SPREADING ANIMATION FOR 47 YEARS

CINANIMA is an animation film festival co-organised by NASCENTE – Cooperative Society with Cultural Purposes, and by the Espinho City Hall. Ever since its first edition, back in 1976, it has been working continuously to promote this form of cinema and its authors. Being a precursor of cultural decentralisation in Portugal, CINANIMA has won international recognition while not belonging to the main cultural centres of Lisbon or Porto.

The Festival is organized by a non-profit association, it is approved by ASIFA – Association International du Film d’Animation – and is supported by the Ministry of Culture/ ICA I.P. – Institute of Cinema and Audiovisual, the Ministry of Youth/ Portuguese Institute of Youth, the Portuguese Tourism Institute, the Ministry of Economy and the Parish Council of Espinho. It is also sponsored by several private entities, and has formed partnerships with the media for promotion and advertisement purposes.

To many professionals, the opportunity to present a film at CINANIMA represents one of the few opportunities to show the public the result of their work and effort, in addition to the privileges to which the winners are entitled. CINANIMA’s Grand Prize winner for short films is placed on the shortlist for the Oscar© for the Best Animation Short film nominations, as the Festival is one of the events recognised by the Academy of Motion Picture Arts and Sciences.

Throughout these 47 years of activity, CINANIMA has contributed to creating new audiences for this art form, encouraging the general public to recognize the value of animation cinema, pushing aside the prejudice that animation is only for children and confirming animation as an outstanding artistic and multidisciplinary communication platform.

Besides promoting contact between professionals and the audience, CINANIMA is strongly committed to educating professionals and the general public. In recent years it has been developing an educational programme in the visual arts that also enriches experience of those who visit the Festival.

A festival such as CINANIMA consists of more than just films, it is also composed of numerous exhibitions, workshops, performances and other initiatives that are held during that week. For those who don’t have the time or availability to be at the Festival the whole week, and would prefer to see the best of the competition in one go, Sunday, the last day of the Festival, is surely a good day to come to Espinho and see one of the four screenings dedicated to the winning films. Those familiar with CINANIMA know they won’t be disappointed. If you have never been here before, come and discover the Festival!

1. All the Juries can attribute, or not, the award in any of the categories. Subsequently, the Jury will provide a statement justifying their decision;

2. The Jury, according to their own criteria, may also attribute:

a) A SPECIAL MENTION in each of the categories in Competition;

b) A COMMENDATION in the International Competition Short Films for:

i. Art Direction – Award for the film that stands out for the quality and impact of its visual aesthetics;

ii. Screenwriting – Award for the film that stands out for the remarkable quality of its script and story, both in terms of thematic approach and in the development of the narrative and storytelling;

iii. Sound Design – Award for the film that stands out for the technical and artistic quality of its sound design.

AUDIENCE AWARD

Attributed by the Audience of the Festival, through a vote, awarding their favourite film from those screened in the International Competition.

NATIONAL COMPETITION

Best Film in the National Competition;

b) YOUNG PORTUGUESE DIRECTOR Award for Films directed by children and youngsters
Best film directed by Children and Youngsters (until the age of 18) within the scope of educational activities or workshops;

Best first film of young Portuguese directors (aged between 18 and 30).

REGULATIONS 2022

I – ORGANISATION AND DATE

CINANIMA – INTERNATIONAL ANIMATED FILM FESTIVAL OF ESPINHO - CINANIMA 2023 – 47th edition - is organised by NASCENTE – Cultural Cooperative – and by the CITY HALL OF ESPINHO with the support of the MINISTRY OF CULTURE/ ICA I.P. - INSTITUTE OF CINEMA AND AUDIOVISUAL, Creative Europe MEDIA and other public and private entities. CINANIMA is officially an Oscar™ qualifying festival by the Academy of Motion Pictures Arts and Science and whose winner is eligible for the nomination for the Best Animated Short Film and has the approval of the International Film
Association (ASIFA). The 47th edition of the Festival – CINANIMA 2023 – will be held in the city of Espinho – Portugal, from the 13th to the 19th of November 2023.

II – ADMISSION OF THE FILMS

CINANIMA 2022 will only accept works:

1. CINANIMA 2023 will only accept works:
1.1. Concluded after the 1st of January 2022;
1.2. Directed according to the definition of animation given by ASIFA: “The art of animation involves the creation of animated images using various techniques other than live action”;
1.3. In its final version;
1.4. Not sent for selection in previous editions of the Festival;
1.5. That combine live action with animation as
long as the later represents 70% of the film;

2. Any proven instances of plagiarism will be dealt with according to the Law

III – SUBMISSION

1. No registration fee is required.

2. The submission of the films takes place from the 1st of March until the 26th of June 2023.

3. Only the Rights Owner can submit the film.

4. The submission of each film is made online at the FilmFreeway platform.

5. The submission of the film is only valid if sent together with:
5.1. Link for the Selection copy;
5.2. Two stills of the film, JPEG, 300 dpi;
5.3. Photo of the director, JPEG, 300 dpi;
5.4. List of dialogues and/or narration in Portuguese and/or English in a .srt file with timecode; § Films with dialogues or narration in other language than English or French must have embedded English subtitles.

