1. OPEN CALL AND REGISTRATION PERIOD

The open call for both sections of short films in competition, “Balears en Curt” and “Illes en Curt”, is from 4th of December 2020 until 18th of April 2021. The open call for "Talent Jove" section is from 4th December 2020 until 30th of May 2021. Works submitted after this date and time will not be accepted.

Registration and submission of short films in the Balearic section “Balears en Curt”, with a cost of 5€, must be made exclusively through FilmFreeway platform.

Registration and submission of short films in the international section “Illes en Curt”, with a cost of 7€, must be made exclusively through FilmFreeway platform.

Registration and submission of short films in the Balearic student section “Talent Jove” is free of charge, and must be made exclusively through FilmFreeway platform.

2. REGISTRATION AND PARTICIPATION RULES

Balearic open call for submissions (“Balears en Curt” section)
• Any work directed or produced by collectives and/or people born or resident in Balearic Islands can participate. Short films that do not meet the previous requirements but that have been filmed in Balearic Islands will be also accepted.
• Shorts of 20 minutes maximum duration and produced between 2020 and 2021.
• Short genres accepted: fiction or documentary or animation.
• Subtitles: short films must have Spanish subtitles embedded if their original version is other than Spanish.

International open call for submissions (“Illes en Curt” section)
• Anyone can participate regardless of country or origin, except for residents or people born in Balearic Islands or for short films shot within Balearic Islands, which must be submitted in the competition section "Balears in Curt" or "Talent Jove".
• Shorts of 20 minutes maximum duration and produced between 2020 and 2021.
• Short genres accepted: fiction or documentary or animation.
• Subtitles: short films must have Spanish subtitles embedded if their original version is other than Spanish.

Balearic student open call for submissions (“Talent Jove” section)
• Any work directed or produced by students, from 16 to 25 years old, born or resident in Balearic Islands, can participate.
• Shorts of 10 minutes maximum duration and produced between 2020 and 2021.
• Short genres accepted: fiction or documentary or animation.
• Subtitles: no subtitles needed if they are shot in Catalan or Spanish.

2.1 Short films already submitted in past open calls of the same Festival or those which do not follow the above rules of participation won’t be considered.

2.2 The subject of the short film is a free choice. The selection committee will prioritize the quality, originality and the technical and artistic solidity of the productions, particularly for those which haven’t been commercially released. Social and ecological/environmental themes will be also well considered for the selection.

3. SELECTION
The festival programing committee will evaluate all works submitted according to the above requirements and make the selection, which will be communicated to each producer or director of the selected proposals.

3.1 Advertising work or those of a touristic nature won’t be admitted.

3.2 Short films without standard image and sound quality required for projection will be also rejected.

3.3 The organization and the festival selection committee reserve the right not to communicate the reasons and causes for which a short film has not been selected.

4. COMMUNICATION AND DISSEMINATION

4.1 The official selection of the “Balears en Curt”, "Illes en Curt" and "Talent Jove" sections will be published on the web and social networks of the Festival.

4.2 The non-selected short film producers or directors will be notified by email before the celebration of the Festival.

4.3 The Festival must be allowed to use any photo or digital material from the selected short films for promotional purposes, which can be published on the Festival’s website and social networks. Also, the rights owners of the short films grant permission to use any related materials for press and media purposes.

5. SCREENING AND PROGRAMMING (IN CASE OF BEING SELECTED)

5.1 For each selected short film the producer/distributor or director must send to the festival organization the following requested promotional materials no later than 29th May:
• One picture from the director(s).
• Two or more stills from the short film in jpg. format.
• Press kit (full list of artistic and catalogue credits, synopsis, etc.)
• Any other material and info that the Festival considers necessary.

5.2 The selected short films will be screened at this year's Menorca Film Festival in the “Balears en Curt”, "Illes en Curt" and "Talent Jove" competitive sections.

5.3 The Festival keeps the right to organize, until next edition of the Festival, up to two special projections of the selected short films, previously announced to those films’ right owners. The complimentary screenings will have the following nature:
• Screenings at several smaller venues in Menorca in collaboration with other entities from the island.
• Promotional screenings within the framework of the Festival FICME.

5.4 The person or company responsible for each selected short film must supply the screening copy of the short film to the organization in a digital file through a permanent downloadable link with the following technical specifications:
• File Extension: .mov or .mp4.
• Video codec: H264/MPEG-4
• Resolution: 1920 x 1080
• Audio codec: AAC o PCM.
• Sound: Stereo (the festival can’t screen in 5.1; 7.1; etc…)
• Subtitles: Spanish & English. All short films must have Spanish and English subtitles embedded/in an independent '.srt'/'.sub' file in case of being shot in other languages (in case the original language is Spanish, only English subtitles required; in case the original language is English, only Spanish subtitles required).

