INTERNATIONAL POLICE AWARD ARTS FESTIVAL - IPAAF

CINEMATOGRAPHIC COMPETITION RULES (in English and below in Italian)
1. REGULATION
The 2024 edition of the International Police Award Arts Festival (IPAAF) will be held in Italy.

2. ORGANIZATION
The artistic direction of IPAAF wants to promote and disseminate knowledge of all forms of expression related to cinema (films, TV series, documentaries, and animation) throughout the year, and raise awareness of a quality cinema that deals exclusively with of law enforcement and social issues.

3. SELECTION
There will be selected 20 films which will have followed the themes chosen by the Festival:
• Telling about the law enforcement agencies;
• Action/Thriller films with law enforcement as main characters;
• Legality;
• Security;
• Social issues related to security and legality.
The 20 selected films will be screened to the audience who will be able to express a valid judgment for the final choice of the winner works; this will be foreseen during the Festival only and exclusively for the films admitted to the final phase of the competition.
4. YOUTH COMPETITION
Within the Festival there will be a section open to young people that involves schools and all who have the maximum age of 25, which the registration is for free.

5. CONDITIONS OF ADMISSION
All Italian and international films (films, TV series, documentaries and animation) relating to the themes expressed in the point 3, produced from January 1st 2024 to June 30th 2024, will be admitted to the final preselection.

6. PRESELECTION FORMAT
To participate in the preselection:
a) it is possible to upload the film file by following the specific instructions of the online preselection form (min. MPEG 2 - 720x576 4Mbp / s) by Sunday July 30th, 2024;
b) it is possible to send a DVD, a Blu-ray Disc or a DCP to the Festival address no later than Sunday June 30th, 2024 (any delays will be managed differently).
The way in which the film is to be sent must be indicated, by selecting the chosen option, in the pre-selection form. The films in pre-selection must be without subtitles if the original version is in Italian or English; with subtitles in English and Italian if the original version of the film is in a language other than English and Italian.

7. SELECTION METHOD
The Artistic Director, as regards the selection of the proposed works, will be assisted by a Selection Committee composed of consultants and experts of Italian and international cinema both in the pre-selection phase and in the final phase. In the final phase it will be supported by a jury of experts who will be announced before the Festival.

8. REGISTRATION
Anyone who enters their film in the competition assumes the responsibility of being its legitimate representative, authorized by all those entitled to the work. The declaration made by the person who signed the registration form therefore exempts the Artistic Director from verifying the legitimacy of the same to register the film that will be deemed to be factually ascertained, exempting him from any related liability.

9. RIGHT OF REGISTRATION TO THE COMPETITION
For each film presented at the Festival pre-selection, the payment of the registration fee is required to cover the secretarial costs, which must be paid before the film is shipped. In case of failure to send the registered film to the Festival address, this fee will not be refunded.
In no case, even if the Festival does not take place (eg due to Covid-19), this sum can be returned. Entries must be sent to:

The registration fee required is:
- € 20 for those who register the film by uploading the file or sending the support no later thanMarch 31th,2024.
- € 30 for those who register the film by uploading the file or sending the support no later than May 31st,2024.
- € 50 for those who register the film by uploading the file or sending the support no later than June 30th, 2024.
The registration fee can only be paid by bank transfer made out to Association “Arte di Apoxiomeno”, IBAN IT45Y0538714101000003972241. The costs of any special or out-of-competition film screenings are the responsibility of the participants, as well as the shipping costs of copies of the films. Any deviations from these admission conditions will be agreed with the Festival Management.