6. Each film applies to one single category in the International Competition, except for the Portuguese films that may apply both for the International Competition and the National Competition.

7. No fees will be paid for the screening of the works that have been submitted.

8. The submission of any work implies unconditional acceptance of the terms set forth in this Regulations and its Annexes.

9. The participation in CINANIMA 2022 implies unconditional acceptance of the terms and conditions set forth in these Regulations and its Annexes.

IV – RECEPTION AND TECHNICAL REQUIREMENTS OF THE FILMS

1. The format of the film is mentioned in the Entry Form.

2. Links to the films must be available upon submission.

3. For any information regarding copies, please contact technical@cinanima.pt.

4. Characteristics and technical specifications (for SELECTION and FINAL EXHIBITION) are set in ANNEX 1 of the Regulations – CHARACTERISTICS AND TECHNICAL SPECIFICATIONS OF THE FILM (SELECTION AND FINAL EXHIBITION)

FOR SELECTION

The following are accepted:

a) Video files .mov (H.264, H.265, ProRes 422 and ProRes 444), .avi (uncompressed) and .mp4 (H.264 or H.265), native resolution and frame rate, via internet;

b) Link to Youtube or Vimeo with password, if required; § Link and password must be valid until the 15th of November 2022. The Festival must be informed of any changes;
c) These files must be uploaded on the platform FilmFreeway during the submissions period for CINANIMA 2023 and implies acceptance of the platform’s Terms and Conditions.

FOR FINAL SCREENING

The following are accepted:

a) Video files .mov (H.264, H.265, ProRes 422 and ProRes 444), .avi (uncompressed) and
.mp4 (H.264 or H.265), native resolution and frame rate, via Internet;

b) DCP (check ANNEX I of the Regulations –
CHARACTERISTICS AND TECHNICAL SPECIFICATIONS OF THE FILM (SELECTION AND FINAL EXHIBITION). § Films with watermarks or any kind of mark are not accepted.

V – CATEGORIES IN THE COMPETITION

INTERNATIONAL COMPETITION
Applicants can choose only one category of the International Competition.

Categories:

1. Short Films:
1.1. Films up to 8 minutes;
1.2. Films over 8 to 16 minutes;
1.3. Films over 16 to 24 minutes;
1.4. Films over 24 to 50 minutes;
1.5. Commissioned films;
1.6. Animated documentary.

2. Feature Films – films over 50 minutes.

3. Student Films – Films under 50 minutes, directed by students or graduates, produced
at Art Schools, Film Schools or Film Training Schools.

NATIONAL COMPETITION

1. A film is considered to be Portuguese when it has been directed by a Portuguese citizen or whose production is entirely Portuguese.

2. Portuguese films can enter only one of the National Competition categories:

2.1. ANTÓNIO GAIO Award – Best film in the National Competition. § The Portuguese films submitted to this National Category may also be submitted to the International Competition;

2.2. YOUNG PORTUGUESE DIRECTOR Award:
2.2.1. Films directed by Children and Youngsters (until the age of 18) within the scope of educational activities or workshops. § The submission of a film in this category blocks the submission of the same film to the International Competition;
2.2.2.First film directed by a Young Portuguese
Director (aged between 18 and 30). § The Portuguese films submitted to this National Category may also be submitted to the International Competition

VI – NON COMPETITIVE PROGRAMME – GRAND PANORAMA

Among the films submitted to the Festival and not selected for the Competition, both the Artistic and Programming Committee and the Festival’s Educational Service will organise programmes with the designation Grand Panorama.

VII – SELECTION OF THE FILMS FOR COMPETITION AND GRAND PANORAMA

1. The Pre-selection process is the Festival’s Artistic and Programming Committee responsibility.

2. The final decision regarding the films in competition in the various categories and in International Grand Panorama is the responsibility of the Artistic and Programming Committee, the jury and the Festival’s Educational Service.

3. The final decision regarding the films selected for Competition and International Grand Panorama will be communicated by email to the person responsible for the submission until the 16th of September 2023 and published on the Festival’s website (www.cinanima.pt).

4. No fees or screening rights will be paid to the films selected both for Competition and/or International Grand Panorama.

5. The directors/producers of the selected films will receive:
5.1. The laurel;
5.2. Accreditation with access to all the Festival’s events.

6. After receiving the Selection communication, the participant may send:
6.1. Teaser/trailer/spot of the film, for promotional purposes;
6.2. Posters, postcards, flyers, other.

7. The submitter of the film authorises, in compliance with Annex II of the Regulations, for promotional purposes:
7.1. The screening of a maximum of 10% of the runtime of the film on TV and/or other media;
7.2. The use of stills of the film;
7.3. The use of the directors photos.