5.5 The screening copies must be sent to the Festival no later than 15th June. Any short film that does not meet the above mentioned technical requirements will not be screened.

5.6 The author or authors must first ensure that the content of the short film does not infringe the intellectual property rights or other rights of third parties, exonerating the selection committee from any responsibility.

5.7 Payment of screening fees or exhibition rights is not contemplated in any case.

6. JURY AND PRIZE

6.1 A Jury appointed by the Menorca International Film Festival and composed of professionals in the audiovisual and cultural sector will decide the winner of the sections “Balears en Curt”, “Illes en Curt” and "Talent Jove". The Jury will be announced through the web and social networks of the festival.

6.2 The short films winning the “Balears en Curt” and "Illes en Curt" sections will be awarded with:
• A cash prize of 700 euros (including taxes and deductions).
• An award from the Festival for the best short film of the “Balears en Curt” and “Illes en Curt” sections, respectively, designed and crafted by well-known artists from Menorca.
• Pre-selection of the short film at Filmets Film Festival in Badalona, which will be automatically considered to be part of the selection of the above mentioned festival.
The submission of a short film in competition at the “Balears en Curt” and “Illes en Curt” sections implies the acceptance of these regulations.

The short films winning the “Talent Jove" will be awarded with:
• A cash prize of 500 euros (including taxes and deductions).

La inscripción a la convocatoria de cortos para las dos secciones a competición, “Balears en Curt” e “Illes en Curt”, es del 4 de diciembre de 2020 al 18 de abril del 2021. La incrcipción a la convocatoria "Talent Jove" es del 4 de diciembre de 2020 al 30 de mayo de 2021. Las obras que lleguen con fecha posterior no serán aceptadas.

La inscripción de cortos para la sección balear “Balears en Curt”, con un coste de 5€, debe realizarse exclusivamente a través de la plataforma online FilmFreeway.

La inscripción de cortos para la sección internacional “Illes en Curt”, con un coste de 7€, debe realizarse exclusivamente a través de la plataforma online FilmFreeway.

La inscripción de cortos para la sección de estudiantes baleares "Talent Jove" es grauita, y debe realizarse a través de la plataforma online FilmFreeway.

2. NORMAS DE INSCRIPCIÓN Y PARTICIPACIÓN

Convocatoria balear (sección “Balears en Curt”)
• Puede participar cualquier obra dirigida o producida por personas nacidas y/o residentes en las Islas Baleares. También se aceptarán cortos que no cumplan los requisitos anteriores pero que hayan sido rodados en las Islas Baleares.
• Los cortos deben de tener una duración máxima de 20 minutos y haber sido producidos entre el 2020 y el 2021.
• Pueden participar cortos de ficción o documental, de imagen real o animación.
• Los cortos inscritos deberán de incluir subtítulos incrustados en castellano en caso de ser rodados en otros idiomas.

Convocatoria internacional (sección “Illes en Curt”)
• Puede participar cualquier obra indiferentemente de su procedencia, a excepción de obras presentadas por cineastas residentes o nacidos en las Islas Baleares y de cortos rodados en las Islas Baleares, que se tendrán que presentar en la convocatoria de la sección a competición balear “Balears en Curt” o en la de estudiantes balrares, del mismo festival.
• Los cortos deben de tener una duración máxima de 20 minutos y estar producidos entre 2020 y 2021.
• Pueden participar cortos de ficción o documental, de imagen real o animación.
• Los cortos inscritos deberán de incluir subtítulos incrustados en castellano en caso de ser rodados en otros idiomas.

Convocatoria para estudiantes baleares (sección "Talent Jove")
• Puede participar cualquier estudiante balear, de entre 16 y 25 años, nacido o residente en las Islas Baleares.
• Los cortos deben de tener una duración máxima de 10 minutos y estar producidos entre 2020 y 2021.
• Pueden participar cortos de ficción o documental, de imagen real o animación.
• No es necesario que los cortometrajes inscritos tengan subtítulos, siempre y cuando estén en catalán o castellano.

2.1. Los cortos inscritos en anteriores convocatorias o aquellos que no respeten esta normativa no serán considerados.

2.2. La temática de las producciones es libre; se priorizará la calidad, originalidad y la solidez técnica y artística de las producciones, así como que sean inéditas y/o que no se haya estrenado comercialmente. Se considerará, también, que destaquen valores de tipo social y medioambiental.

3. SELECCIÓN

El comité de selección del festival valorará todas las obras presentadas bajo los requisitos anteriormente mencionados y hará la selección, que será comunicada a cada productor/a y/o director/a de cada una de les propuestas seleccionadas.