10. DOCUMENTS TO THE PRESELECTION
To be admitted to the preselection no later than Sunday 30th of June 2024 it is necessary:
a) Fill in the preselection form (entry-form) to be downloaded from our website.
b) Send the film in one of the formats indicated in the point 6.
c) Send in digital format the information and press dossier, including synopsis in Italian or English, treatment in Italian and English, bio-filmography of the director, artistic cast and, if possible, a press kit.
d) There is no provision for the return of any of these documents in any medium, sent for preselection. The materials will not be used for commercial purposes but only as an archive of the Festival to protect producers and all authors (point 8). Advertising materials of the selected films.
For each selected film, the documentation for the press conference, for the preparation of the catalog and the website, as well as for the televisions and journalists accredited at the Festival, who will be able to freely transmit and / or publish such documentation, must be received.
They must be sent by June 30th, 2024:
- Trailer or clip from the movie
- Minimum 5 photos of the film in high resolution
- Minimum 1 high resolution photo of the director
- Director's biography and filmography
- Technical sheet of the film
- Director's notes
- Press kit
The materials provided will remain available on the website and in the Festival online press kit without any limit of duration.

11. AWARDS
The public, by registering on an online server, will be able to view all the selected films and will be able to assign a vote that will allow the Festival Management to select the film that will win the audience prize. The Artistic Director can propose to the President and the Board of Directors the assignment of the Prize as best actor, best direction, best soundtrack, and any other prizes. The producers and distributors of the films presented undertake to affix a sign with the mention of the award received and the logo of the IPAAF Festival before the release of the film. For this edition will be awarded a cash prize to the best films of the Festival in this categories: short, feature film, documentary and animation. At least 5 films must be registered for the awarding of the cash prize in the relevant category.

12. FILM BY INVITATION
Films to be entered in the Competition can be invited by the Festival Organization through a registration form to be returned, duly completed, and signed, within five days of receiving the invitation. Receipt of the form by the Management implies legal acceptance by all recipients of the invitation, which is considered definitive and irrevocable. The invitation to the film must remain strictly confidential until the announcement of the program by the Festival Management, under penalty of exclusion from the selection.
The general programming and screening times are the sole responsibility of the Artistic Direction. The acceptance of the invitation by those who participated in the work implies the commitment to make the film available free of charge for at least 3 public screenings, to respect the hospitality policy and not to withdraw the film once accepted the Invitation. Further authorizations will be required for the programming of the web room (on the web platform), subject to specific authorization from the right holders. The provisions and methods of access to the web platform will be published separately on the site and in any case detailed in the authorization request with related technical specifications.
In cases of force majeure (eg Covid-19) the Artistic Direction reserves the right to present the films through an alternative programming based on streaming technologies.

13. COMMUNICATIONS
IPAAF is open to the public. There are also national and international professional accreditations and press accreditations. Each participant and/or guest of the Festival acknowledges that at the Festival there will be accredited televisions and other media partners who will carry out television and/or television coverage Radio.
By agreeing to participate at the Festival, each participant assigns all broadcasting rights to any video free of charge, allowing the media partner who made it to use it according to your needs. The specifications for digital cinema will be available on the systems of our website used by the Festival.

14. CATALOG OF THE FESTIVAL
All the material necessary for the preparation of the official catalog of the Festival must be received as soon as possible and, in any case, by Sunday June 30th 2024 and must bear the indication "Catalog preparation material". The owners of the invited works must send the materials necessary for the promotion to the press office of the Festival by the same date. Such advertising material must strictly carry the indication "Film selected for IPAAF 2024".
All shipping costs of the materials (including any customs charges) are the responsibility of the sender. Any return of material will be borne by the sender. The materials will be disposed of by the Management on December 30th, 2024. Any form of promotion after the official announcement of the program must, by explicit commitment of the speakers, indicate participation in the IPAAF with the official logo prepared and provided by the Management. The producers and distributors of the films presented during the Festival undertake to affix the official logo of the Festival in the promotional materials that will accompany the film theatrical release and, upon its theatrical release, a sign indicating participation in the film at the Festival and, if awarded, the mention of the prize received, according to the official graphics prepared and provided by the Festival Press Office.

15. ANTI-PIRACY PROVISION
The Festival Management adopts all anti-piracy measures necessary to protect the copyrights of the films entrusted to the Festival for the major international events for the period of conservation of the films during the Festival.