8. The directors/producers of the award-winning films and of the films selected for Competition and/or International Grand Panorama must mention the selection and/or award in all its promotional materials.

VIII – SENDING AND RETURNING OF FINAL COPIES

1. Physical copies for final exhibition must:
1.1. Arrive at the Festival’s Office until the 30th of September 2023. Should this rule be broken, the film may be either withdrawn or screened in the format sent for selection;

1.2. Be sent by Courier to:

2. The submitter bears the cost of sending the final copies to the Festival. Any film sent to collect on deliver will be refused and returned. Submitters outside the EU must include a Proforma Invoice of 20,00 USD (twenty U.S. dollars) for customs and the information “Temporary Import – For cultural purposes only”.

3. The Festival’s Organisation bears the returning costs of the films to their origin.

4. The return of the copies will not be made before the 22nd of November of 2023 upon
request.

IX – JURIES

1. The Jury will decide, according to its own Regulations, and their decision is final.

2. No member of the Jury (International and/or National) may be associated with the production of the films presented.

3. The name of the Jury members will be announced on the website www.cinanima.pt. The Festival’s Artistic and Programming Committee has the right to nominate one or more alternative Jury members, should any of the previous personalities be unable to attend the Festival.

INTERNATIONAL JURY

1. The INTERNATIONAL JURIES are nominated by the Festival’s Artistic and Programming
Committee.

2. The INTERNATIONAL JURY for SHORT FILMS is constituted by 5 (five) personalities of merit in the field of animation.

3. The INTERNATIONAL JURY for FEATURE FILMS is constituted by 3 (three) personalities of merit in the field of animation.

4. The INTERNATIONAL JURY for STUDENT FILMS is constituted by 3 (three) personalities of merit in the field of animation

NATIONAL JURY

1. The NATIONAL JURY is nominated by the Festival’s Artistic and Programming Committee.

2. The NATIONAL JURY is constituted by 3 (three) personalities of merit in the field of animation.

STUDENT FILMS

1. The International Jury for Student Films will attribute the following award:

1.1. Grand Prize CINANIMA 2023 – Student Film – Gaston Roch Award
Award for the Best Student Film, under 50 minutes, directed by students or graduates, produced at Art Schools, Film Schools or Film Training Schools.

2. The International Jury for Student Films has the ability to attribute, or not, the award.
Subsequently, the Jury will provide a statement justifying the decision.

3. The International Jury for Student Films has the ability to attribute a SPECIAL MENTION, according to their own criteria.

AUDIENCE AWARD

Attributed by the Audience of the Festival, through a vote, awarding their favourite film from those screened in any of the three International Competitions.

XI – SUBTITLING

1. The subtitling of the Short and Feature films selected for competition is the Organisation’s responsibility, as long as the complete text of the dialogues or narration, in English or French, is sent when the film is submitted in a .srt file with timecode.

2. Should this request be ignored, the film will be screened with no subtitles and in its original language.

XII – RIGHTS, OBLIGATIONS, RESPONSIBILITIES

1. It is mandatory to fill in and send ANNEX I of the Regulations – CHARACTERISTICS AND
TECHNICAL SPECIFICATIONS OF THE FILM (SELECTION AND FINAL SCREENING) under
penalty of exclusion of the submission.

2. It is mandatory to fill in and send ANNEX II of the Regulations – AUTHORISATIONS, under penalty of exclusion of the submission.

3. The Festival is responsible for the final copy, from its arrival to its return. In case of damage, the Festival reimburses the producer of the value of the format used for exhibition.

4. Any doubt or matter omitted in the present Regulations will be resolved by the Organisation according to the rules of fairness and common sense.

5. Should any interpretation issues arise, only the Portuguese version is considered lawful.

XIII – DATA PROTECTION

The requested information will be processed only to facilitate the treatment of information for the selection process of the films in the International Competition and Grand Panorama.

The selection jury and the Artistic and Programming Committee will be able to access the information received within the scope of the selection process for the International Competition and Grand Panorama.

The Festival may, solely for promotional purposes of the Festival itself, the work and/or the author, screen on TV and/or other channels, excerpts of the work, which will never surpass 10% of its runtime, use stills of the work and/or photos of the directors.

In case the work is selected for the International Competition or International Grand Panorama, the information received may be published in the Festival’s catalogue or other promotional channels.

According to the stipulations of the Regulation (EU) nr. 679/2016, of 27 April, updated by Rectification 00/2016, of 4 May, the Festival will retain the data for the legally stipulated timeframe. The holders of the data may exercise their right of access, opposition, rectification and deletion, by contacting the Festival organization at the email gdpr@cinanima.pt

XIV – FINAL ARRANGEMENTS

The Organisation has the right to decide to carry out a hybrid or online edition of the Festival, through a streaming platform requiring restricted access and a subscription, during the week of the Festival and the following one, as an alternative measure in the context of the obligations put in place by the country’s state of emergency, namely in the face of time constraints that condition, advise against or prevent public screenings in the theatre.