3.1 No serán admitidas las obras de carácter publicitario o turístico.

3.2 Tampoco serán seleccionadas las obras que no tengan la calidad técnica necesaria para una correcta visualización y/o proyección.

3.3. La organización y el comité de selección del festival se reserva el derecho de no comunicar las razones y causas por las cuales un corto no ha sido seleccionado.

4. COMUNICACIÓN Y DIFUSIÓN

4.1 La SELECCIÓN OFICIAL de la sección “Balears en Curt”, “Illes en Curt” y "Talent Jove" se hará pública en la web y redes sociales del Festival.

4.2 El Festival se compromete a comunicar a través de un correo electrónico aquellos cortos que no hayan sido seleccionados antes de la celebración del Festival.

4.3 Las obras seleccionadas podrán ser utilizadas como material promocional por el Festival de Cinema de Menorca, pudiendo hacer difusión tanto en medios de comunicación, portal web y redes sociales del festival.

5. PROYECCIÓN EN CASO DE SER SELECCIONADO

5.1 Una vez se comunique la selección de los cortos, los responsables de las producciones seleccionadas deberán enviar al Festival antes del 29 de mayo:
• Una fotografía del director/a
• Dos o más de la película en formato jpg.
• Press kit del corto (Ficha técnica, sinopsis, etc..)
• Todo aquel material y/o información que el festival considere necesaria y que no haya sido facilitada durante el proceso de inscripción.

5.2 Los cortos seleccionados serán proyectados en la edición de este año del Festival de Cine de Menorca dentro de las secciones “Balears en Curt”, “Illes en Curt” y "Talent Jove".

5.3 El festival se reserva el derecho a realizar, con un máximo de dos y hasta la celebración de la siguiente edición del certamen, proyecciones especiales de algunos de los cortos seleccionados, previa comunicación a los propietarios de los derechos de esos cortos. Las posibles proyecciones fuera de las fechas del festival tendrán la siguiente naturaleza:
• Proyección de la selección por diferentes pueblos de Menorca en colaboración con otras entidades menorquinas.
• Proyección promocional del Festival de Cinema de Menorca en posibles pases de promoción del FCME.

5.4 De cara a la exhibición de los cortos, los responsables de las producciones seleccionadas tendrán que enviar a la organización los cortos en archivos digitales correspondientes a través de un enlace de descarga permanente según las siguientes especificaciones técnicas:
• Formato: .mov o .mp4
• Códec de video: H264/MPEG-4
• Resolución: 1920 x 1080
• Códec de audio: AAC o PCM
• Sonido: Estereo (el festival no proyecta en 5.1; 7.1; etc.).
• Subtítulos: español & inglés. Incrustados o en un archivo independiente '.srt'/'.sub', en castellano e inglés, en caso de que hayan sido rodadas en otros idiomas (en caso de que esté rodado en español, sólo se requieren subtítulos en inglés; en caso de que esté rodado en inglés, sólo se requieren subtítulos en español).

5.5. Los enlaces con las copias de proyección se enviaran al Festival antes del 15 de junio. No se aceptarán cortos que no cumplan los requisitos técnicos arriba mencionados.

5.5. El autor/a o autores deberán asegurarse previamente que el contenido de su obra no infringe los derechos de propiedad intelectual u otros derechos de terceros, y exonerarán al comité de selección de cualquier responsabilidad legal.

5.6. En ningún caso se contempla el abono de derechos de exhibición o tasas de proyección.

6. JURADO Y PREMIO

6.1 Un Jurado designado por el Festival de Cinema de Menorca e integrado por profesionales del ámbito audiovisual y cultural decidirá el corto ganador dentro las secciones “Balears en Curt” e “Illes en Curt”. Los miembros del jurado se harán públicos previamente a través de la web y las redes sociales del Festival.

6.2 Los cortos ganadores de la sección “Balears en Curt” e “Illes en Curt” obtendrán, respectivamente:
• Un premio en metálico de 700 euros (incluidas las tasas y retenciones correspondientes)
• Un galardón al mejor corto dentro de la sección “Balears en Curt” e “Illes en Curt”, respectivamente, diseñado y producido por reconocidos artistas menorquines.
• La pre-selección del corto para ser considerado dentro de la programación del Festival Filmets de Badalona.

Los cortos ganadores de la sección "Talent Jove" obtendrán:
• Un premio en metálico de 500 euros (incluidas las tasas y retenciones correspondientes)

La inscripción de un corto en el festival, ya sea en la plataforma FilmFreeway como a través del formulario de inscripción de la sección Balear, significa la aceptación de estas bases.
