviembre de 2021 (Día de la Constitución).
Los participantes deben seguir las redes sociales del @FestMinutoAgua (Instagram, Facebook, Youtube) y escribir un mensaje etiquetando al @FestMinutoAgua usando el hashtag #festminutoagua, el día que se inscribió para registrar su inscripción.
Las propuestas que se reciban después del plazo de inscripción, no se tomarán en cuenta. Sin embargo, podrá participar para el año siguiente, si así lo expresare el participante.
De ser necesario los organizadores extenderán la fecha de recepción de los cortometrajes participantes. La misma se publicará en los canales oficiales de @FestMinutoAgua.
En caso de que el formato tecnológico enviado no sea legible en nuestros equipos, los participantes autorizan el cambio del formato de proyección sin sacrificar la calidad. De no ser posible, será solicitado al participante el cambio de lugar, y en caso de no poder entregarlo a tiempo, quedará descalificado.
Forma de envío: Los cortometrajes se enviarán al correo concurso@festivaldelminutoagua.com y fundacion@municipiosaldia.com, a través de www.wetransfer.com con la nota de los datos del Participante del Festival Internacional de Cortometrajes Minuto del Agua.
Si los realizadores recibieron apoyo de personas o instituciones para la realización de su cortometraje, la mención de estas personas o instituciones solo pueden aparecer en letras (no logos) en los créditos.
Para la presentación final los organizadores agregarán los créditos corporativos del FMAgua2019 con los logos de los patrocinadores oficiales al final de cada propuesta.
Restricciones: La organización del @FestMinutoAgua declinan cualquier responsabilidad legal en relación a los contenidos de los cortometrajes participantes.
No se aceptarán entregas en las oficinas de la Fundación Municipios al Día y del @FestMinutoAgua.
No podrán participar ni organizadores, empleados, instituciones aliadas, ni familiares de los organizadores. Tampoco podrán participar familiares directos de entidades patrocinadoras del @FestMinutoAgua.
Al inscribirse en el @FestMinutoAgua los participantes aceptan las condiciones descritas en estas bases.
Cualquier aspecto no contemplado en estas bases será evaluado por los organizadores, quienes tomarán la decisión que más le convenga al éxito del @FestMinutoAgua 2021.
Derechos: Cada participante debe garantizar que los cortometrajes no vulneran ningún derecho de autor, propiedad intelectual, propiedad industrial, ni de explotación en su realización.
Los (as) realizadores(as) / productores(as) seleccionados(as) para la muestra competitiva ceden los derechos de sus trabajos para ser vinculados en el sitio web oficial del @FestMinutoAgua y a los canales oficiales o redes sociales de la Fundación Municipios al Día y el periodico @Municipiosaldia.
La Fundación Municipios al Día queda autorizada a proyectar los cortometrajes en centros culturales, salas de cine, programas de televisión y cualquier otro medio o espacio dentro y fuera de República Dominicana.
La Fundación Municipios al Día podrá utilizar los cortometrajes para recaudar fondos en favor de la organización del Festival Internacional de Cortometrajes Minuto del Agua y/o para contribuir a la solución de agua de una comunidad.
Los trabajos podrán ser difundidos, íntegros o en parte, para divulgación del @FestMinutoAgua en programas de televisión.
Los cortos podrán ser distribuidos o difundidos junto a instituciones académicas y culturales para exhibiciones gratuitas.
Los patrocinadores podrán exhibir los cortometrajes ganadores de manera gratuita en sus canales institucionales o proyecciones privadas previo acuerdo y autorización de Fundación Municipios al Día.
Los cortometrajes seleccionados se publicarán exclusivamente en el canal del @FestMinutoAgua en Youtube para su difusión a través de las redes sociales. Cualquier otra difusión en Internet debe contar con previa autorización de los organizadores.
Los participantes no podrán publicar en internet los cortometrajes entregados al Festival Internacional de Cortometrajes Minuto del Agua, antes, durante o después de anunciados los ganadores sin previa autorización de la Fundación Municipios al Día.
Los ganadores recibirán sus premios en un plazo máximo de tres (3) meses de anunciado públicamente los ganadores.
Declaración del participante: El o la participante declara, asegura y confirma que es mayor de edad, responsable de todos sus actos y que libera a los organizadores del Festival Internacional de Cortometrajes Minuto del Agua, y a la Fundación Municipios al Día de toda responsabilidad legal; por tanto quedan indemnizados de cualquier responsabilidad por incumplimiento de cualquiera de estos requerimientos. Al igual, acepta expresamente cumplir todas y cada una de las bases del concurso. También acepta que si incumple algunas de las bases y requerimientos puede ser excluido del concurso. En caso de menores de edad, pueden estar representados por un adulto, tutor o profesor.