16. GENERAL RULES
Participation in the Festival implies compliance with these Regulations. It is the responsibility of producers, distributors or other subjects presenting the film to ensure that they are legitimately authorized to present the film at the Festival. The Artistic Director of the Festival has the right to settle all cases not provided for in these Regulations, as well as to derogate from the Regulations and justified cases. For any controversy regarding the interpretation of the single articles of the Regulations, the original text written in Italian will prevail.2.

REGOLAMENTO DEL CONCORSO CINEMATOGRAFICO

1. REGOLAMENTO
L'edizione 2024 dell’International Police Award Arts Festival, da ora IPAAF, si terrà in Italia nell’autunno del 2024.
2. ORGANIZZAZIONE
La Direzione artistica con l'IPAAF vuole promuovere e diffondere la conoscenza di tutte le forme espressive legate al cinema (film, serie tv, documentari e animazione) durante tutto l'anno, e sensibilizzare ad un cinema di qualità che si occupa esclusivamente di forze dell'ordine e questioni sociali.
3. SELEZIONE
La selezione dei film iscritti al Concorso prevederà una fase finale dove saranno presenti un massimo di 20 film che avranno seguito i temi scelti dal Festival:
• Raccontare le Forze dell’'ordine;
• Poliziesco;
• Legalità;
• Sicurezza;
• Temi sociali legati alla sicurezza e alla legalità.
I film in Selezione Ufficiale saranno proiettati al pubblico che esprimerà un giudizio valido per la scelta finale delle opere premiate; questo sarà previsto durante il Festival solo ed esclusivamente per i film ammessi alla fase finale del concorso.
4. CONCORSO GIOVANI
All'interno del Festival è prevista una sezione aperta ai giovani che coinvolgerà le scuole e tutti i ragazzi delle scuole fino al livello universitario (età max 25 anni), la cui iscrizione è gratuita.
5. CONDIZIONI DI AMMISSIONE
Saranno ammessi alla preselezione finale tutti i film italiani e internazionali (film, serie tv, documentari e animazione) aventi ad oggetto i temi di cui al punto 3, prodotti dall’1 gennaio 2021 al 30 giugno 2024.
6. FORMATO DI PRESELEZIONE
Per partecipare alla preselezione:
a) è possibile caricare il file del film seguendo le specifiche istruzioni del modulo di preselezione online (min. MPEG 2 - 720x576 4Mbp/s) entro domenica 30 giugno 2024;
b) è possibile inviare un DVD, un Blu-ray Disc o un DCP all'indirizzo del Festival entro e non oltre domenica 30 giugno 2024 (eventuali ritardi verranno gestiti diversamente). La modalità di invio del film deve essere indicata, selezionando l'opzione prescelta, nel modulo di preselezione. I film in preselezione devono essere senza sottotitoli se la versione originale è in italiano o in inglese; con sottotitoli in inglese e italiano se la versione originale del film è in lingua diversa dall'inglese e dall'italiano.
7. METODO DI SELEZIONE
Il Direttore artistico, per quanto riguarda la selezione delle opere proposte, sarà assistito da un Comitato di Selezione composto da consulenti ed esperti del cinema italiano e internazionale sia nella fase di preselezione che nella fase finale. Nella fase finale sarà supportato da una Giuria di esperti che sarà resa nota prima del Festival.
8. ISCRIZIONE
Chiunque iscrive un proprio film in concorso si assume la responsabilità di esserne il legittimo rappresentante, autorizzato da tutti gli aventi diritto all'opera. La dichiarazione resa da chi ha sottoscritto il modulo di iscrizione esonera quindi il Direttore Artistico dalla verifica della legittimità dello stesso all'iscrizione del film che si riterrà di fatto accertato, esonerandolo da ogni relativa responsabilità.
9. DIRITTO DI ISCRIZIONE AL CONCORSO
Per ogni film presentato alla preselezione del Festival è richiesto il pagamento della quota di iscrizione a copertura delle spese di segreteria, che dovranno essere pagate prima della spedizione del film. In caso di mancato invio del film registrato all'indirizzo del Festival, tale quota non verrà rimborsata. In nessun caso, anche in caso di mancato svolgimento del Festival (es. causa Covid-19), tale somma potrà essere restituita. Le iscrizioni devono essere inviate a:

La quota di iscrizione richiesta è:
• € 20 per chi registra il film caricando il file o inviando il supporto entro e non oltre il 31 marzo 2024;
• € 30 per chi registra il film caricando il file o inviando il supporto entro e non oltre il 31 maggio 2024;
• € 50 per chi registra il film caricando il file o inviando il supporto entro e non oltre il 30 giugno 2024;
La quota di iscrizione dovrà essere corrisposta a mezzo bonifico bancario attraverso il versamento intestato ad Associazione “Arte di Apoxiomeno”, sull’IBAN IT45Y0538714101000003972241. I costi di eventuali proiezioni di film speciali o fuori concorso sono a carico dei partecipanti, così come le spese di spedizione delle copie dei film. Eventuali deroghe alle presenti condizioni di ammissione verranno concordate con la Direzione del Festival.
10. DOCUMENTI ALLA PRESELEZIONE
Per essere ammessi alla preselezione entro domenica 30 giugno 2024 è necessario:
• Compilare il modulo di preselezione (modulo di iscrizione) da scaricare dal nostro sito web;
• Inviare il film in uno dei formati indicati al punto 6;
• Inviare in formato digitale le informazioni e il dossier stampa, comprensivo di sinossi in italiano o inglese, trattazione in italiano e inglese, biofilmografia del regista, cast artistico e, se possibile, cartella stampa.
• Non è prevista la restituzione di nessuno di questi documenti con alcun mezzo, inviati per la preselezione. I materiali non saranno utilizzati per scopi commerciali ma solo come archivio del Festival a tutela dei produttori e di tutti gli autori (punto 8). Materiale pubblicitario dei film selezionati.
Per ogni film selezionato, la documentazione per la conferenza stampa, per la redazione del catalogo e del sito web, nonché per le televisioni e i giornalisti accreditati al Festival, che potranno liberamente trasmettere e/o pubblicare tale documentazione, dovrà essere ricevuto.
In particolare devono essere inviati entro il 30 giugno 2024:
• Trailer o clip del film
• Minimo 5 foto del film in alta risoluzione
• Minimo 1 foto ad alta risoluzione del regista
• Biografia e filmografia del regista
• Scheda tecnica del film
• Note di regia
• Cartella stampa
I materiali forniti rimarranno disponibili sul sito e nella cartella stampa online del Festival senza alcun limite di durata.
11. PREMI
Il pubblico, registrandosi su un server online, potrà visionare tutti i film selezionati e potrà assegnare un voto che consentirà alla Direzione del Festival di selezionare il film che si aggiudicherà il premio del pubblico. Il Direttore Artistico può proporre al Presidente e al Consiglio Direttivo l'assegnazione del Premio come miglior attore, miglior regia, miglior colonna sonora ed eventuali altri premi. I produttori e distributori dei film presentati si impegnano ad apporre un cartello con la menzione del premio ricevuto e il logo del Festival IPAAF prima dell'uscita del film. Per questa edizione verranno assegnati premi ai migliori film del Festival nelle categorie: cortometraggio, lungometraggio, documentario e animazione. Per l'assegnazione del premio nella relativa categoria devono essere iscritti almeno 5 film. I premi saranno consegnati solo agli autori o persone designate dalla Giuria; è implicito che la presenza al Festival è obbligatoria: Non sarà attribuito né inviato il Premio in caso di assenza dell’artista invitato.
12. FILM SU INVITO
I film da inserire in Concorso possono essere invitati dall’Organizzazione del Festival tramite un modulo di iscrizione da restituire, debitamente compilato e firmato, entro cinque giorni dalla ricezione dell'invito. La ricezione del modulo da parte della Direzione implica l'accettazione legale da parte di tutti i destinatari dell'invito, che si considera definitivo ed irrevocabile. L'invito al film deve rimanere strettamente riservato fino all'annuncio del programma da parte della Direzione del Festival, pena l'esclusione dalla selezione.
La programmazione generale e gli orari di proiezione sono di esclusiva responsabilità della Direzione Artistica. L'accettazione dell'invito da parte di coloro che hanno partecipato all'opera implica l'impegno a mettere gratuitamente a disposizione il film per almeno 3 proiezioni pubbliche, a rispettare la politica dell'ospitalità ea non ritirare il film una volta accettato l'Invito. Ulteriori autorizzazioni saranno richieste per la programmazione della web room (su piattaforma web), previa specifica autorizzazione degli aventi diritto. Le disposizioni e le modalità di accesso alla piattaforma web saranno pubblicate separatamente sul sito e comunque dettagliate nella richiesta di autorizzazione con relative specifiche tecniche. In casi di forza maggiore (es. Covid-19) la Direzione Artistica si riserva il diritto di presentare i film attraverso una programmazione alternativa basata su tecnologie di streaming.
13. COMUNICAZIONI
IPAAF è aperto al pubblico. Ci sono anche accreditamenti professionali nazionali e internazionali e accreditamenti stampa. Ogni partecipante e/o ospite del Festival prende atto che al Festival ci saranno televisioni accreditate e altri media partner che effettueranno riprese televisive e/o televisive Radio. Accettando di partecipare al Festival, ogni partecipante cede gratuitamente tutti i diritti di trasmissione di qualsiasi video, consentendo al media partner che lo ha realizzato di utilizzarlo.

