Eligibility: Films made between August 7, 2022 and August 7, 2024, by Indian citizens including NRIs.
The film may be in any format, including cell phone. The film can either be silent or with dialogues. Films other than English, must have English subtitles.
Duration for micro short film category: maximum 5 minutes
Duration for other competition categories: maximum 30 minutes.
Duration for non-competition fictional feature category: 50-90 minutes.
Entry forms with incorrect/inadequate/illegible/ambiguous particulars will not be considered. The festival committee reserves the rights to accepts or refuse any film without assigning any reason whatsoever.
Films submitted for selection shall be final and no changes will admitted after submission.
The competition is open to professionals as well as students.

SELECTION
A jury board consisting of artists, critics, film makers, writers and other professionals will select the winners.
The decision of jury shall be final and no further correspondence on any matter shall be entertained on selection of films.
The selected films will be notified through website/social media platforms as per schedule. However the Festival Committee reserves the rights to change dates, without assigning any reason whatsoever.
The Festival Committee reserves the rights to show the films on non commercial basis in different towns of North East. For promotional/publicity purposes, excerpts of film which has entered the festival, may be shown in electronic media/internet and other related media during festival period.
Filmmakers of the selected films will be invited to attend the CNFF23 where the films will be screened. However the festival will not arrange or reimburse for travel / accommodation expenses of the participants.
The Film Festival has the power to settle all cases not covered by rules and regulations.
Participation in the Film Festival implies acceptance of all aforesaid regulations and respect of screening and submission rules.

LEGAL IMPLICATIONS:
Short films which are submitted must be entrants’ original work and shall not infringe on any copyrights or any other rights of any third party. Contestants agree that they have obtained all required permission regarding music, sound and/or images presented in short film. The festival organizer is not to be held liable for any copyrights infringement perpetuated by the contestant or his film.
The festival organizers reserve the right not to screen any film for any reason it deems valid. The contestant accepts the responsibility of the accuracy of information supplied and authorities CNFF to reproduce/use personal/company’s contact information as supplied. All legal issues, if any shall be subject to the jurisdiction of Guwahati High Court.
Entrants will retain all ownership rights.
Film Festival has the rights to use the entries/selected films, preview for promotional purposes and to retain the films as part of festival library.
Films once selected and submitted for final screening will not be allowed to be withdrawn under any circumstances till festival is over.