Con la participación en el concurso el o la participante acepta sus bases y autorizan al Festival Internacional de Cortometrajes Minuto del Agua a publicar su nombre y foto en el sitio web del Festival Minuto del Agua, así como en cualquier tipo de promoción o publicación con fines informativos y sin fines comerciales.
Reconoce y acepta estar informado de que para cubrir gastos operativos la organización, premiación y difusión del Festival Internacional de Cortometrajes Minuto del Agua, la Fundación Municipios al Día requerirá gestionar recursos en calidad de auspicio de empresas e instituciones y que dicha gestión no representa una gestión comercial ni lucrativa.
Control y seguridad: La Fundación Municipios al Día y el @FestMinutoAgua excluirá al participante del concurso por incumplimiento de las normas, perdiendo todos los derechos al premio en caso de haber obtenido alguno.
Igualmente si alguno de los participantes cuelga algún material que contenga virus o código informático que dañe, interfiera o vulnere la seguridad de nuestro sistema, información o datos, será puesto en manos de las autoridades competentes para su sanción.
La Fundación Municipios al Día y el @FestMinutoAgua serán excluidos de cualquier responsabilidad legal por daños y perjuicios, a pesar de la seguridad instalada, que se puedan causar en los materiales recibidos mediante la utilización indebida de alguno de los usuarios.
El @FestMinutoAgua y la Fundación Municipios al Día, se exoneran de cualquier responsabilidad en caso de que él o la concursante no hubiesen solicitado previamente el consentimiento o autorización de las personas involucradas en algún cortometraje.
Interpretación de las bases: Para el cumplimiento estricto de estas bases en situaciones de conflicto, las mismas se evaluarán conforme a las leyes dominicanas. Cualquier diferencia en la interpretación de las leyes que no pueda ser resuelta por nuestros empleados, se decidirá por los canales correspondientes.
Estas bases cumplen la Ley General de Protección de los Derechos del Consumidor, No.358-05 y la Resolución No. 009.2011, sobre la Regulación de Concursos, Rifas y Sorteos en la República Dominicana, emitida por el Consejo Directivo en fecha veinte (20) del mes de octubre del año dos mil once (2011).
Si los cortos enviados no cumplen con las reglas establecidas, serán descalificados sin reenvolso.

Participation: The works must not exceed ONE (1) MINUTE, so they can be less than one minute, but not more than one minute. Optionally, you can use an additional 20 seconds for the credits when the short has one minute. Works that do not meet this requirement will be returned for correction. If they do not comply with this requirement, they will be rejected without prior notice to the participant.
Technique: The works may be carried out using any audiovisual production technique and with any type of technology that produces moving images, as long as the finished product has the technical characteristics required by these rules.
Participation: Each participant can deliver from one to three short films.
Participants must submit:
1. High-resolution original (for film and television projection) and a low-resolution copy (for social networks).
2. Two frames in the best resolution
3. An 8.5×11 (letter size) poster design. The original of the poster must be made 17×22 inches. At 300 dpi for enlargement purposes in future exhibitions. The poster must be created by a student or professional graphic designer to be eligible for the Best Poster Award.
4. A synopsis (between 75 and 100 words) to be used in any publication and in the @FestMinutoAgua channels to promote your short films.
The organizers will be contacted via the same email used for the shipment or by telephone, in order to verify the registration and correct reception of the material.
Short films must be presented in Spanish. Short films whose original language is not Spanish must be subtitled in Spanish.
Registration: Short film registrations can be made on our website by filling out the registration form that appears on our website www.festivalminutodelagua.com from March 22, 2021 (World Water Day), until November 16, 2021. 2021 (Constitution Day).
Participants must follow the @FestMinutoAgua social networks (Instagram, Facebook, Youtube) and write a message tagging @FestMinutoAgua using the hashtag #festminutoagua, the day they registered to register their registration.
Proposals received after the registration deadline will not be considered. However, you can participate for the following year, if the participant so expresses it.
If necessary, the organizers will extend the date of receipt of the participating short films. It will be published on the official channels of @FestMinutoAgua.
In the event that the technological format sent is not readable on our equipment, the participants authorize the change of the projection format without sacrificing quality. If this is not possible, the participant will be asked to change the place, and if they cannot deliver it on time, they will be disqualified.