14. CATALOGO DEL FESTIVAL
Tutto il materiale necessario per la redazione del catalogo ufficiale del Festival dovrà pervenire quanto prima e, comunque, entro il 30 giugno 2024 e dovrà recare l'indicazione “Materiale preparazione catalogo”. I titolari delle opere invitate devono inviare entro la stessa data i materiali necessari alla promozione all'ufficio stampa del Festival. Tale materiale pubblicitario deve riportare rigorosamente l'indicazione "Film selezionato per IPAAF 2023".
Tutte le spese di spedizione dei materiali (compresi eventuali oneri doganali) sono a carico del mittente. L'eventuale restituzione di materiale sarà a carico del mittente. I materiali saranno smaltiti dalla Direzione in data 31 dicembre 2024. Qualsiasi forma di promozione successiva all'annuncio ufficiale del programma dovrà, per esplicito impegno dei relatori, indicare la partecipazione all'IPAAF con il logo ufficiale predisposto e fornito dalla Direzione. I produttori e distributori dei film presentati durante il Festival si impegnano ad apporre il logo ufficiale del Festival nei materiali promozionali che accompagneranno l'uscita nelle sale del film e, al momento della sua uscita nelle sale, un cartello indicante la partecipazione al film. film al Festival e, se premiato, la menzione del premio ricevuto, secondo la grafica ufficiale predisposta e fornita dall'Ufficio Stampa del Festival.
15. DISPOSIZIONE ANTIPIRATERIA
La Direzione del Festival adotta tutte le misure antipirateria necessarie a tutelare i diritti d'autore dei film affidati al Festival per i maggiori eventi internazionali per il periodo di conservazione dei film durante il Festival.
16. NORME GENERALI
La partecipazione al Festival implica il rispetto del presente Regolamento. È responsabilità dei produttori, distributori o altri soggetti che presentano il film assicurarsi di essere legittimamente autorizzati a presentare il film al Festival. Il Direttore Artistico del Festival ha facoltà di dirimere tutti i casi non previsti dal presente Regolamento, nonché di derogare al Regolamento in casi particolari e motivati. Per ogni controversia relativa all'interpretazione dei singoli articoli del Regolamento fa fede il testo originale redatto in lingua italiana.
