Article 1
The Festival aims, in a spirit of friendship and universal cooperation, to reveal and showcase quality works with a view to serving the evolution of cinematographic art and promoting the development of the film industry in Algeria and around the world.

Article 2
The Festival will be held from November 24 to 30, 2024.

Article 3
The Festival Administration chooses and invites the films which will be presented in Competition, Out of Competition and all other categories.
Each film invited to the Official Selection by the Administration will receive a certificate of participation.
Only those films meeting the following criteria may be chosen and invited to the Official Selection:
● Have been produced in the 24 months preceding the Festival.
● Not have been presented on the Internet.
● Serve the purpose of the Festival as defined in Article 1.
● The screening duration of feature films must not be less than 70 minutes, credits included.
● The screening duration of short films must not exceed 40 minutes, credits included.
● Present the characteristics of a cinematographic work, particularly in terms of narration, cinematography, soundtrack and editing, etc.
● Be registered by one of the rights holders of the film who undertakes to be present during the event.
● Not having been registered for the festival in previous editions.
● A director can only enter one film.
● Accreditation linked to the registration of a film at the festival is exclusively reserved for:
○ the directors, producers, screenwriters or actors of the film,
○ companies whose main activity is the production, distribution, exploitation or broadcast of films including this film,
○ institutions, associations and professional organizations whose main purpose is the promotion of films including this film

Article 4
Once the film has been selected, it cannot be withdrawn from the program during the event.

Article 5
For the duration of the Festival, none of the invited films may be screened outside the Festival theaters before its official presentation.

Article 6
All films must be presented in the original version and subtitled in Arabic, French or English.
Any language in which the film is or will be broadcast in its country of origin is considered an original version.
The Administration will assess to what extent a version which does not exactly meet this definition could nevertheless be retained.
Subtitling costs are the responsibility of the producer.

Article 7
The Administration designates the President and the personalities composing the Jury of the films in competition.
When drawing up the prize list, the jury votes by secret ballot.
Decisions are taken by an absolute majority of voters in the first two rounds of voting and by a relative majority in the following rounds.
The Curator and the Artistic Director of the Festival attend the Jury's deliberations. They do not take part in the vote.
Anyone interested in the production or exploitation of a film in competition cannot be part of the Juries.

A single film can only receive one of the list prizes.

Article 09
The deadline for registration of films proposed for selection is August 27, 2024.
A registration form must be completed before this date online and submitted via our website.

Article 10
Freight forwarder costs (both for import and re-export) as well as screening and translation costs for films presented to members of the selection committee, with a view to their possible selection, are entirely the responsibility of the producers or authorised bodies.
Transport and insurance costs for copies and/or cassettes on the outward and return shipping are the responsibility of their owner.
The Festival covers the costs of storage and insuring copies of the selected films, in and between the official Festival premises.
In the event of loss or damage to a copy, the Festival could only be held liable within the limit of the value indicated by the producer on the technical sheet.

Article 11
The Festival Curator has the authority to deal with any cases not provided for in these regulations.

Article12
Participation in the Festival implies adherence to these regulations and prior compliance with the pre-selection conditions.
In the event of disagreement on the interpretation of the regulations, the Algerian text will take precedence.
These regulations apply to the entire Official Selection (Competition, Out of Competition)

Legal aspects
Hereinafter, collectively referred to as the “Participants”:

Participants expressly refrain from offering, in any form whatsoever, the exploitation of products or rights in violation of legislative or regulatory provisions as well as international conventions relating to intellectual property and counterfeiting.

The festival reserves the right to refuse the registration of any film likely to disturb public order or offend religious beliefs, as well as films of a pornographic nature or inciting violence, as well as posters and documents relating to them. Any infringement of these obligations, duly noted, will result in the immediate application of the sanctions provided for, in addition to banning the offender from any participation in the Festival for two years.

Any company, institution, association or organization which subscribes to the festival on behalf of one or more third parties undertakes to transmit and have these general conditions accepted by the beneficiaries of the registrations and guarantees full compliance with the said conditions by registered third parties.
It also undertakes to act in full compliance with the registration conditions and to communicate to the festival any useful information relating to the beneficiaries of registrations. In the event of non-compliance with this clause, registrations will be automatically cancelled.

All participants undertake to make themselves available to the festival to respond to the press (reasonable requests)

Any participant agrees to use their image in public places to any form of promotional exploitation (photo-video shooting-reportage or any other promotional support)

Article 2 - Registration formalities
Validation of the online registration file on the festival website obliges the Participant to fully comply with these General Conditions and commits them definitively.
The Participant guarantees the accuracy of the information provided for each of their films.
The festival will screen the films and reserves the right to refuse the registration of films which appear to it to not meet the admission criteria defined in article 1 above, without having to justify its decision.
The films will be processed in the order of validation on the festival website.
Registrations may be closed at any time and without notice, as soon as the number set by the festival is reached.
Registrations will close no later than August 27, 2024.

Article 3: Festival accreditation
Registering a film at the festival allows the accreditation of one or two members of the film team (director, producer, actor, screenwriter, etc.).
The accreditation request is made online, at the end of registration. Once the information relating to the person or persons requesting a badge has been provided, it will be impossible to modify the name of these persons. In the case of the registration of several films by the same entity, the number of badges issued will be decided by the festival depending on the presence of the director(s).

Each badge is strictly personal and cannot under any circumstances be transferred, lent or exchanged under penalty of cancellation of access rights.

Article 4: Prohibition of distribution and flyposting
The Participant expressly undertakes not to resort to any distribution, circulation, posting of promotional materials (i.e. leaflets, prospectuses, newspapers, posters, hanging posters or stickers on walls, floors, windows), distribution of documents or promotional objects, movement of people disguised or carrying advertising elements, etc. concerning their company or their film, their activity, their managers and/or members, their audiovisual assets or not, and in general any activity or person who has a direct or indirect link with the Participant, within the Festival unless prior agreement from the festival.

The costs of removing these promotional elements, cleaning or repairing them will be fully invoiced to the Participant, who undertakes to reimburse them, subject to any additional damages and interest.

Article 5 – Exclusion
Any violation of the provisions of these regulations, as well as non-compliance with public order and police security rules, may result, at the sole discretion of the festival, in the immediate temporary or permanent exclusion of the Participant, without formality.