Delivery method: The short films will be sent to the email concurso@festivaldelminutoagua.com and fundacion@municipiosaldia.com, through www.wetransfer.com with the note of the data of the Participant of the Minute of Water International Short Film Festival.
If the filmmakers received support from people or institutions for the making of their short film, the mention of these people or institutions can only appear in letters (not logos) in the credits.
For the final presentation, the organizers will add the corporate credits of WEFagua2019 with the logos of the official sponsors at the end of each proposal.
Restrictions: The organization of the @FestMinutoAgua declines any legal responsibility in relation to the contents of the participating short films.
Deliveries will not be accepted at the offices of the Fundación Municipios al Día and @FestMinutoAgua.
Neither organizers, employees, allied institutions, nor relatives of the organizers may participate. Neither can direct relatives of entities sponsoring the @FestMinutoAgua participate.
By registering for the @FestMinutoAgua, participants accept the conditions described in these rules.
Any aspect not contemplated in these bases will be evaluated by the organizers, who will make the decision that best suits the success of @FestMinutoAgua 2021.
Rights: Each participant must guarantee that the short films do not violate any copyright, intellectual property, industrial property, or exploitation in their production.
The filmmakers / producers selected for the competitive exhibition assign the rights of their works to be linked on the official website of the @FestMinutoAgua and to the official channels or social networks of the Fundación Municipios at Day and the newspaper @Municipiosaldia.
The Fundación Municipios al Día is authorized to screen the short films in cultural centers, movie theaters, television programs and any other media or space inside and outside the Dominican Republic.
The Fundación Municipios al Día is authorized to screen the short films in cultural centers, movie theaters, television programs and any other media or space inside and outside the Dominican Republic.
The Fundación Municipios al Día may use the short films to raise funds for the organization of the Minuto del Agua International Short Film Festival and/or to contribute to a community's water solution.
The works may be broadcast, in full or in part, for the dissemination of @FestMinutoAgua in television programs.
The short films may be distributed or disseminated together with academic and cultural institutions for free exhibitions.
The sponsors will be able to show the winning short films for free on their institutional channels or private screenings with the prior agreement and authorization of Fundación Municipios al Día.
The selected short films will be published exclusively on the @FestMinutoAgua channel on YouTube for dissemination through social networks. Any other dissemination on the Internet must have the prior authorization of the organizers.
Participants may not publish the short films delivered to the Minuto del Agua International Short Film Festival on the internet, before, during or after the winners are announced without prior authorization from the Fundación Municipios al Día.
The winners will receive their prizes within a maximum period of three (3) months after the winners are publicly announced.
Declaration of the participant: The participant declares, assures and confirms that he or she is of legal age, responsible for all his or her acts and that he or she releases the organizers of the Minuto del Agua International Short Film Festival, and the Fundación Municipios al Día from all legal responsibility; therefore they are indemnified from any liability for breach of any of these requirements. Likewise, she expressly agrees to comply with each and every one of the rules of the contest. He also agrees that if he fails to comply with any of the rules and requirements he may be excluded from the contest. In the case of minors, they may be represented by an adult, tutor or teacher.

You acknowledge and agree to be informed that in order to cover operating expenses for the organization, awards and dissemination of the Minuto del Agua International Short Film Festival, the Fundación Municipios al Día will require managing resources as sponsorship of companies and institutions and that said management does not represent a management commercial or for profit.
Control and security: Fundación Municipios al Día and @FestMinutoAgua will exclude the participant from the contest for non-compliance with the rules, losing all rights to the prize if they have obtained one.
Likewise, if any of the participants posts any material that contains a virus or computer code that damages, interferes with or violates the security of our system, information or data, it will be handed over to the competent authorities for sanction.
Fundación Municipios al Día and @FestMinutoAgua will be excluded from any legal responsibility for damages, despite the installed security, that may be caused in the materials received through the improper use of any of the users.
The @FestMinutoAgua and the Fundación Municipios al Día, are exempt from any responsibility in the event that he or the contestant had not previously requested the consent or authorization of the people involved in a short film.
Interpretation of the bases: For strict compliance with these bases in conflict situations, they will be evaluated in accordance with Dominican law. Any difference in the interpretation of the laws that cannot be resolved by our employees will be decided through the corresponding channels.
These bases comply with the General Law for the Protection of Consumer Rights, No.358-05 and Resolution No. 009.2011, on the Regulation of Contests, Raffles and Raffles in the Dominican Republic, issued by the Board of Directors on date twenty (20 ) of the month of October of the year two thousand eleven (2011).
If the shorts submitted do not comply with the established rules, they will be disqualified without resubmission.
